This amendment hereby grants Justices, Military Staffs of Colonel (Ground Staff), Captain (Air and Water Staff), and higher, and Tenured or Elected Party Members to legally marry individuals, strictly under the guidelines mentioned in Constitutional Amendment #3a, along with those given the ability through religiously affiliated bodies.

16 is the age of adulthood, but those ages 12-15 could apply to the court for emancipation, and if granted could engage in consentual sex and be party to contracts, so by default could be legally get married.

First, the couple goes to a governmental office to fill out some paperwork, making them legal partners. At this point, they can also apply for a larger residence in order to support a family.

What happens afterwards is up to the couple, so long as it doesn't break our nation's laws. Lower class citizens usually have a small gathering of those close to them to celebrate. Higher class citizens usually have large ceremonies to commemorate the marriage, which sometimes have up to a hundred people in attendance.

Divorce in the United Covenant is legal, but strictly controlled, as the United Covenant needs its citizens to support large, healthy families in order to guarantee a new generation of workers.

At 17 years old, a person can be married. Polygamy, incest, and homosexual marriages are illegal.

The actual procedure involves filing paperwork with the Department of the Interior, and the Department of Health. The Department of the Interior ensures that the marriage is not incestuous, polygamous, or homosexual. The Department of Health checks the eugenics registers, and ensures that the couples are compatible with each other (free of disease, low-risk of genetic disease in offspring).

If this is the case, both Departments will sign off on the marriage paperwork, and the Department of the Interior will make arrangements for a larger living space for the family.

In cases of divorce, any children will usually go to the mother.
