The Native Confederacy
The Native Confederacy of Fera Insula, often referred to as the Native Confederacy, is a decentralized alliance of nation-states. Residing in the Praeteritus Triangle, or the "Passed Over Triangle", in the North Pacific. Fera Insula is completely surrounded by the Northern Pacific Ocean. The Native Confederacy currently covers over 300 thousand square miles and is home to 72 million citizens. The alliance of the Native Confederacy consist of the five small nation-states of the island.
The first settlement history of Fera Insula has long gone unresolved by world historians being that the island sits just outside the usual classification areas. Many theories have formed but the most popular being that at some point Paleo-Indians on the America's east cost took to the sea, though native Insulan origin stories lend no clues. Despite the lack of evidence it has often been noted that most of the tribal cultures are similar to those of the northern Native Americans rather then that of Pacific Islanders. The Native Confederacy claims it's founding based on a shared cultural/religious story in which many tribal chiefs gathered for peace talks as demanded by a deity with a historical pinpoint in the late 1st Century. Though the documentation in which the Native Confederacy draws it's governorship from, Declarationem de Unitate et Pacem, wasn't written and approved until 1889. While the Native Confederacy has received contact from the United States of America during their colonial/expansion days, as well as Japan during World War I and II; and now modernly acting as an intermediate for trading in the Pacific it has yet to be officially recognized by any foreign state.
The Native Confederacy is a developing country, with a low national GDP of only $109.64 Billion NSD. The per capita GDP of roughly $1515 NSD ranks low in the world even for third world countries, though it is to be noted that much of the population still lives in their original tribal forms. The small, almost non-existent, economy is sustained by the countries small tourism markets and supplemented by small trades of agricultural goods. While loosely governed federally the five states have taken up similarly strict practices in order to protect tribal culture and the island environment from that which is conceived to be outside threats. Though the laws of the nation-states of Pag'nus and Pru'dana appear much more lenient, all five seem to be very authoritarian despite the democratic set ups of their individual governments. Yet to receive any sort of "power" classification, the Native Confederacy has recently began taken aggressive steps to become officially recognized and establish economic trade ties.
Etymology
Fera Insula is a loosely translated into "Wild Island", the name given to the island by American Naval Commodore James Biddle in lack of a unified native name. It became the official name of the island on December 17th, 1890 when the Native Confederacy named Latin the official language of the government. This was done as attempt to garner the respect of the modern western nations as well as finding a way to unify the nation-states and tribes of the island with a written language, the tribal dialects lacking a proper standard written element. With the name established government officials and ambassadors began noting themselves as Insulan, instead of their original national or tribal identity, when outside the Native Confederacy or speaking with foreigners. As such the name stuck and became the official racial identification of all the island's natives.
History
The most popular settlement theory of Fera Insula suggest that Paleo-Indians following ice-free corridors along the North Pacific Coast took to the sea in search of food, or possibly land. Cited causes for this are lost to competing tribes, population booms, and coastal corridors leading seaward. (There are few branch theories noting small, now undersea land bridges as a explanation for how certain land species inhabited the island) From the there it's theorized that settlement of the island would of began from the eastern coast. (Now the coast of Pru'dana and Pag'nus respectively.) Upon permanent settlement population increase would cause most inland movement to of followed up rivers to their start points and eventual herds of hunting game until encountering the opposite side of the island.

The first recorded foreign contact came when American Naval Commodore James Biddle docked the warship USS Columbus in Kala'gerie Bay on September 11, 1846. Biddle found the island by accident during an attempt to find a direct route from Japan to California. Disembarking the Columbus in order to make quick documentation of the island the American was meet by members of the Liu'papa tribe. The experience as documented in Biddle's journal dictates that he was meet by fishermen and eventually taken to their village and was introduced to Chieftain Isha'talla. While the language barrier kept communications to simple hand gestures and drawings Biddle was confident that he'd successfully negotiated a return visit. Upon leaving the island he named it and used the recorded navigation from Japan to map the island.
While James Biddle himself was never able to keep his promise, Lieutenant James Glynn was on March 23, 1850. Following in Biddle's footsteps Glynn would find his way to Kala'gerie Bay and come to meet the highest power in the land at the time, the Avatar of Mess'ia (At the time a woman formally known as Tia'co'ronda). With the Avatar's blessing the American would set up a trading outpost in what is now modernly known as the coastal city of Obviam Alienigenae, Spa'ria. Here Glynn, under the orders of US Presidents Millard Fillmore and Franklin Pierce, would oversea the beginning of transformation from fledgling tribal states into developing nation-states. The naval officer would help draw up boarders, select capital areas, and lay out blueprints for the federal government.
The nation-states of Feral Insula were being fast tracked through development by America, especially on the southern end of the island. This progress slowed at the start of the American Civil War. The few eyes which had been focused on the island were forced to shift home. Despite this progress did continue under the hand of the First Council of the Wise, a collection of renowned chiefs and religious leaders. State constitutions were written, successful elections were held, common laws were pasted, courts were formed, and state control militia forces were formed.

A fledgling economy began forming on the backs of the brooding fur and fishing industries as new American steam ships used Pru'dana's southern coast as an intermediate point between Japan and California. Progress quick picked back up in 1880s as a post-Reconstruction Era America retook interest in Feral Insula and it's possible economic benefits. The future of the island nations-states seemed bright as American entrepreneurs started taking advantage of tourism possibilities and the ground work for the federal government was laid. Despite this developmental progress would once again be stifled, this time by religious tensions.
Protestant missionaries following on the curtails of American influence had begun attempting to spread their own religious ideals amongst the native peoples. This came as a surprise to the fledging political leaders of the new nations, many who held the belief that tribal values and culture should not be lost in the coming modernization of the land. Though when the subject was approached with their American counterparts and advisors it was simply seen as a non-issue. Resorting to their own measures the Second Council of the Wise, made up the new political leaders, wrote into the Declarationem de Unitate et Pacem that it be illegal for foreign entities to spread religious or cultural influence within the Confederacy just days before ratification on June 5, 1889. Done behind the back of the American officials it was taken as insult and all three branches of the US government unanimously refused to recognize the new nation until "...the travesty of non-separation between church and state be fixed."
While the newly elected Council of Chief's would sit down with American officials in an attempt to solve the drastic social differences talks would go no where. After a year of meetings with no middle ground found tensions would come to a boil after the S'kiah Bay Incident of 1890. Following newly passed laws in the nation-state Insulan militiamen attempted to arrest a group of female missionaries passing out literature. After a small commotion American seamen would attempt to intervene and small skirmish would breakout. It's not sure who fired the first shot, but there were no recorded deaths or injuries. Despite this the new formed government of the Confederacy took this as a major sign of American disrespect to their right of rule. Talks, as well as the budding relationship between the nations, would breakdown and the Americans officials and military sent home. Regular interactions between the nations, outside of minor trade, would not start again until the early 1940s.

Despite the economic stability being provided by Japan's contracts the relationship with the imperial state was a strained one. Promises to internationally recognize the Confederacy after the Russo-Japanese War ended were never kept as Japan focused on making alliances with Western states. Despite renewal of the promise Japan's many military conflicts would continue to push the matter onto back-burners. The island nation would continue to support Imperial Japan until it joined the Axis powers. Believing that Japan would never keep good on it's promise the Council of Chiefs choose to break the contracts and instead choose to use its industrial complex in supplying the security forces of the states in case of invasion.
As the United States and Japan battled in the Pacific during World War II the Confederacy managed to stay out of the conflict by closing it's waters and ports to both navies. This would last until the American Navy reached out in an effort of finding a secure and undisclosed location in which to launch the bomber that would end the war. With promises to help train a special forces unit as well as new promises to recognize the state and federal governments the Confederacy would agree. While training would begin only a company worth of soldiers would be properly trained before it was canceled after America choose another location for launch. Promises of recognition would not kept.
During the Cold War Era both the Soviet Union and the United States would draw eyes upon the island nation. Both would attempt to persuade the Confederacy under their influence with promises of developmental advancement through shared technology as well as the age old promises of international recognition. It was believed both sides wished to build military infrastructure in attempt to gain advantage over each other. The Council of Chiefs would refuse both nations throughout the years, with the exception of economic and trade pacts, not wanting to repeat the mistakes of the past generations by placing hope in thinly veiled promises.
Despite going unrecognized internationally, the Confederacy would slowly become an intermediate port in the northern Pacific throughout the 1900s. Using it's intermediate location between major countries such as Australia, Canada, Japan, Russia, and The United States of America the countries economy would soon stabilize and allow it to continue keeping up with technological development to the best of it's budget ability. Modernly the states of Feral Insula have begun pushing new tourism markets in attempt to find a economic cliché that would allow the nation to rise and further progress it's development. Along with this it continues to placing funds into projects promoting full modernization such as a national railway and the development of renewable resources.
Geography
The land area of Fera Insula is approximately 310,166 km2 (119,756 mi2), give and take rising and lowering tides. Mostly level the island's average height is 175m or lower. Included in the few deviations of height are the peak of Mount Ga'lobien and the bed of Lake Tu'alu'gia both in Spa'ria; the highest and lowest points on the island at 5,457m and -97m respectively. Other natural deviations include Mount Ih'liad (3,276m) in Pru'dana, Lake So'noma (-82m) in Rult'unda, the Tai'on'ia Bie'lyu Peak (2,809m) and Ni'ech'cha'nia Bie'lyu Peaks (2,997m - 3,123m) in Pag'nus, and Lake Isia'lan (-76m) also in Pag'nus.
The entire island holds an Oceanic Climate providing the Confederacy with warm humid summers and cool wet winters. Precipitation is regular if not predictable, often raining multiple days a week. While often taking the form of basic rainfall precipitation occasionally takes the form of thunderstorms near the coast and at rare moments as snow around Mount Ga'lobien. The dense humidity often leads thick morning fog near bodies of water.
Demographics
The Confederacy's last census counted a population of 72.34 million in 2000 living in cities and modernized rural areas. The first census taken in 1930 it has been done every 15 years. With a calculated population growth of 0.6% it is estimated that 0.1% comes from immigration and the rest is due to birthrate. The states of the nation have native-majority populations holding less then 0.05% non-native citizens.

Religiously 73% of the population is an active practitioner in Ecclesiae Ferre Deae, or the Church of the Goddess Mother, the state sanctioned religious order which has turned the traditional spiritual ways of the Insulan tribes into an organized religion. 25% of the population notes themselves as a part of federally approved sects that focuses on specific gods in the Insulan pantheon. The last 2% designate as non-active practitioners or "other". The Declarationem de Unitate et Pacem declares that all churches and religious organizations must be federally approved to be openly practiced, and has since only approved seven. None of the major world religions (Christianity, Islam, Judaism, Buddhism, and Hinduism) have gained approval in the Confederacy.

Government
Fera Insula is a constitutional confederate union, set up by the five nation-states, which governs through majority rule. Declarationem de Unitate et Pacem, the Confederacy's constitution, present the guidelines with which the federal government is to follow and protects the individual state rights.
The Insulan people, and all tourist, are subject to three levels of government: Federal, State, and Local with State holding the most power.
Federal Government: Currently headquartered in So'mun, Spa'ria, this level of government is mostly in charge of international dealings and few intra-regional dealings that effect the nation-states in a whole. These things include national defense from foreign threat, foreign relations, international and inter-regional trade, a unified currency, and cultural protection.
State Governments: Each state government is in charge of handling their individual regional dealings and protecting the rights of the peoples under their constitutions. Similar things regulated at this level are their economies, internal security, infrastructure, taxation, energy regulation, educational standards, healthcare, and judicial systems.
Local Governments: These small entities are set up to emulate their state governments and represent it's authority. They also act as the representatives of the local populace to the higher governing entities. Other dealings include civil courts and property protection.
The federal government is made up of one governing body known as the Council of Chiefs. The Council is made up the head of states and representatives of the nation-states in the Confederacy, as well as the four department heads and their advisers.
Foreign Relations and Military Activities
The Confederacy is currently inactive in the world stage of politics. It is not currently part of the World Assembly or any larger governing body. Outside of acting as a major trade and refueling hub in the Pacific Fera Insula is not part of any trade organization, political treaty, or military alliance. Still not officially recognized by any nation other then itself the Confederacy has been neutral throughout it's founding, although it did supply Japan during World War I and partially through World War II. Recently the Confederate Embassy Program has been opened and is currently accepting applications from foreign governments.
None of the Confederacy's military branches: the Res Publica Legionum (State Armies), the Classis Confoederationis Defensio (Federal Navy), and Aer Vis Confoederationis Defensio (Federal Air Force), have ever operated outside of the nation's sanctioned territory. The Res Publica Legionum are the most active of the branches acting as both standing armies, as well as the security forces in all five states and as a combined organization incorporate the largest number of personal.
During times of peace and non-immediate threat to the sovereignty of the Confederacy, it's states, or their people; the Council of Chiefs acts as the ruling command over the federal military branches, while state leadership oversees the Res Publica Legionum. The Res Publica Legionum only falls under federal command during times of immediate threat to the sovereignty of the Confederacy, it's states, or their people; unless command is given up voluntarily by the states due to a democratically held vote that would see personal deployed outside of Confederate territory. In times of extreme foreign threat the Leader of Warriors (The Head of Defense) is made Commander-in-Chief of the military branches and given executive power until the threat has been deemed dealt with by the remaining Council of Chiefs.

The states of the Confederacy operate under partial socialist free-markets in which the governments lay claims to the natural resources, using the turned profits to keep income taxes low. The GDP of the nation tops at a low of $109.64 Billion NSD. The private sectors contributing 91% of the economy, while the public sectors and governments make up the other 8%. Unemployment in the modernized areas is currently at a 3.1% due to the failure of the economy's growth in cohesion with recent modernization projects.
The Confederacy's economy was originally based off the exports of the fishing and fur industries, among other exotic goods. In the early 1900s the states choose to take advantage of their position in the north Pacific's trade routes; Insulan ports quickly becoming known for low tariffs and lack of regulation on goods traded. Regulations set forth in 1981, meant to keep checks on American and Soviet assets moving through the nation, have since stifled the growth seen in the ports. While the fishing industry is still known as the major economic strong point the tourism industry has seen steady growth in Pag'nus, Pru'dana, and Rult'unda since 2003; focused mostly on the coastal areas. Recent statistics show that continued growth could see tourism overtake fishing as the base of the Confederacy's economy by 2018.
Culture
As claimed by both the government and it's citizens, the Confederacy is the predecessor of centuries old treaties that unified the tribes of Fera Insula in peace. Even after one hundred years of modern development ancient tribal and spiritual traditions have survived in practice due to federal culture education programs and the official national religion of Ecclesiae Ferre Deae. Holidays, festivals, and tribal pride events occur throughout the year often sharing months and running through one another. Cultural programs have even gone so far as to ostracize popular international sports, such as soccer and baseball, for traditional national specific sports. It has been noted that despite the prevalence of culture programs international influence has found footholds in tourist popular destinations such as the city of Orsa'sette, Pag'nus and has even lead to the formation of political parties based solely on international integration of the states and the Confederacy as a whole.
Spirituality and Religion: Ecclesiae Ferre Deae and Sects
The spiritual beliefs of the Insulan tribal ancestors share many similarities with mainland Native American cultures with the unique aspect of holding an organized pantheon of deities which rivals that of Aztecs, Greeks, and Egyptians. At the center of these beliefs is the idea that the Goddess Mother, or Mess'ia, created the Earth and blessed it with all life giving birth to the primal world and the tribes were born her chosen peoples tasked with guarding her island paradise and home. Besides this central deity exists her children which govern specific spheres of influences dealing mostly with aspects of human life such as knowledge, order and justice, the dealings of war, and the pursuit of happiness.
Ecclesiae Ferre Deae, or the Church of the Mother Goddess, is the federal created religious organization which has refined the tribal spiritual beliefs of the Insulan tribes into a more modern modeled practice. The organization's most notable reforms are the creation of an official hierarchy among its clergy, the solidifying of a church calender, overseeing and providing guidance for worship, and acting as the focal point of religion in the Confederacy. The first officially recognized church in the Confederacy, the Church of the Mother Goddess still holds to the tenant that Insulan people are Mess'ia's chosen tasked with protecting island as the goddess home. Outside of spiritual matters the church is often the largest voice pushing for environmental protection projects, as well as a return to isolationist policies.
Outside of the Ecclesiae Ferre Deae are other privately found sects dedicated to the worship of Mess'ia's children and their sphere of influence. Those who choose to practice within these individual sects often choose to do so for personal reasons, such as college students seeking help with gaining knowledge or a soldier praying for guidance in their actions. These sects make no claim of having greater authority then the Church of the Mother Goddess and up to this point in time have sought the help of the church in becoming recognized with the federal government.
National Sport: U'teliva
In Native Insulan U'teliva simply means "struggle", and is a game dating back to tribal times and was played to help youths learn the aspects of success and failure through teamwork. A simple game, U'teliva consist of two teams consisting of up to seven players competing over one 2.25kg weighted ball with the goal of passing it through one of three of the opposing teams raised vertical hoops on a 45.75m x 15.25m grass court. Each team splits up its players into three factions: Offense, Defense, and Center. The three offense players are not allowed to cross the mid-section of the field into their team's defensive zone, the opposite being true for the three defensive players. The one center positioned player is allowed to traverse the entire field at will. The ball starts in the middle of the field where the two center positioned players begin the struggle. There are no regulations determining how the ball travels across the field meaning that it may be thrown, kicked, rolled, carried, etc. Should the ball leave the play area it restarts back at center. Physical aggressive contact between opposing players is a common method of taking control of the ball. Points are awarded based on the height of the hoop the ball passes through. The 2.5m high hoop is worth two points, the 3m high hoop is worth three points, and the 4.5m high hoop is worth five points. The game is played for a maximum of thirty minutes, with the highest scoring team being declared victory, or until one team leads by forty points of more. Despite the highly aggressive nature of the game players wear little more then shin and forearm protection during the game.
Infrastructure
Automotive transportation in Fera Insula is mostly dominated by private sector transport companies, especially in the cities in which roads are well maintained. While personal automotive ownership exist, environmental regulations surrounding the industry have caused low levels of popularity. Due to this fact the creation of major roadways such as interstates and highways has never come about. Long distance travel roads, or routes, that connect cities are far and few between, and aren't as well maintained as those in cities. Many of these factors have lead to other forms of travel, such as flight, to become more popular when traveling across the nation.
Currently the state governments, and other private influences, have been investing in the creation of a nationwide magnetic speed rail system to connect the country both logistically and socially in an efficient and environmentally protective way.
Energy
The Confederacy and it's states has always taken to powering itself though clean, environmentally friendly methods. Hydroelectric dams and geothermal energy plants currently power an estimated eighty-two percent of the nation. The remainder of power generated comes from solar and wind farms which powers more remote cities and destinations. Due to the successful establishment of alternative energy in the grid a few state governments have taken to encouraging further development as modernization continues. The federal government has also considered nuclear energy as a form of power and an experimental plant has been built to power the growing city of Es'tria, S'kiah.
