A hard limit on the size of our population is the availability of food and a high infant mortality rate. Contraception and abortion are not really available to most people, so abstinence (not likely!) or castration is the only way to really make sure you have no children.

There has never been an official population control policy, the opposite actually. The government wanted to increase population, however abortion, contraception and sterilisation have been legal since Scotland became independent as the right to all of these was respected by the government.

Though the Exceptionalists sent a great percentage of our population to death in work camps, we have not experienced a population boom. Why? We gave women the right to choose how many kids she has.

In addition to restoring rights to women, we have mandated mandatory sex education in schools (comprehensive, of course. Not abstenance-only) and subsidized birth control so it can remain low-cost. We would gladly have a smaller, educated population rather than a large ignorant one.

Population control (like most things) has never been state-mandated. Even so, population control has always been important to us because our species has a high birth rate, two or three kits per pregnancy being the norm. Fortunately, a combination of cultural practices, a plethora of natural hazards on our homeworld, a shorter-than-average natural lifespan (approx. 65 Earth years), and sophisticated contraception technology has kept our population more or less in check. Still, despite this, our population is now 8.7 billion and growing, and our homeworld Ewrlu is starting to feel the strain. Our long-term solution is to terraform and colonize new worlds. This first of these, Vaikka, has just opened for settlement, and other colony worlds are currently in-progress.

The Confederation has no real authority to enact population controls and charter likewise would prevent Republics from taking any specific control as well. At any rate no major political organizations have any stated intentions of implementing population controls, and no pressing need for it exists.

As it stands, the population is still growing very rapidly especially in the last 100 years as death rates continue to plummet from increased longevity technology. Several effects of this new trend have yet to be adequately studied, most apparently the fact that biological youth and fertility now extends many decades has led to many new reproduction choices. Many have delayed having children now until late into their 40's and 50's, others have chosen to have children in what might affectionately be called "litters" of one to three every few decades. The fertility rate per woman though seems to have levelled off at approximately 3.1, well above the now near non-existent replacement rate of 0.3.

Despite this, there is a history of population controls. During the Terran Exodus, many of the Ark ships simply could not adequately supply an always increasing population, and were forced to adopt measures to keep the population healthy and in pace with resources. The primary means of doing so, was with (mostly unenforced) child caps, which were generally followed with relative simplicity in part because of easy access to prophylactics and in part because of a communal awareness of the limited resources. Where compliance was low, some Arks threatened to deny social assistance for any child after the second, in others regretfully additional children were force-ably removed from their homes.

We try to maintain a small population through policies. Though families are free to have as much children as they want (providing they can support themselves), couples are encouraged to have 3 at most. The conservative nature of families in the central province where the bulk of the population lives in usually have 2 children at most. Abortion and contraception are legal, though the former is employed only in certain situations.

We also try to control the number of immigrants coming to our country though we usually welcome them.

  • Rural areas the government wishes to see grow (But not necessarily develop) are given freer reign with family sizes and incentives to have children.

  • Urban centers have incentives to have at least one child and the programs have been described as comfortably allowing for 2 children. These same urban centers do not offer incentives for families of children (under 18) of 3 or more, often resulting in larger families to move to the rural areas which works out well from the government's perspective and often of the family as well.

  • Conception prevention (Basically what we call birth control) is widely available and in some places even free due to municipal funding.

  • Abortions however are not widely available and many hoops need to be jumped through to get one in which the mother's life is not in danger, even more so if the fetus is past the first trimester (which is rarely the case anyway).

Since modernization occurs in fifthland in 1975, people didn't think its necessary to have more than two children. there a trend that younger generation were married in about 27 Year old for females and 30 - 35 year old for males or even they don't marry anyone since its look as obstacle to your personal success. Over than 35% of Fifthlandian couple choose to adopt disadvantage kid from other Asia and East Europe nations than have their own children. their think that numbers of people are growth rapidly so its beneficial to help the world to didn't birth more people to the world. around 25 % of young married couple choose to continue their life without children. and around 30% choose to have their own children but not more than two. Any kind of contraception is legal here and some of it is promoted by the government. Abortion is illegal in any circumstances except under approval from Minister of Health.

There is no legal law concerning in controlling the Population of the empire. The nearest one that we have is the the Migration Laws.
Our Migration laws are quite strict in lessening the influx of immigrants and containing our own populace. We have no problem regarding living space, agricultural/industrial lands and environmental issues due to the constant expansion of the empire. Our population may increase, but so does our living space.

Pregnancy and birth rates are mitigated by the smallest class in society; the family. Titanians are quite conservative in a way that a romantic relationship must quickly be sealed by marriage and the norm for number of children is from 2 to 5.

We are also constantly at war and numerous executions(especially of deviants/unwanted/hated people) make our population under control without any direct government action.

Nonexistent, in terms of formal state policies. Birth control exists, but abortions are illegal outside of very specific circumstances.

How is it viewed?

Poorly, by the larger part of the population, both at the state and the personal levels. Medically unnecessary abortions are often punished by death.

As a result of these policies, the Grand Republic of Massena has a population now just slightly in excess of five hundred million people.

Abortion is 'legal', but highly discouraged except in cases of rape, incest or danger to the mother's life. In these cases it's mandatory. The various Temples in the Realm oppose it vocally, and that stance has filtered up and down the general populace.

Contraception is freely available and usually consists of a series of shots a woman takes monthly from her 16th birthday. They have a 95% effective rate, no known side-effects and no stigma attached to their use. After she stops taking the shots, it takes up to three months for the effects to totally leave her system.

There is no mandated form of population control in Ventalia and any such attempts would be viewed as highly controversial and potentially immoral.

Voluntary control on an individual level is possible. Contraceptives are widely available and women have access to abortions (unless the pregnancy is healthy and late term).
