Under the authority of the Imperial Diet of Riemaia and the blessed Empress, we would like to make the announcement of the opening of the Embassy Program of the Grand Hylian Empire within the Capital City, Carmina Gadelica. We would like to invite all countries around the globe to apply for a position for an embassy within our mostly peaceful arctic lands in the pursuit of friendship and cooperation in the ever so darkening times.

Unquestionably, there are several rules and regulations that all ambassadors and embassy staff must abide by if they are to remain in the Grand Hylian Empire on a long term basis, which are as followed:

Weapons and Magically Inclined persons
Understandably, nations do wish to protect their embassies and the staff within from any threats that may arise during the time that the embassy is active, and even though Riemaian laws on firearms are generally laxer than some countries, non-Riemaian citizens are restricted in the types of weaponry they are allowed to obtain and carry. As such, embassy guards and staff are not allowed under any circumstances to have in their possession the following weapons: Light Machineguns/Squad Automatic Weapons, Sniper Rifles, Designated Marksman Rifles, Anti-tank missiles, Anti-air missiles, Hand grenades, landmines, plastic explosives, Chemical weapons, Biological weapons, Radiological weapons, Nuclear weapons, and lastly rockets.

As a nation filled with those with magical abilities, we do see the need that all of those who are magically inclined be assessed for magical ability before commencing their normal duties, and be asked to not perform any restricted fields of magic while within the country, which are Necromancy & Demonic magic.

Vehicles
Military Vehicles that are not armed along with non-armed civilian vehicles are the only vehicles that are permitted to be driven by non-nationals within the Grand Hylian Empire. Restrictions do not only apply to just the kind of vehicles that one may drive, but to also who may drive them, which is restricted to those who have a permit from the Ministry of Transportation or a valid drivers license issued from a respectable foreign motor vehicle regulatory board. Also, all embassies under no exception are allowed to have any form of air transportation on site, and must be located at a licensed municipal or international airport or a heliport within the city of Carmina Gadelica. Lastly, under no circumstances may an embassy have more than five vehicles located on-site for official duties.

Personnel
The maximum number of allowed personnel on embassy grounds may not exceed 120, with a maximum of 30 security personnel. Should the number of personnel within the embassy exceed the maximums, a window of no more than seven days will be given to rectify the issue before formal action will be taken by the Grand Hylian Empire.

Diplomatic Immunity
Without a prior agreement between the Grand Hylian Empire and another nation, diplomatic immunity will not be extended towards an ambassador and all staff that may be normally offered as such during their normal duties. If a diplomatic immunity agreement is sought out, all unarmed staff will be granted the rights to not be subject to prison sentences to any non-felony crimes committed within Riemaia, but instead will only be allowed to be charged fines. Those with diplomatic immunity who commit a felony, which under Riemaian law includes: Murder, Rape, Arson, Armed Robbery, Kidnapping, Counterfeiting, Assault. Such crimes can lead to prison sentences of up to a maximum of 40 years and depending on the severity, will not be able to pursue parole. In cases that such crimes are committed, embassy staff accused of such are allowed to seek counsel from their own country, and will be placed in custody to prevent them from fleeing the country.

Locations
All embassies are to be located in the capital city of the Grand Hylian Empire, Carmina Gadelica. There are four main districts that the embassies may be built in. Embassies are required to obey any regulations set forward within the district they decide to reside in, with no exceptions.

Palace District
The Palace District of Carmina is the home of the government buildings of the Grand Hylian Empire, located within the walls of Old Carmina, the Palace District is one of the most prestigious districts to be located in just due to the extremely high land value and is also near the exact center of the entire city. From the Palace District, one is easily within walking distance of the Grand Statue of the Goddess Hylia, the High Court, the Imperial Palace of Carmina, and the Diet Building where the Prime Minister and the nations parliament all work at. As such, only nations the Grand Hylian Empire are close to will be able to have embassies within this district.

Waterside District
The Waterside District is understandably the closest to the ocean, with rising popularity among tourists and citizens alike. Embassies built here will have a pristine view of the beach, which are adivsed to not be used during any seasons save for the short summer due to the freezing temperatures experienced by the nation as a whole. Even though the capital city is coastal, it should be noted that there is no port for large ships to be docked at, with only a handful of marinas capable of servicing smaller vessels.

East Market District
The East Market District lies right outside the walls of Old Carmina, and is home to the largest magical bazaar within Riemaia, and as such is a very popular tourist destination and destination for the students residing at the Imperial Hylian Academy of Thaumaturgy, which is located on the southern edge of the district. As a general warning to all embassies located within this district, under no circumstances will the government of the Grand Hylian Empire be liable for any damages caused by incidents from the Academy of Thaumaturgy or the Magis Bazaar, or Breheimian refugees causing mischief within said areas. It is also noted that the Carmina International Airport is located on the outskirts of the East Market District.

North Residential District
Of all the districts embassies may be located in, the North Residential District is the most peaceful, and as such is the most advised if you wish to avoid most of the issues located within Carmina Gadelica, with an exception that there is minimal access to the cities public transportation system for those who require such services. However it should be noted that the North Residential District is the closest to Fort Gadelica, and that sporadic noise pollution from military aircraft is to be expected.
