Kill the first infected individuals and end the issue before it can begin. This is not war, this is pest control.
We have experience with mind-controlling plagues, zombies are just a weaker and more obvious form of that.

If we were suddenly assaulted by hordes of them, we'd bomb the horde, deploy orbital weaponry on the source they were coming from and set up a defensive grid to kill any others that emerge. Probably easier to deal with than most other assimilation plagues, as at least zombies can't restructure their bodies to fire bone shards at the speed of a bullet like other assimilation plagues.

We'd switch the channel and find something more original to work with. Like poodlez...with a Z. Or alternatively, we'd make a documentary explaining how a dead organism has no metabolism to transform edible mass to energy, let alone SNC activity to coordinate complex reactionary movement.

The same strategy as if we were close to being wiped out by invaders: Operation Island of Fire. Order all non-infected individuals into underground bunkers, and active the oscillators placed near the volcanoes on the island, causing them to erupt. After the dead are taken care of, we send our top uninflected scientists and some military personnel to study the corpses and find a cure for the rest of the world.

Deliver an inspirational message to the nation, for citizens to bear arms and fight against the zombies with everything they have. The entire Carlossian Army would be mobilised, by land, air and sea, using tanks and flamethrowers to crush the infection. If all else fails, hide all uninfected in the bunkers and wait for a week until the zombies run out of energy and collapse.

The Council would be needed to determine if these things had a soul and/or free will If they did we'd have to fight a defensive war - and pump serious amounts of money into a cure. However, it would almost certainly conclude that they didn't, allowing us to break out the flamethrowers and tank battalions

We'd roll our collective eyes and sigh "again?"
Then we'd follow the Zombie Apocalypse Preparedness Plan to quarantine and cure, or if necessary exterminate the zombie menace.

The military would be mobilized to quarantine or kill all infected. The infected (both 'turned' or otherwise) would be studied in order to find vaccines, cures, or potential uses. There would likely either be a swift 'victory', or zombies would become a fact of life due to the extreme cold and the large expanses of wilderness. If the zombies manage to make a large presence, it would entirely depend upon whether they can survive being frozen or not. If they can survive being frozen and unfrozen (or just be otherwise immune to the cold), they would become a fact of life and they would become regularly-hunted creature of the forests. If they cannot, there would barely be a war as they would have a hard time surviving even in the streets of cities as most zombies would likely not be wearing outdoor clothing, and the ones that do would likely eventually damage their clothing to the point of uselessness (or just not be warm in the first place due to not producing notable heat) and then die.

After the "Z war", zombies or the virus would likely be used militarily in order to destabilize hostile countries or just to make a mutually hostile supersoldier. Lock up the brain in a damn-tough helmet/mask, and you have a nigh-invincible soldier that wants to strangle and bite everyone to death. Hell, they don't even need to eat or breathe! Just force them to lay down, and a cargo container could become a container of horror as hundreds of the things slowly crawl out of it on the outskirts of a city and become an infestation. An almost-perfect psychological weapon.

All cities would report to the underground cities and above ground cities would raise the walls outlying towns would be evacuated. Spec ops would be dispatched along with the entire standing military. As Trezchoix has already gone through a similar event back in the Great African War. All naval ship yards would raise the walls and all ships told to hold the same patterns. Also all strategic points would be taken and then defended. Contain as many infected into research facilities outside cities as possible to find a cure and maybe return them. But in Trezchoix we have the National Service Act and every one has served. And all have been briefed in this situation and we have plans.

First, take a blood sample of the zombies. Then, research on the blood sample. This way, we can work on a cure instead of lowering the New Euthenian population.

Our neighbouring allies will have to be placed under state of emergency. New Euthenia allows all Holmwoodiennes and Caragans to take refuge in the underground bunkers of the cities Wilkins, Ashtara, Eddshire and Everglades.

Military troops will be heavily mobilized for an all-out war against the zombies. Bombs may also be used, and massive walls will be built.

If anything else fails, we would have to bomb all of Planet Polyphemus, leave all infected people and settle in our massive space stations until the zombies have vanished.

It depends on the type of zombie. If they are cute and silly "Plants vs Zombies" like zombies, The Rabbidish Military would domesticate them for use as a weapon. If they are Rage Virus type Zombies, Cities would be Evacuated and barracaded, and snipers set up outside. If they are slow "Romero" type Zombies, It would be easier to deal with them, just Send in the Army. If they are "Walking Dead" type Zombies, basically the plan would be part Rage Virus plan, part Romero plan.

We would be forced to use a prototype defense system that was never even used :3 Of course we would contain the ones infected and shoot the undead ones that are turned. As well as research a cure. This was common very recently in my nation.

III) Soldiers, Fighters, Policemen, civilians with firearms and training may be incorporated into military and military police if deemed necessary
-Create Neighborhood Watches, make it law that there must be a set amount of Tier III civilians on watch per neighborhood or area.
-Institute Martial Law, order is a must for the nation and lawlessness will not be tolerated.
-The Military is to be reformed with weapons designed to kill with accuracy and precision (e.g. semi-auto rifles, etc.), and all weapons that are not effective against the undead will be recycled to make new weapons or other items

-When society and the military are reorganized, the whole West-East line along Southern Germany will be ordered to move forward, very slowly, if there is an obstacle in the way, the whole line will stop until the section has been cleared, then it will proceed. It will do so until everything up to the North has been cleared, and the nation cleansed of the undead. With German borders secured, if fellow nations suffer from the plague the same unified-advance procedure is to be taken.
