Depends on reasoning, frequency, and who gets transferred where. If it's a normal rotation, then it wouldn't matter, of course. If it starts looking like it's blatantly political, or if it's happening all the time, then it might start causing some morale issues. A bit of politics won't seriously affect morale, but if there's the perception that generals are routinely only getting certain commands because of their political abilities rather than their actual competence, then there might be some discontent brewing, presuming the rest of the lower ranks pride themselves on their professionalism. If the entire military is already a political apparatus, then it won't matter as much, but rotating command too quickly prevents a commander or a unit from learning to work together properly.
