- His Imperial Majesty by the Divine Providence of the Almighty, the Emperor of Tergnitz, Augustus Tiberian Vera I; Patriarch of the House of Vera, Protector of Mankind, Father of the Fatherland, His Eminence the High and Most Holy Archbishop of the United Church Militant of Tergnitz, Defender of the Faith, Princeps Senatus, Imperator Destinatus, Imperium Maius, Pius Felix, Grand Baron of the Upper and Lower Realms, Duke of Runnor, Lord Regent of Brusta , Lord Protector of the Allied-States of -Deus-, Dominus of the Praetorian Guard and Supreme Imperator of the Tergnitzian People, on behalf of the Righteous Imperial Dominion, in the interest of forming stronger bilateral relations with the nations of the world, has seen fit to establish an Embassy program by which foreign nations can apply to have an embassy within Pretoria, the Capital city of the Righteous Imperial Dominion of Tergnitz.

Rules and Regulations:
Imperial Decree 121184 - The Establishment and Maintenance of Foreign Missions on Tergnitzian Soil
Decree Reviewed, Renewed and Updated in the Year of Our Lord - 2009
The Tergnitzian State, recognizing the critical importance of positive bilateral relations with external foreign entities to protection and growth of the nation, hereby outlines the following rules and regulations regarding the establishment and maintenance of Foreign Missions on Tergnitzian soil. Through this process, said rules and regulations are formally and officially codified into law within the Righteous Imperial Dominion of Tergnitz and all of her relevant dependents, holdings and territories.
I - Definitions1a. An Ambassador [or foreign equivalent] is hereby defined by the Imperial Government as an individual who has been appointed by the residing governing body of a foreign entity, and subsequently approved by the current government of Tergnitz, to represent the interests of said foreign entity within the Dominion. This individual is the highest-ranking diplomat and is thus considered to be acting with the full official power of of said foreign entity.
1b. An Envoy [or foreign equivalent] is hereby defined by the Imperial Government as an individual who has been appointed by the residing governing body of a foreign entity, or foreign Ambassador, and subsequently approved by the current government of Tergnitz, to better facilitate diplomatic, economic, military, cultural or political interactions between said foreign entity within the Dominion. Furthermore, said individual is also recognized as being responsible for assisting and protecting his fellow citizens [or equivalent] residing or traveling in Tergnitz. Envoys legally have the same rights and obligations as Ambassadors, however they are not legally considered to be acting with the full official power of of said foreign entity. Due to this distinction, there can be multiple Envoys present within the Dominion at any given moment; the number of Envoys allowed however must be in accordance with the wishes of the current Imperial Government.
1c. Diplomatic Staff [or foreign equivalent] are hereby defined by the Imperial Government as individual(s) that are officially in the employ of the current Ambassador or Envoy(s); and that are in the overall employ of the residing governing body of a foreign entity. These indivdual(s) may be of local or foreign citizenship. These individual(s) are involved in activates that are deemed by said foreign entity to be 'essential for continuation or furthering of the overall diplomatic mission in Tergnitz.' The term 'Diplomatic Staff' includes, but is not limited to the following: administrative staff, delegations, advisers, aids, security staff and service staff.
1d. An Embassy [or foreign equivalent] is hereby defined by the Imperial Government as a permanent structure within the center of the Capital of Tergnitz. Said structure is legally owned by the government of Tergnitz, but is leased, at no cost, to the residing governing body of a foreign entity for the purpose of housing their Ambassador. Additionally, said structure shall serve as the principal location in which said Ambassador shall operate within in the context of his/her work of providing a diplomatic bridge between Tergnitz and said foreign entity. Finally, while said structure is legally owned in its entirely by the government of Tergnitz, it shall legally hold the position as being sovereign territory of the governing body of said foreign entity, in which the laws of Tergnitz do not apply and are substituted by the laws of said foreign entity. This is the legal status of the entirely of the Embassy grounds until such a point that the diplomatic mission is modified, concluded or terminated.
1e. A Consulate [or foreign equivalent] is hereby defined by the Imperial Government as a permanent structure(s) within the nation of Tergnitz. Said structure(s) are legally owned by the government of Tergnitz, but are leased, at no cost, to the residing governing body of a foreign entity for the purpose of housing their Envoy(s). Additionally, said structure(s) shall serve as the principal location in which said Envoy(s) shall operate within in the context of his/her work. Finally, while said structure(s) are legally owned in their entirely by the government of Tergnitz, they shall legally hold the position as being sovereign territory of the governing body of said foreign entity, in which the laws of Tergnitz do not apply and are substituted by the laws of said foreign entity. This is the legal status of the entirely of all Consulate grounds until such a point that the diplomatic mission is modified, concluded or terminated.
II. Diplomatic Rights and Responsibilities2a. Ambassadors and Envoy(s), after being appointed to Tergnitz by their currently residing governing body, and subsequently approved by the current government of Tergnitz, are hereby granted complete and absolute legal immunity to all of Tergnitz's laws. Aforementioned legal immunity implies that the relevant individual(s) are not obligated to comply with laws of the Righteous Imperial Dominion of Tergnitz, within the Righteous Imperial Dominion of Tergnitz and all of her relevant dependents, holdings and territories; except for the laws outlined in passages 2b. Said legal immunity is applicable only to the relevant Ambassador or Envoy(s), and is not enjoyed by any other individual; including, but not limited to: family members, diplomatic staff, service staff and security staff. Finally, said legal immunity is not applicable within the borders of the relevant Ambassador or Envoy(s)'s, Embassy or Consulate; which are legally considered to be under the legal jurisdiction of the relevant individual's governing body.
2b. As per passage 2a., the laws outlined below are not covered by the right of legal immunity enjoyed by Ambassadors and Envoy(s). All Tier One crimes; which include Murder (First-Degree), Murder (Second-Degree), Rape, Terrorism, Child Pornography, Manslaughter (Voluntary), Espionage, Statutory Rape and Sedition. As well as the following Tier Two crimes; Bribery, Manslaughter (Involuntary), Sexual Assault, Kidnapping, Drug Distribution / Trafficking, Forgery, Conspiracy and Robbery.
2c. As per passage 2b., the laws outlined above are not covered by the right of legal immunity in the diplomatic context. Therefore, should any Ambassador or Envoy violate any of these laws, their right of legal immunity will immediately revoked and rendered null and void; after which legal action could be taken. Furthermore, should it happen that a Tier One crime was violated, the relevant foreign entity may be faced with the forced closure of their Embassy and/or Consulate and the termination of their diplomatic mission to Tergnitz. Finally in regards to all diplomatic staff in the employ of said foreign entity; these individual(s) do not enjoy the aforementioned diplomatic legal immunity and are required to obey all aspects of Tergnitzian law while within the Righteous Imperial Dominion of Tergnitz and all of her relevant dependents, holdings and territories.
2d. All diplomatic staff, including all Ambassadors and Envoy(s) are not required to pay any taxes; with the only exclusion being taxes placed on consumer goods.
2e. In closing, the Imperial Government of the Righteous Imperial Dominion of Tergnitz reserves the full and unequivocal right to revoke any and all vestiges of legal immunity, diplomatic privileges, and Embassy/ Consulate sovereignty if it deems such an action is necessary and within reason.
III. Embassy and Consulate Regulations3a. As per passages 1d. and 1e., all territory and structure(s) formally designed as Embassy or Consulate grounds by the current Imperial Government of Tergnitz are legally owned in their entirely by the Tergnitzian State; however they shall legally hold the position as being sovereign territory of the governing body of the relevant foreign entity, in which the laws of Tergnitz do not apply and are substituted by the laws of said foreign entity. This shall be the legal status of the entirely of all Embassy and/ or Consulate grounds until such a point that the relevant diplomatic mission is modified, concluded or terminated. Finally, the Imperial Government has decided to place a limit on the number of Consulates allowed by any one foreign entity within the borders of the Dominion; therefore all parties are advised that a maximum of Two 2 Consulates and one Embassy are allowed to be allocated to each foreign entity.
3b. The total number of Diplomatic Staff employed within any given Embassy or Consulate, as per passage 1c. should remain within reasonable limits. As such, the government of Tergnitz requires a hard cap of no more than Fifteen [15] staff per category (diplomatic, security, service). This limit is applicable to all foreign entities who desire a diplomatic presence within the Dominion, unless otherwise explicitly required and accepted by the current Imperial Government.
3c. The Righteous Imperial Dominion of Tergnitz, represented by the current Imperial Government, is duty-bound at all times to ensure that the equipment for all Embassies and Consulates is modern and in good-order. Furthermore, as per passages 1d. and 1e.; as all Embassy and Consulate grounds and structures are legally the property of the Tergnitzian State, the current Imperial Government is also duty-bound to provide these structures with free utilities, up to and including a secure internet connection. However if the relevant foreign entity is found to have been excessively or neglectfully abusing this generosity, further action will be taken.
3d. The provision of transportation for all Diplomatic Staff, as well as all Ambassadors and Envoys, as per passages 1a., 1b. and 1c., is the sole responsibility of the residing governing body of the relevant foreign entity. However, the Dominion hereby places the following restrictions on the types and numbers of transport-related vehicles allowed; Any and all vehicles are prohibited from being armed in any way, shape, or form. Furthermore, akin to passage 3b. above, there is a hard cap on the total number of vehicles that the Dominion permits each foreign entity to posses at any given time. As such, there is a limit of Six [6] ground vehicles, One [1] rotary vehicle and One [1] fixed wing vehicle for each relevant foreign entity.
3e. Finally, in an effort to preserve the peace domestically within the Dominion, and to avoid the emergence of any potentially grievous international misunderstandings, the Imperial Government has decided to place a full and complete ban on all military-grade weaponry. As such, the following are prohibited within Embassy and/or Consulate grounds, or in the possession of relevant diplomatic staff; Missile Launchers, Grenade Launchers, Grenades, Machineguns, Land Mines, Explosives, Biological or Chemical Agents, Sniper Rifles, etc.

** Note on Consulate Location: The Imperial Government provides the following National Map to help assist foreign entities decide on their Consulate location. Consulates are not able to be located in the national Capital of Pretoria, any Dominion military base or the Sora MCH Regional Capital.
*** Note on Military Alliances: Agreeing to this criteria does not create an alliance, it simply indicates your willingness to form a military alliance. Further discussion on this topic will follow. Alliances are defensive unless otherwise agreed to by both nations. We won't drag you into a war against your will.
