I'm using the HOG as more of a "classification" for a range of weapons

I have HE HOGs (155,000 pounds of pure HE, what I would be using for depth charges)
FAE HOGs, as you mentioned
and I'm working on a ground penetrating earth quake HOG

HOG is a 155000 lbs fuel-air cluster(fuck) bomb. Nothing prevents anyone from replacing a fraction of the fuel with oxidizer, then loading the clusterfuck bomb with those cluster munitions.

Ground penetrator 70 ton bomb only needs to have a sharp nose with 35 tons of concrete in it.

You could conceivably rig up such a warhead onto a depth charge, but it's utterly pointless in my opinion. You can carry literately dozens of nuclear depth charges with that lol-amount of payload.

All valid points

This whole thing came about because Padnak lacks the resources to develop and produce nuclear weapons (our nuclear weapons program is just a giant pool of corruption that eats funding and doesn't do anything) so instead we developed a fuckhuge bomb. This thing is limited to strictly COIN operations and is based on a radically up-scaled FAB-2000

You are off by a factor of 2200...

Responding to a 70 tonne bomb with a nuke would be very silly. It would sink one ship. Or maybe destroy two or three armoured vehicles.

No. It's almost double the payload of the An-22. I assume you meant the An-225, in which case I'll point out that the An-225 lacks a rear cargo ramp which means it can't deploy such a weapon. It can however be carried aboard the An-225's parent, the An-124, which does have a rear ramp.
