It does not matter to the Collectivist Party whether you are democratic or authoritatian; capitalist or socialist; theocratic or secular. All modern tech (MT) nations (with exceptions) are welcome to deal with the State of Vistulange. Our Diplomatic Program has also been moved here.

On behalf of the Collectivist Party of Vistulange, Chancellor Albert Männerheim has written a message for all the other nations who are potential friends of the Collectivist Republic of Vistulange:
My fellow Man!
It was the 1st of January of the year 1508 on which our nation was founded as it was. We were isolated. Ideologically, we were isolated. Being on an island merely helped us remain isolated. While we cannot defy the advantages of our isolation, we cannot look beyond the mistakes we, the Party, have made. By isolating ourselves from the world, we both helped the developing nations remain stable in the face of Oligarchical Collectivism and helped nurture our own culture, education, history and generally our people. Despite this, however, we shut our eyes and pretended that the world did not exist.
The world inside Vistulange is of little matter to us, as the Upper Party echelon of the Collectivist Party of Vistulange. We are capable of making our people believe what we say; and they will defend us to their last breath. The world outside our continent, Vistae, is of utmost importance. As one Upper Party member said decades ago, peace in the world is peace at home. We have learned that isolation policies will not help our progress but hinder it. As one of the developed economies of our world, we, the Collectivist Party of Vistulange, believe that it is our duty to engage in the politics of the world.
Do not let this be understood as a declaration of imperialist or interventionist policies. We are fairly certain that this was what some believed; again we assure you that this is not the case. Our foreign policy is a strict peacekeeping one in times of armed conflict. We are certain that at least some nations among you have noticed our aircraft carriers sailing to nations embroiled in bloody civil wars and providing shelter, food, drink and medicine to civilian refugees from either side. We plan on continuing that way, for peace in the world is peace at home.
There will be those that will be naturally opposed to us, our people or our ideology. We will tolerate it. However, there are a few things that neither the Collectivist Party nor the people of Vistulange will permit. One of those things is interference in our internal affairs. What we do within Vistulange's borders is our own business and no one else's. Second, any hostile and unprovoked action against any citizen of Vistulange is intolerable and will be met with force. If nations respect these two rules we put forth, our two nations can and will have a glorious future of co-operation and friendship.

Embassy and Consulate Program
The embassies established within the Collectivist Republic of Vistulange will be situated in the city of Vistulastad.
Please note that the Collectivist Republic has different policies on diplomatic missions than most other nations. With that in mind, please read our policies carefully as not to be caught unaware if an unpleasant situation arises. The laws are listed below.
- Ambassadors and consuls are granted limited diplomatic immunity. Political crimes are subject to Vistulangean laws, while non-lethal or non-political crimes are covered by their immunity. Any crime against any Party member will be punished according to Vistulangean laws.
- Security staff and service staff are not granted diplomatic immunity.
- The grounds on which the embassy or consulate has been established are considered the sovereign land of Vistulange and Vistulange only.
- Weapons and vehicles for security and transport will be provided by Vistulange and Vistulange only.
- Weapons may be, at most, 8 (eight) .45 caliber handguns or 12 (twelve) 9mm handguns for embassies and 3 (three) .45 caliber handguns or 4 (four) 9mm handguns for consulates. Semi-automatic weapons will only be given on special requests.
- Vehicles such as tanks, limousines, helicopters, planes and/or APC's are not permitted.
- There is a limit of 6 (six) vehicles that may be requested for embassies and 2 (two) for consulates.
- While criminal records may be overlooked in very special cases such as a shared ideology or minor offences, those with serious criminal records are not permitted to enter Vistulange.
- Blacklisted nations are not permitted to establish any kind of diplomatic mission inside the borders of Vistulange.
- The Collectivist Party of Vistulange reserves the right to accept or deny embassy and/or consulate applications as it deems fit, outside of these rules.
OOC Note: I will not accept the applications of nations that have fewer than 100 posts. This is due to me not wanting to waste time with nations that might cease to exist within two weeks of accepting them. Only MT (Modern Tech) nations are acceptable.

We also have a consular program. Consulates are available in three of Vistulange's cities not including Vistulagrad. These cities are Suljeva, Murmanskaya and Reshetika.

Student Exchange
The Collectivist Republic of Vistulange has taken the decision to permit foreign students from every nation that has an embassy - except blacklisted nations - to study in Vistulange. Despite the program being called 'exchange', Vistulangean citizens are not permitted to emigrate or live in other nations. As such, only foreign citizens may come into Vistulange and study, not vice versa. Basic needs, shelter and a considerable allowance will be given to the students while they stay in Vistulange. The State of Vistulange offers unbiased education in most areas - except history, naturally - but asks that the students remember that it is a surveillance society they are residing in. There are some decrees regarding student applications.
- Student(s) may not have a criminal record.
- Student(s) may not be a dual citizen of blacklisted countries.
- Student(s) grades in high school must be 4.50/5.00 or the foreign equivalent.
OOC note: 4.50 translates to an "A" in real life terms. - Student(s) must have sufficent knowledge of Norwegian or English to get by in Vistulange.
- Each educational term is six months.
- Student(s) are heavily discouraged from being politically active persons.
- Student(s) must remember that they are in Vistulange to learn, not to criticise.
- Student(s) must remember that they are living in a surveillance society.
- Student(s) are given partial immunity: Any crime that is not violent or political will be given an unofficial warning. Political or violent crimes will result in blacklisting, deportation and possible persecution of other students from the same country.
