Opening Message

Greetings, and a warm welcome to all of you! On behalf of the Riysian government and the WaK - Ministry of Foreign Affairs, I am pleased to be able to announce the opening of our online embassy program. We are more than happy to receive and honor requests for diplomatic missions, but first, I ask that you read our rules first. Following that, we present to you a list of locations that may host your mission, as well as some basic facts that might be relevant. Finally, we have a seperate section for all of the official form(s) that need to be filled out, after they are all complete, we will review the application. Please, though, I can not stress enough the importance of understanding all of the regulations - they may make the difference between an accepted or rejected form.

Rules, Regulations, and Responsibilities

OOC - PLEASE READ:

There are some guidelines that need to be followed for applying. These are:

1.This is strictly realistic MT. No gauss cannons/supersoldiers/ponies and animals/etc.
2. When posting, please use proper English grammar and spelling. If it isn't your first language, then try your best.
3. Applications should ideally be submitted as an attachment to an official government letter. It looks nicer that way.

Diplomatic Immunity

Non-Riysian citizens working with a diplomatic mission are subject to the following diplomatic immunity rules. Those with Riysian citizenship are subject to Riysian law at all times.

Extranationality

Embassies and consulates are considered as being on ground belonging to Riysa; however, arrests and searches can not take place on embassy and consulate grounds for non-Riysian citizens, and Riysian law does not apply except with prior permission from the host nation. Police and security forces may not enter an embassy or consulate except with the permission from the country of origin, unless an extraordinary need is demonstrated, in the forming of threatening the stability of nation of Riysa and the ability to defend itself against foreign adversaries.

Please note though that when not on embassy or consulate grounds that all personel are expected to behave in accordance with Riysian law.

Diplomatic Bags, Cables, and Interaction with the Ministry of Foreign Affairs

Diplomatic bags may be used between a diplomatic mission and their home country. There is no set limit on size or weight, or what style it must take; however, diplomatic bags must be clearly labled as such. Bags can not be randomly opened and searched, however, they may be put through an X-ray scanner. If suspicious items are found, the bag will be temporarily seized, and the mission will be contacted and be given a chance to explain. Otherwise, it will be permanently kept and may be used as part of an investigation or trial.

Diplomatic cables are a secure method of communication between a mission and their home country. There are no regulations in regards to cables; however like most other nations, Riysian intelligence services retain the right to intercept any and all cables, particularly in times of duress.

For interaction between missions and Riysa that doesn't fall under official communication between governments, the Diplomatic Corps of the Ministry of Foreign Affairs is always available to answering questions and assisting in a variety of needs, such as finding living areas, continuing education, providing extra security for events, etc.

Building Size

In general, embassies shouldn't be very big, unless the applicant nation is a large superpower. Please be reasonable when requesting embassy space - an embassy shouldn't be a compound.

Consolates are best developed as a single building - perhaps similar to a row house - with only a floor or two.

Staff

Recomended numbers are 50 and 30 for embassies and consulates, respectively. Nations demonstrating a clear need may exceed the recomended numbers for individual missions, up to 100 total staff for embassies and 40 for consulates. It is recomended that you have the amount of service personel be roughly equivalent to half of your diplomatic personel. Security staff may not exceed 5 for consulates and 10 for consulate-generals. Embassies that demonstrate and provide a clear a clear need may have up to 20, although 10 is recomended as the limit.

Vehicles

There are no set limits on amount of vehicles, but please remember that all vehicles must be stored at the mission. In such case, only one ground vehicle is needed for consulates and most consulate-generals, and only a few are needed for embassies. Helicopters are also allowed, although they may only be operated by an embassy and no more than two are allowed. Ground vehicles may be armored in the form of an armored car, but may not mount any type of weapon. APCs and other combat vehicles are strictly forbidden. Helicopters may be of a military design, but again may not mount weapons or combat equipment. This is generally discouraged as military helicopters tend to be larger than their civilian counterparts.

All vehicles must be marked with the crest and flag of the mission's country of origin.

Weapons

Weapons for security staff are allowed, however there is a limit on how many are allowed. Each security staff member are allowed one main weapon and one sidearm; this number may not be exceeded under any circumstance. Nothing heavier than assault rifles and carbines are allowed; generally, PDWs and submachine guns are sufficient as all security will be handled by Riysian police and Mukhabirat forces. Riot gear and military-grade body armor is prohibited as well.

Locations and Current Missions

Embassy Locations

All embassy locations are in Tel al-Riyah (better known in English as Illuria), the capital of Riysa.

Saha as-Siyasi - "Politics Square"

Also nicknamed "The Enclave" by some of the employees here, Politics Square is a large district located at the heart of Illuria. It is quite literally the heart of the nation; all of the important buildings, including the multipurpose Markez al-Siyasi which houses the Za'im, can be found here. The advantages of being located here are many - an embassy will rarely need more than a bicycle to get around, and of course, it is always good to be located as close as possible to the people you are trying to work with. The center of Politics Square is a large garden that is perfect for relaxing on breaks or just in general. Unfortunately, being part of a large city, the amount of embassy spaces are limited, and transporation via car can get very difficult due to traffic.

Sayyid Yusuf al-'Azma Avenue

A location more towards the outskirts of Illuria, the Avenue is known for housing the more well-to-do citizens of the city as well as a couple culturally important buildings, and a history museum. Traffic out here is much less worse than in the center of the city, and its somewhat calmer and more communal, but unlike Politics Square which has a plethora of reserved parking spaces, the Avenue isn't as well-off in terms of parking.

The Avenue is currently undergoing some expansion projects to increase the amount of space available for construction and parking.

Madyan, Illuria, Riysa

Madyan is essentially a suburb of Illuria, on the outskirts of its parent city. It is an up-and-coming town with most of its land still undeveloped, making it a prime place for building and expansion. Its primary downside is that it will take upwards of 30 minutes to get to Illuria, somewhat isolating any embassies built here from the political workings of Riysa.

Applications for Madyan will be taken on a case-by-case basis, as too much construction in too short of a period will have undesired effects on the local enviroment.

Consulate Locations

Maraya al-Bahr

Maraya al-Bahr is a beautiful coastal town, capital of the island it shares its name with. For this reason, as well as being known for maritime excursions such as fishing and boating, it is a popular tourist destination. It also happens to be the home of the Riysian Navy.

Rayyanah

Located towards the deserty southeast of the Riysian continent, it is a hotspot for archeologists and history buffs with its many ruins and museums. It is also known for being one of the more traditional cities in Riysa, and is a perfect way to experience Riysian culture for those that aren't as acquainted with it.

Baraydah

Barayadah is on the coast of the largest inland freshwater lake in the Sarusian Continents, and is located in a more hilly and cold enviroment compared to the Mediterranean climate of the rest of the nation. Calm and peaceful, it is great for relaxing, although during the winter it tends to be quite chilly.

Your application is ACCEPTED, and you've been given 8.Politics Square as your site. We'd be more than willing to move you to the Avenue location if the honorable ambassador finds the city air to not be suited to her asthma. Also, welcome aboard mate

Before we make a decision, we'd like to know why you feel that 20 security staff is necessary for your embassy? More than 10 or 15 tends to be quite excessive, unless you have a pressing reason for that many?

Also, depending on the dimensions of the embassy, we may have to move you to an Avenue location as space in Politics Square is quite limited.

For such a small embassy, the amount of security personel is highly excessive and unnecessary. For that size, only 5 should be needed, unless you want to expand, in which case we'll allow up to 10 or 15.

We would be happy to relocate for the convenience of the Riysan Autocracy, after all we are being graciously hosted in their land. Secondly The 20 security personnel are to comply with Florysian traditions, it is seen as a sign of weakness for a noble household to have less than a retinue of five 'lifeguards' per person when abroad, we have tried to keep the number at the bare minimum.
