China-jokes aside, QBZ's not that great of a weapon iirc. I'd prefer to make a domestic weapon chambered in 5.8 mm (with brass or copper casings, of course). Never touched one in her life. Shes smaller (65kg, 1.68 meters) so I'd say the mosin and .30-06s are out. I mean I get the whole start get with the .22 and move up bit, but is there anything on the list I should not let her shoot?

Get a Savage .17 HMR. First rifle I ever shot, and still one of my favorites in terms of plinkers. More fun than a .22 by miles.
