National Introduction and Overview ====

the royal palace,
on the edge of Bethany
Feux, officially the Celestial Kingdom of Feux, is a small, enlightened territory located on the slopes of the Tabitha Mountains in the Pacific. The kingdom is bordered in the north and west by vast extents of ocean; however, to the territories southern and eastern borders stands the majestic Tabitha Mountains, sometimes referred to as “the mountains of moss” for the thick vegetation of moss that grows up the mountain’s sloops from the coast. The origin of the nation’s name is believed to have derived from the native word “fie” meaning few, and the native word for land, “ux.” It is often translated as “land of few,” perhaps in reference to the population of just 763,821 in comparison to some of its regional neighbors. Gross domestic product was last measured at 56.19 billion. The capital, Bethany, is the nation’s largest city, which was founded 538 years ago upon Staurakios’ “the composer” settlement and conquest of the land after he and his students fled chaos at the hands of Myron “the mad,” who ruled over one of the largest kingdoms that comprises the modern nation and ordered the killing of every daughter under his domain in an attempt to weaken the Goddess Lilith’s hold over his son. Lilith was considered the guardian of thought, the mind, and Myron held her was responsible for son’s coma. Rumors and tails that remain from the terrible event speculate that a blow to the child’s head given to him by his father during an argument over military school induced the coma.

Before the founding of Bethany, Feux existed as seven different kingdoms that constantly fought for the egos of their leaders with little to no gain. Although Staurakios Angelos had died long before Bethany grew into the cultural center of the nation, his teachings and ideals of suffering, peace, and observation proved to have a profound impact, taking hold in the post-genocide society and imbedding itself as a core in the development of a new, unified national identity. 22 years after the death of Staurakios “the composer,” an assembly was held to determine the course of a possible united government that adhered closely to the principles of his teachings. One of his surviving students and treasured pupils, Theodora Ioannou, was chosen as Queen in order to guide the nation down the right path and never towards what the lands once were, establishing the Ioannou dynasty which rules over Feux today.

The landscape consists of subtropical coastlines and plains to the north and west while the south and east are composed of mainly sub-alpine climates. Mountains in the region have peaked at 8,000 meters. The total area of Feux was last estimated at 41,210 km square in 2008, and no borders have been in dispute for over three hundred years. According to a survey taken in 2011, 94% of the nation’s people identify with the teachings of Staurakios “the composer” and do not embrace a godly figure. Meditation is a common sight throughout the kingdom as many seek an enlightened life through wisdom and the realization of suffering. However, some acknowledge entities that seek to corrupt this path, but do not believe they hold godly powers, instead the extremity of the worst of man. This lack of a god or gods within the people’s religious and spiritual values is due to a long faded disgust in such concepts imbedded by long forgotten generations after Myron’s chaos.

In late August of 2012, the government was handed off to King Christopher Ioannou after his father Bazyli Ioannou advocated the throne due to failing health, continuing the absolute monarchy that was established during the assembly. It is traditional upon the death of a king to release a piece composed personally by that king that captivates the time period. Most spend their lives contemplating such a work, as the demand for a masterpiece is never easy to tackle. Feux has maintained membership within the world assembly for several years now, and its representatives have authored several resolutions passed by the Security Council. In addition, the state also holds great influence within the New Pacific Order, an organization that oversees the protection and prosperity of the Pacific. The nation has been ranked 4th in regional influence despite both the size of the nation and region.

Diplomatic Synopsis for Embassies ====

Feux respects any and all diplomatic immunity resolutions passed by the General Assembly and expects that other nations wishing to conduct diplomacy extend the same reverence, such as General Assembly resolution # 22 ‘Diplomatic Protection Act.’ This respect also extents to General Assembly resolution # 255, which regards the rights of neutral states. Ambassadors, embassy staff members, or any other official formally representing a nation which holds diplomatic ties to Feux shall not be subject to the nation’s laws; however, if found committing actions that violate common civility, such as murder, rape, etc. Feux will attempt to seek permission to seize the individual(s) from their governments and ensure they are safely, and with extreme hast, given into their motherland’s respective custody to be dealt with by authorities of their own government. If permission is not obtained for whatever reason but officials have decided to obtain the individual because his actions have been deemed a threat to society, the government will continue to do everything in its power to make sure custody of the individual is returned to their country of origin. This is not to be misinterpreted. Lands in which a embassies stands does not below to the foreign nation inhabiting the embassy, and thus are still subject to the laws of the nation. Only diplomats – and anyone associated with them – are not subject to the nation’s laws.

Security is a top concern when dealing with diplomats. 78 years ago, under the leadership of King Nikolos Ioannou, guns were removed from common society and the purchase or manufacturing of them banned. This policy has come to have an affect on how exactly the celestial kingdom handles embassy security staffing. Feux maintains a special force of 8,100 highly trained personal, which are allowed to operate firearms; however, lacking in proficient arms manufacturing, the country does its best to ensure that top of the line equipment and training are always in deployment when protecting officials by making skillful use of its diplomatic network. While flexibility with staffing size, location, and other trifling matters is always an option when establishing and maintaining an embassy within Feux, restriction on gun ownership is not a debatable issue. Foreign officials may make a case to the government about special permissions when it comes to their embassy’s security, but the King – or any royal official serving in his place - makes the decision on any of those permissions personally. In addition, for the purpose of maintaining superior diplomatic legislation and educating the general community of the celestial kingdom’s mechanisms, any nation, whether they have formal relations or not, may request the extradition of criminals who hide in Feux.

Official Royal Embassy Principles ====

  • I. All peoples and their governments are welcome to apply for an embassy with the celestial kingdom; however, if the country in question seeks to establish such an embassy for any purpose considered to pose a threat to the nation, the application will be rejected.
    • a. This also applies to embassies already established. If they are found to pose a threat to the nation, they may be removed within the respect of all General Assembly legislation.
  • II. All officials, and their accompanying staff, formally representing another nation on a foreign mission are given diplomatic immunity, with reverence to General Assembly resolution # 22.
    • a. This grace will not be given to individuals that have violated common civic practice by performing such actions as murder or rape. However, before seizing anyone, the celestial kingdom will make all efforts to contact the government of the individual(s) in question and give prior notice before the capture.
    • b. Punishment for any of these actions that violate common civic practice are not the responsibility of the celestial kingdom and that any people seized will be returned to their motherland country in full correlation with that motherland.
    • c. While punishment for any crimes is not the responsibility of the celestial kingdom, the royal government will expect repercussions for such actions and responses from such events may have profound affects on relations between nations.
  • III. The land in which the embassy resides is territory of the celestial kingdom and not that of the nation who occupies the embassy. Any land in which stands an embassy is prosperity of the state.
    • a. While diplomats – and any of their accompanying staff – are protected under diplomatic immunity, they are expected to act accordingly to the celestial kingdoms laws and respect regional traditions.
  • IV. Expenses for foreign officials to maintain a comfortable level of living are covered by the state. The celestial government ensures that everyone being housed within an embassy will enjoy in the prosperity of the nation.
    • a. In addition to the services provided by the government, members living within the embassy do not adhere to any taxes that may be imposed upon the area in which the embassy resides.

These are strict regulations on the weaponry the security force may maintain, which completely prohibits guns and devices of the sort. Weaponry designed to subdue persons of threat without life-harming consequences are encouraged and allowed.
    • a. The celestial kingdom provides security for the embassy district in Bethany comprised of individuals from the Royal Guardian Army, the official standing military of the celestial kingdom.
    • b. Foreign officials may at any time make a case to the government regarding the right to personal security within their embassy.
    • c. While the government may provide security, all individuals housed within an embassy are given a complete right to privacy. The kingdom has no interest in invading this right beyond any necessary security measures.
    • d. If prohibited weaponry is found within the possession of any foreign officials on a diplomatic missions, all of the diplomatic staff would be expelled the embassy grounds investigated. Diplomatic relations will also be reviewed upon such an event.
  • VI. Members of the diplomatic team are limited to twelve; the security force may consist of no more than ten individuals.
  • VII. All personnel working within the embassy district that hail from the celestial kingdom will be subject to security reviews and loyalty tests to ensure a safe environment for foreign officials to work.

Elektra Ioannou, Composer of Foreign Affairs ====

Elektra Ioannou, Heir to the Celestial
Kingdom, and Composer of
Foreign Affairs ====

Born July 10, 1982. Age: 31

Assumed Office August 28th, 2012

42th Lama of Foreign Affairs
Born in 1982, second heir to the celestial kingdom as Princess Elektra Ioannou, she was writing her tenth symphony by the age of fifteen. Always an ambitious child, Elektra would pick fights with siblings in an attempt to demonstrate some type of supremacy to her father and mother, Bazyli and Angell Ioannou. While it is not untraditional to expect strong personalities from female leaders upon reviewing the history of the celestial kingdom’s royalty, King Bazyli ordered Elektra to a life of meditation until she came to the self realization of her destructive behavior. The princess then spent four and a half years in Oeios, a small community in the southern regions of the kingdom among the heights of the Tabitha Mountains, meditating day and night while contemplating the nature of self. When Elektra Ioannou returned to her father, she displayed remarkable self-disciple in place of her disruptive mannerism. After this time, Elektra spent many years in administrative and diplomatic positions, including a number of years as a representative of the nation to the New Pacific Order from 2008-2011 – an extreme high-pressure job on any individual. While in Francograd – the location of the Order’s government in the Pacific – Elektra pushed hard for improvements to environmental conservation and education. When King Bazyli handed the throne to his son, Christopher Ioannou, in 2012, Elektra become the first heir to the kingdom and was appointed by her older brother to oversee the nation’s foreign affairs, thusly taking the title “Princess Elektra I, Celestial Heir, and Composer of Foreign Affairs.” The word “composer” has only ever been used to depict royalty in government positions, and has been tradition since Staurakios’ time. However, this is not to suggest that the word does not adhere to its actually definition, as members of the royal family must have extensive schooling in musical composition.

Since her appointment, Elektra Ioannou has effectively revitalized foreign affairs against the tide of isolationism that washed over the kingdom under King Bazyli and a number of his predecessors. Such achievements attributed to her work include the creation of Bethany’s embassy district, a stronger national presents within the World Assembly - thanks to an increasing partnership with the World Assembly Lama, Mopsus Balis, and the manifestation of an entirely new outlook of a kingdom’s people when it comes to foreign affairs.

Diplomatic Mission and District ====

Image

Typical embassy found within
the Kidron district
The celestial kingdom offers only two types of diplomatic missions - consulates or embassies - within only one embassy district, the Kidron. As stated in Royal Embassy Principles, any special circumstances regarding security or location may be addressed within the application or at later dates to the administration. King Christopher Ioannou personally reviews these requests. Lands offered to home foreign officials are still considered territory of the celestial kingdom. Kidron is located within the city limits of the capital; known for its great number of beautiful, white dogwood trees growing in spectacular defiance of the dominant moss. The land sits just a short tram ride from the royal palace, and has been owned by the state for much of the capital’s history. The district was originally taken for the state by Queen Sophie Ioannou, the third monarch of the kingdom – who was 16 at the time - as a place to compose and escape the stress of royal court. After Queen Sophie’s death, her son converted the land into a large public park, to preserve the beauty of the area. While most of the district is open to public use, and is often times populated with large numbers of people, locations in which embassies have been built are relatively detached from areas that experience high volumes of people traffic. While roads due surround all sides of the 3.62 km square district, none are found within it. Instead, the land is networked with stone walkways and a few tram stops.
