The Glorious Borderlands of Swith Witherward, commonly called Swith Witherward, is an island nation in the Northern Hemisphere. Swith Witherward covers 7,692,024 square kilomters (2,969,907 square miles) and has has an estimated population of 29,378,000 (as of 2013).

Tourism is one of Swith Witherward's major industries and is a famous destination due to its large, lush forests and pristine beaches. It boasts crystal clear rivers and snow-capped mountains. Visitors must read an extensive fact book prior to leaving the customs offices - the indigenous flora and fauna are not at all tame, and the non-human inhabitants do not take kindly to being poked, prodded or treated like non-sentient beings.

It's second biggest industry is biotechnology. Many visitors come to the Witherward to seek medical treatment for rare disorders or for comprehensive genetic screening. The Nifidium Genome Research Project is headquartered in Swith Witherward as well.

Swith Witherward remains one of the world's most prosperous countries. The colony performs well in several metrics of national performance, including freedom of the press, economic freedom and civil liberties. Swith Witherward former a member of the World Assembly. The nation is a founding member of the International Red Cross & Peace Corps of Nation States (IRCPC) and registered as a Human Rights Haven.

Swith Witherward's terraformed landmass of 7,617,930 square kilometres (2,941,300 sq mi)[136] is on the Walthran Plate. Surrounded by the Atlantic Ocean, it is separated from Europe by the North Atlantic Ocean. The world's smallest continent and seventh largest country by total area, Swith Witherward is, much like Australia, often dubbed an "island continent". Swith Witherward has several satellite islands and a smattering of tiny islands in the south. The highest point is Mt Aberbray, which reaches 4,302 m (14,114 ft.) above sea level.

There are a variety of landscapes to be found on the mainland. The interior contains a mountain range which serves to divide the western and eastern portions. A small desert rests in the west and subtropical rainforests grace the north-east. The mainland is a rolling continent with a few flat areas which were set in place through careful terraforming. The soil is rich in nutrients and properly maintained through careful environmental governance programs.

The northeast is prone to heavy rains and torrential flooding during the monsoon season. The majority of the population are clustered around the bays found in the southern portion of the mainland. Swith Witherward experiences heavy snowfall at higher elevations.

The ecology is varied due to its size and is comprised of many native Nifidium species. Swith Witherward is hosts of various bionomes to include boreal and temperate forests and seasonal tropical rainforests. There are subtropical and temperate deserts and large areas of woodland and shrub land. These provide Swith Witherward with a vast variety of flora and fauna.

Several languages are recognized within Swith Witherward. The predominant government language is Nifendaer, spoken only by the Triumivratus, Wreavers, higher constructs and the secretarial pool which ministers to the Triumviratus. The common tongue is English although Latin, French, Italian and German are taught in schools.

Even though diplomats are protected from prosecution, they're not untouchable if they commit a crime. Swith Witherward retains the right to request a home state to waive that immunity if we have a substantial case against the offender. If your government does so, we can prosecute them like any other person. If immunity is not waived, we will declare the offender a persona non grata and expel them from the country.

Geopolitics:

Swith Witherward will not involve itself with any outside body of governments to include the World Assembly, NATO, the Council of Europe, or the OSCE. It withdrew from the World Assembly in 2013.

Armed Forces

---

The armed forces of Swith Witherard consist of two professional service branches: Classis (naval forces) and Tagmata (equivelent to a ground forces-based army). The forces are governed by the Proelium.

The Classis and Tagmata are charged with protecting the witherward. Nifidium witherwards do not delve into international peacekeeping efforts nor will it allow itself be held to treaties put forth by any world governemnt or governing body such as the World Assembly, NATO or other worldwide coalition operations.

The Classis operates a large operational fleet of ships within space but also serves in suborbital and atmospheric roles, tasked with the same responsibilities as a contemporary air force as well as patrolling and protecting the Swithwardian Space Station.

We humbly request that all visitors, diplomats, foreign contractors or dignitaries abide by our laws. These laws are in place to preserve our environment, protect our citizenry, and keep visitors from harm.

• Embassies will be considered territory of the nation it belongs to, and therefore is held under your laws and customs rather than ours, and we shall respect that and adhere to your customs. We ask that ambassadors do the same when outside of their embassies. Be advised that you must still abide by all Swithwardian laws pertaining to the indigenous plants and animals (both sapient and non-sapient) brought into your embassy.
• The intent of our Embassy Program is to foster goodwill between nations. We must ask that no excessive forms of security are used.
  We ask that you send no more than eight (8) who practice magic or eight (8) who use psionic ability, and that you explain their powers in the given section of the application. Magic used on indigenous plants or animals may not have the intended reaction. Further, and much to the frustration of our own magic users, we have null zones; magic can not be used outside of areas set aside for it. It is highly advised that those with psionic ability do not attempt to commune with our constructs or higher constructs.
• Vehicles are not permitted within heavily populated areas. Maybach sedans are provided to all ambassadors. Armored fighting vehicles (to include tanks, APCs, IFEs, battlemechs, etc) are prohibited unless the applicant can validate a reason for having them. Vehicles outside the major cities, or inside Zone 2 and Zone 3, are allowed within reason. Vehicles will remain on established roads or marked trails. Failure to do so in the Wylds can result in serious injury to the occupants.
• Ambassadors and their embassy personnel are expected to respect all of our sapient and non-sapient species. Our nation is one of tolerance, to include tolerance of other species, tolerance of other religions, tolerance of gender identity or sexual orientation, tolerance of race and tolerance of age.
  Swith Witherward welcomes those of different faiths and will make all reasonable accommodations for them. There are several beautiful buildings of worship within Tulgey Woods, as well as many meditation gardens.
• Weapon use and diplomats: these should be limited to pistols, sub-machine guns and shotguns for security personnel. Ceremonial edged weapons are permitted. Keep in mind, some of our non-sapient beings eat metal, extrude acid, explode, spontaneously combust or produce poisonous vapors – it is in your best interest to refrain from pissing them off. Swith Witherward itself does not permit firearms for anyone not serving on an embassy security detail; arms expos are the exception and these weapons must be transported in appropriate containers and in a broken down state.

• Exporting Native Flora and Fauna: it is against the law to remove any indigenous plants or animals from Swith Witherward. Our main contribution to the world is genetic engineering and genome manipulation. Some of these are represented in the wild.
• Signage/ Posted Warnings: It is recommended that visitors follow all posted warnings for their own safety: “Keep off the Grass” may actually mean that the grass is carnivorous. Don’t put yourself at risk by breaking a law; the laws are in place to protect everyone from bodily harm.
• Technology: Swith Witherward welcomes all tech levels however you may find that some of your equipment will not function properly here. For example, certain non-sapient beings emit a natural electromagnetic pulse thereby shutting down all electronics that are not EMP-hardened. Travel by air can be dicey due to non-winged organisms that live in the atmosphere above our nation. They can pose a problem with navigation and are listed as Class V on the Lethality Index. Please do not deviate from your flight plan: navigate VOR- to-VOR. Pilots are expected to remain in contact with Air Traffic Control at all times and to follow all directions given them.
• FT Weapons: There have been issues reported by FT users: some non-sapient species react… oddly… when certain energy weapons are discharged.
• Sapient vs non-Sapient: Some sapient species do not wear clothing or trinkets. Please do not assume that the velociraptor waving at you is actually sapient. Some non-Sapient species have mastered mimicry and use it to obtain a quick meal.
• There is no law that prohibits a native sapient being from eating you should you make a pest of yourself or venture off the beaten path.

Zones

Zone One: Urban, National Capital, Downtown Tulgey
Ambassadors residing in Zone 1 can expect Old World charm wrapped around modern convenience. Stately row houses line tree-lined, cobblestone streets. Back alley access allows them access to two-car garages, manicured gardens and small swimming pools. Row houses are fully up-to-date, with modern appliances, plumbing and furnaces. There is room for stately entertaining on garden and first story floors while providing a private apartment for the Ambassador and family on the third floor. A staff suite on the second floor allows for up to three live-in staff members.

Block One is minutes away from the market district, which provides a wide range of goods, upscale pubs and two Michelin Star restaurants. Please be aware that vehicles are prohibited within the city, with the exception of ambassadorial vehicles and public taxi. Ambassadors have the option of utilizing our free luxury sedan transportation service.

Ambassdors’ families will enjoy Great Park, a festive gathering place for concert-goers. The Prittling Academy, one of our finest private schools, offers a wide variety of courses for children of all species.

LAWS REGARDING EMBASSIES
We humbly request that all visitors, diplomats, foreign contractors or dignitaries abide by our laws. These laws are in place to preserve our environment, protect our citizenry, and keep visitors from harm.

• Embassies will be considered territory of the nation it belongs to, and therefore is held under your laws and customs rather than ours, and we shall respect that and adhere to your customs. We ask that ambassadors do the same when outside of their embassies. Be advised that you must still abide by all Swithwardian laws pertaining to the indigenous plants and animals (both sapient and non-sapient) brought into your embassy.
• The intent of our Embassy Program is to foster goodwill between nations. We must ask that no excessive forms of security are used.
  We ask that you send no more than eight (8) who practice magic or eight (8) who use psionic ability, and that you explain their powers in the given section of the application. Magic used on indigenous plants or animals may not have the intended reaction. Further, and much to the frustration of our own magic users, we have null zones; magic can not be used outside of areas set aside for it. It is highly advised that those with psionic ability do not attempt to commune with our constructs or higher constructs.
• Vehicles are not permitted within heavily populated areas. Maybach sedans are provided to all ambassadors. Armored fighting vehicles (to include tanks, APCs, IFEs, battlemechs, etc) are prohibited unless the applicant can validate a reason for having them. Vehicles outside the major cities, or inside Zone 2 and Zone 3, are allowed within reason. Vehicles will remain on established roads or marked trails. Failure to do so in the Wylds can result in serious injury to the occupants.
• Ambassadors and their embassy personnel are expected to respect all of our sapient and non-sapient species. Our nation is one of tolerance, to include tolerance of other species, tolerance of other religions, tolerance of gender identity or sexual orientation, tolerance of race and tolerance of age.
  Swith Witherward welcomes those of different faiths and will make all reasonable accommodations for them. There are several beautiful buildings of worship within Tulgey Woods, as well as many meditation gardens.
• Weapon use and diplomats: these should be limited to pistols, sub-machine guns and shotguns for security personnel. Ceremonial edged weapons are permitted. Keep in mind, some of our non-sapient beings eat metal, extrude acid, explode, spontaneously combust or produce poisonous vapors – it is in your best interest to refrain from pissing them off. Swith Witherward itself does not permit firearms for anyone not serving on an embassy security detail; arms expos are the exception and these weapons must be transported in appropriate containers and in a broken down state.

ADVISORY

• Exporting Native Flora and Fauna: it is against the law to remove any indigenous plants or animals from Swith Witherward. Our main contribution to the world is genetic engineering and genome manipulation. Some of these are represented in the wild.
• Signage/ Posted Warnings: It is recommended that visitors follow all posted warnings for their own safety: “Keep off the Grass” may actually mean that the grass is carnivorous. Don’t put yourself at risk by breaking a law; the laws are in place to protect everyone from bodily harm.
• Technology: Swith Witherward welcomes all tech levels however you may find that some of your equipment will not function properly here. For example, certain non-sapient beings emit a natural electromagnetic pulse thereby shutting down all electronics that are not EMP-hardened. Travel by air can be dicey due to non-winged organisms that live in the atmosphere above our nation. They can pose a problem with navigation and are listed as Class V on the Lethality Index. Please do not deviate from your flight plan: navigate VOR- to-VOR. Pilots are expected to remain in contact with Air Traffic Control at all times and to follow all directions given them.
• FT Weapons: There have been issues reported by FT users: some non-sapient species react… oddly… when certain energy weapons are discharged.
• Sapient vs non-Sapient: Some sapient species do not wear clothing or trinkets. Please do not assume that the velociraptor waving at you is actually sapient. Some non-Sapient species have mastered mimicry and use it to obtain a quick meal.

There is room for stately entertaining on garden and first story floors while providing a private apartment for the Ambassador and family on the third floor. A staff suite on the second floor allows for up to three live-in staff members.

We humbly request that all visitors, diplomats, foreign contractors or dignitaries abide by our laws. These laws are in place to preserve our environment, protect our citizenry, and keep visitors from harm.

• Embassies will be considered territory of the nation it belongs to, and therefore is held under your laws and customs rather than ours, and we shall respect that and adhere to your customs. We ask that ambassadors do the same when outside of their embassies. Be advised that you must still abide by all Swithwardian laws pertaining to the indigenous plants and animals (both sapient and non-sapient) brought into your embassy.
• The intent of our Embassy Program is to foster goodwill between nations. We must ask that no excessive forms of security are used.
  We ask that you send no more than eight (8) who practice magic or eight (8) who use psionic ability, and that you explain their powers in the given section of the application. Magic used on indigenous plants or animals may not have the intended reaction. Further, and much to the frustration of our own magic users, we have null zones; magic can not be used outside of areas set aside for it. It is highly advised that those with psionic ability do not attempt to commune with our constructs or higher constructs.
• Vehicles are not permitted within heavily populated areas. Maybach sedans are provided to all ambassadors. Armored fighting vehicles (to include tanks, APCs, IFEs, battlemechs, etc) are prohibited unless the applicant can validate a reason for having them. Vehicles outside the major cities, or inside Zone 2 and Zone 3, are allowed within reason. Vehicles will remain on established roads or marked trails. Failure to do so in the Wylds can result in serious injury to the occupants.
• Ambassadors and their embassy personnel are expected to respect all of our sapient and non-sapient species. Our nation is one of tolerance, to include tolerance of other species, tolerance of other religions, tolerance of gender identity or sexual orientation, tolerance of race and tolerance of age.
  Swith Witherward welcomes those of different faiths and will make all reasonable accommodations for them. There are several beautiful buildings of worship within Tulgey Woods, as well as many meditation gardens.
• Weapon use and diplomats: these should be limited to pistols, sub-machine guns and shotguns for security personnel. Ceremonial edged weapons are permitted. Keep in mind, some of our non-sapient beings eat metal, extrude acid, explode, spontaneously combust or produce poisonous vapors – it is in your best interest to refrain from pissing them off. Swith Witherward itself does not permit firearms for anyone not serving on an embassy security detail; arms expos are the exception and these weapons must be transported in appropriate containers and in a broken down state.

• Exporting Native Flora and Fauna: it is against the law to remove any indigenous plants or animals from Swith Witherward. Our main contribution to the world is genetic engineering and genome manipulation. Some of these are represented in the wild.
• Signage/ Posted Warnings: It is recommended that visitors follow all posted warnings for their own safety: “Keep off the Grass” may actually mean that the grass is carnivorous. Don’t put yourself at risk by breaking a law; the laws are in place to protect everyone from bodily harm.
• Technology: Swith Witherward welcomes all tech levels however you may find that some of your equipment will not function properly here. For example, certain non-sapient beings emit a natural electromagnetic pulse thereby shutting down all electronics that are not EMP-hardened. Travel by air can be dicey due to non-winged organisms that live in the atmosphere above our nation. They can pose a problem with navigation and are listed as Class V on the Lethality Index. Please do not deviate from your flight plan: navigate VOR- to-VOR. Pilots are expected to remain in contact with Air Traffic Control at all times and to follow all directions given them.
• FT Weapons: There have been issues reported by FT users: some non-sapient species react… oddly… when certain energy weapons are discharged.
• Sapient vs non-Sapient: Some sapient species do not wear clothing or trinkets. Please do not assume that the velociraptor waving at you is actually sapient. Some non-Sapient species have mastered mimicry and use it to obtain a quick meal.
• There is no law that prohibits a native sapient being from eating you should you make a pest of yourself or venture off the beaten path.

Zone One: Urban, National Capital, Downtown Tulgey
Ambassadors residing in Zone 1 can expect Old World charm wrapped around modern convenience. Stately row houses line tree-lined, cobblestone streets. Back alley access allows them access to two-car garages, manicured gardens and small swimming pools. Row houses are fully up-to-date, with modern appliances, plumbing and furnaces. There is room for stately entertaining on garden and first story floors while providing a private apartment for the Ambassador and family on the third floor. A staff suite on the second floor allows for up to three live-in staff members.

Block One is minutes away from the market district, which provides a wide range of goods, upscale pubs and two Michelin Star restaurants. Please be aware that vehicles are prohibited within the city, with the exception of ambassadorial vehicles and public taxi. Ambassadors have the option of utilizing our free luxury sedan transportation service.

Ambassdors’ families will enjoy Great Park, a festive gathering place for concert-goers. The Prittling Academy, one of our finest private schools, offers a wide variety of courses for children of all species.

We as well are excited by the prospect of developing closer ties with your nation. I would like to address the issue of vehicles. Urran takes great pride in environmental protection and conservation. Oil, as you may be aware, is a major export of Urran, however, it is not consumed in Urran save for military use or developing plastics or other materials. Cars in Urran are mostly electric or hydrogen powered. I would like to know if these fuels are acceptable by your government.

On the issue of building materials. We will gladly accept a row house. We find that using building materials sourced from our own nation helps to provide a feeling of peace and familiarity within the embassy and helps the staff to feel at home. However, since our materials might not be up to par with building standards in such an advanced nation, we humbly accept your offer.

The subject of the helicopter. This is quite fine. It was not a necessary component to the embassy, but would have been a preferred mode of transportation in some cases. We will simply strike our request from the record.

Type and Number of Weapons: For all staff members, a netlike about-three-inch-thick slightly-over-a-meter-square sheet of a nanotech-enhanced polymer which absorbs kinetic and radiant energy, up to but not including the amount produced by a medium-size nuclear warhead. Is extremely sticky, but will not stick to living cells or skin close enough to human to register as such, and stickiness can be turned off by pressing specific spots in sequence. Will you be hiring locally? Should hiring anyone become necessary. Not, however, for a security position. The numbers mentioned will be present at the start.
Type and Number of Weapons: For all staff members, a netlike about-three-inch-thick slightly-over-a-meter-square sheet of a nanotech-enhanced polymer which absorbs kinetic and radiant energy, up to but not including the amount produced by a medium-size nuclear warhead. Is extremely sticky, but will not stick to living cells or skin close enough to human to register as such, and stickiness can be turned off by pressing specific spots in sequence. Sheets can stretch, and can stick to each other with no gaps. Sheets belonging to security staff can be rolled into rods which emit a voltage comparable to that of a Taser, exhibit matching energy-absorbing properties, and are inflexible while also being highly durable and able to return to sheet form in seconds. Sheets are black, foldable, and powered by absorbed energy.

All parties also carry one low-tech weapon, with both lethal and nonlethal capability; they are thoroughly trained in its use. Oortmneg's for example is a hardwood staff, with 7 cylindrical 2.4 in x 9.8 in parts that screw together, including three end caps, one of which is tipped with a single- edged 1.9 in nickel blade. Others' are 6 bows (nonlethal/nondamaging ammunition consist of cotton-tipped fletched blunt sticks. Aimed correctly, they'll knock one out), 2 single-edged knives/daggers (with wood blunters available to secure to the tips), a sword (same deal), a frisbee-like discus thing (cotton padding for edge available) and a crossbow (nonlethal ammunition consist of sap-glued-and-coated thin, linen-wrapped sticks with heads of cotton-wrapped stone.)

A large quantity of various nuts (which can sprout, can be fermented, and in a few cases have mild stimulant, depressant, or medical properties, hence their being declared), a molecular reassembler (which can in theory manufacture intoxicants, but is intended for producing food), and two civet cats. If so, please describe: No, not exactly, but she (and to a larger extent, as she's in the eighth percentile regarding such, her staff) have abilities which could easily seem so if someone were to notice (they are quite weak and as such not easy to notice, to the point that over nearly 2000 years of Fvaarniimarns possessing them no one's really caught on.) She specifically might pick up on something which she could not logically know maybe four times a year (henceforth referred to as intuition), and it's not guaranteed to have any relevance to anything. She could find out what color a wall was. She, again, isn't really aware of this trait. (50th %ile is picking up on something about once every 7 weeks.) Furthermore, I'm very much on the fence regarding this, but am considering sending Ythfiid Fvaathakwaatbomry (yes, that Ythfiid) along under an alias as one of the service staff. As the FV-b personification of Fvaarniimar, she possesses all of Kwa'a's paranormal abilities plus the paranormal intuition (at 50th percentile) of an ethnic Fvaarniimarn. She also will be concealing her identity as much as possible for various reasons, and the odds that it will ever end up being more than a bit of an in-joke on my part should this end up being the case are not high. Non-Commercial vehicles are normally not permitted in heavily populated zones thus an exemption is already in place which allows for two vehicles per embassy. Embassy garages can hold a total of four vehicles although two of these spaces are normally set aside for deliveries or courier services, or those wishing to visit the embassy on personal business. There are an additional two spaces provided at a parking garage for each street block. We do not permit parking outside of embassies unless the embassy notifies our offices ahead of time that they are hosting an event and require parking permits or plan to use valet service to park visitor's vehicles within a street block garage.
