Fortress Vonor is the name of the base-city.

You get up to three hexes for your first claim. At least that was what I was told

For your first claim, it's one hex plus one for every billion NS population. So, someone with three billion would get four hexes to start off with. And, someone with ten billion would get eleven hexes to start off with. But, I guess it doesn't matter, since the bloke left the CoG.
