No.

Is French considered important in your nation?
Not really. However, a significant number of the original stock on the Univerz-Steinbruck-Wang Joint Venture #003 were Quebecois, who made up about 40% of those designating Canada as their country of origin, and their descendants have kept alive the language through the centuries since. This has helped French become the third strongest minority language of Frenequesta, after Equestrian and Japanese. Outside of operatic productions, however, this has rendered Freneq French more similar to the Quebec dialect than the Parisian one.

What percent of your people speak French?
About 5% can at least understand the language if written down or spoken in the "operatic" (Parisian) dialect; this number drops to 3% when the "native" Freneq dialect is specified.

How popular is French as a learned foreign language?
About 10% of students take French as a foreign language at least once, most of them music students.

The French stopped existing by the year 2517 when their landmass, along with most of Eurasia, was impacted by fragments of the moon. There wasn't much of France by then anyway, so it wasn't missed as much as the more important nations.

French is not a commonly spoken language in Insaeldor and can only be found as a second language other 26.4% of the population speaking French as a second language but only 1.6% speak it as a first language.

How popular is French as a learned foreign language?
Not very. There was some early popularity when YellowApple, Inc. was dealing closely with Canadian interests during its process of acquiring independence, but since then most discussions have focused more heavily on English than French. That said, YellowApplan English does borrow some spellings of English terms from British English, which in turn borrows heavily from French influence following the Norman invasion of the British Isles.

More recently, some French terminology and loanwords trickled into YellowApplan usage via Equestrian during the YellowApplan Equine Influx; this has caused some slight resurgence of learning French as a second language, particularly among higher socioeconomic classes, but it otherwise continues to be a niche language for the most part, studied only by those who have significant interest (usually business-related) in a French-speaking country.

No, Raalwijsch (Standard Raalwijk Dutch) is the only official language of Raalwijk. Røstorian (a specifically Raalwijker mix of Danish and Norwegian) is a recognized regional language.
