Winser. Located on the eastern coast, Winser is the location of the city of Winserville; the nation's largest. Winser is also home to a good portion of the massive Winserville-Seringlija metropolitan area, a region of continuous development and urban sprawl between Canador's two largest cities.

If by "state" you mean "world", the most populous ones are obviously the Imperium's core worlds. The capitol world of New Aedun with it's 15.9 billion inhabitants ranks as the first, followed closely by Draconis Prime, Eridanus VI and Carthage with 15.1, 14.7 and 14.2 billion inhabitants respectively. There are over a dozen other worlds with population in excess of 10 billion, one of the requirements to be classified as a core world. Exact number of core worlds varies between different sources, since several planets with a population over 10 billion do not meet some of the other criteria, and vice versa, worlds with a considerably smaller population meeting criteria like industrial development level and strategic importance that would merit a core world status.

There are over 100 non-core worlds in the Imperium with a population in excess of 1 billion, classified as primary and secondary worlds depending on their importance and development. Planets with less than 1 billion inhabitants, numbering in the high hundreds, are typically classified as tertiary worlds. There are even more colonial settlements with populations ranging from tens of millions to the low hundreds, the population size depending on the planet's distance from the nearest developed world with the population, industry and infrastructure necessary to launch a colonization effort, the environment, strategic value (such as valuable mineral deposits) and simple authority interest in expanding in the given region.

Over 3 and half billion people - 85% of which whom are Citizens, the rest being foreign residents either on commercial venture or undergoing the naturalization process - live there, the most major city of Vertygius [Suhraanoseon: 'Vírtēēzhāyûs'] itself housing over 200 million denizens within its towering municipal limits and the surrounding countryside littered with thousands of just-as-dense leveled suburban communities.

Over 3 billion of Olwean citizens currently live there, and that's not counting non-citizen residents (of which there are several hundred thousand, at least that we know of).
