After a referendum regarding international relations, I, Emperor Ceyran Archonis II, hereby opens Archonium's gateway to international diplomacy. After 5 decades of isolating ourselves from the international community, we now open our doors again for nations who wishes to establish a bilateral relationship with Archonium.
All nations -even those whose ideology and philosophy differ ours- are welcomed to establish a diplomatic relationship with the Empire, provided that peace and friendship are what you seek, and not agitation and animosity. Nations who seeks hostility with Archonium will not be welcomed by us.
But else, us Archonians would be very grateful if your nation would be able to establish a friendly tie with the Empire.

INFORMATIONS AND RULES
1. Diplomatic Immunity
As of the Imperial Assembly's Resolution on International Affairs and the Vienna Convention on Diplomatic Relations, the guest nation's ambassador and diplomatic staffs, along with their family members, are protected under diplomatic immunity. Imperial Authorities shall not arrest and prosecute those reffered above in every circumstances. The embassy premises and the ambassador's and diplomatic staff's residence are also subject to diplomatic immunity, and the host nation shall not enter them without the representing nation's permission.
However, in extreme cases, those who were referred may be expelled by the host nation and declared as persona non grata.
On the other hand, embassy service staffs and security personnel, and consular staffs, its service staffs and security personnel are not subject of diplomatic immunity, and may be arrested and prosecuted by the Imperial Authorities normally.
2. Limits of diplomatic and consular staffs
As of the Imperial Assembly's resolution on International Affairs, the amount of diplomatic and consular staffs are limited. The limit includes service staffs and security personnel.
The limit for embassy staffs (diplomatic staffs, service staffs and security personnel) are:
60 Diplomatic Staffs
40 Service Staffs
55 Security Personnel
The limit for consular staffs (consular officers, service staffs and security personnel) are:
35 Consular Officers
15 Service Staffs
20 Security Personnel
3. Hiring Security Personnel
For the security of embassies and consulates, the guest nation may hire security personnel from the nation's own security service (whether it is military or private security contractor), or from Archonium's various local private security contractors. In addition, the Imperial Police's Diplomatic Security Division will patrol the areas surrounding the guest nation's embassy premise. You are free to choose if you want them in your area or not.
4. Weapons and Vehicle Restrictions
Weapons for security personnel are restricted, except for: assault and battle rifles (auto, semi-auto or selective), carbines (auto, semi-auto or selective), SMG's, any type of handguns, light energy-directed, particle beam, plasma or laser weapons and swords or knives (traditional or vibros). Explosives, like grenades, C-4 or mines are prohibited, except for stun and smoke grenades. Weapons and explosives outside the accepted categories will be confiscated.
As for vehicles, military vehicles like armoured car, APC, tank or IFV are prohibited for use by non-military/law enforcement users. Armoured civilian vehicles (e.g. SUV's, coupés, limousines or MPV's), however, are allowed (unarmoured version also obviously allowed).
5. Locations for Embassies and Consulates
The only location where a nation can establish an embassy is the Empire's capital, Archoniopolii. Locations where consulates are able to be established are the cities of Arcanea, Isotita, Arnaxis and Cassimer.
6. Letter of Credence
Like the most nations, you need to present the Emperor of Archonium a letter of credence in order to be able. In his absence, the letter can be directed either to the Minister of Foreign Affairs (Scarlette Dravegnon) or the High Chancellor (Ravexus Crotarexis).
