There isn't really swearing in the Imperial language, but there are words with disrespectful or offensive connotations that are frowned upon. Sometimes English swear words are used, but this is rare.

People don't swear particularly often or rarely, as it's not a taboo. Not even the teens swear because it's not viewed as an "adult" thing, it's just words. There are some bad insults, of course, but they aren't swear words.

Swearing itself is not illegal, but could harassment or other laws might be broken in some contexts and intents which would warrant punishment.

Swearing in public at your servant/children/significant other is legal.
Searing in the army at your troops is encouraged.
Swearing at either the army or the police when in civvies is asking for it.

Swear words are completely illegal in the sense of common curse words such as f-word, b-word etc, are considered ugly and incompetent of a inorganic child. The closest swear like word is Blast.

Things like "fuck you" or "go fuck yourself" or "you piece of shit" are considered profane and are used to attack someone.

Aside, swearing is considered a somewhat avoided thing, but it is seen as more of a norm in society.

Words like fuck, cunt, dick and so on are quite commonly used. However, we are not content with the swears of common English. We had to mix and match them to make our own. A lack of religion means that they are almost all sexually explicit.
A few examples, organized from least to most offensive.

Slitfucker: Roughly equivalent in meaning to sodomite. Refers a male dragon (or other reptilian species) putting their penis inside someone else's genital slit, specifically another male's. Not really insulting, mostly used in dirty talk.

Monodick: Used to imply that a dragon has only one penis, rather than the normal two. This implies inferiority, weirdness and a lack of virility. Not extremely offensive, but still quite rude.

Shitscales: A piece of rare non-sexual Tyrandelian profanity, this one refers to a dragon that is dirty and does not properly clean themselves. It implies a lack of control, childishness and general uncleanliness.

You thrice-abominated whore's bastard: Similar to 'you son of a bitch', but so much more entertaining to say. Somewhat offensive, but also so long-winded that it is sometimes funny.

Wyrmslut: Refers to an individual willing to have sex with a Wyrm in exchange for magical power. Wyrms are highly aggressive, sadistic, and have corrosive bodily fluids (including sexual fluids). This one is legitimately offensive and using it to refer to someone will probably be unacceptable outside all but the most kinky roleplay or crudest jokes.

Even the Ducal Cabinet Council lists Fucked-Up Friday as part of its standing agenda. In general, simple knee-jerk reactive swearing is frowned upon, but creative and original obscenities are rightly admired as displays of considerable verbal dexterity.

The Doge's personal favourite swear du jour is "fucketybuckets!" The Finance Minister is still tenaciously clinging to last season's popular "dickwhistle".
