    - The Secretariat
The Secretariat for Gothic and External Affairs manages the diplomatic and trading relationships of the Republic of Socorra as a governmental department. While previous Socorran diplomacy was an extension of trading negotiation during the Trade Era (1856-1977), the recent annulment of the three-decade Emergency Government and its isolationism has enabled the re-emergence of Socorra within the international community. Modern Socorran diplomacy furthers national interests, encouraging foreign investment within Socorra and expanding Socorra's bilateral relationships. The so-called Cuevas Doctrine of the current government of President Salvador Cuevas is summarised as:
  • Sovereignty: The Republican Government respects the principles of national sovereignty and will not interfere in the domestic affairs of other states unless Socorran national interests or citizens are directly threatened.
  • Trade: The Republican Government will propagate international corporate investment within Socorra to sponsor modernisation and the commercial reopening of the country.
  • Multilateralism: The Republican Government will partake in prominent intergovernmental organisations both to encourage investment, national security and Socorra's global diplomatic influence.
  • Human rights: The Republican Government encourages civil liberties and human rights internationally, understanding freedom to be the natural human condition; however, it will also respect the sovereignty of other states, believing that Socorra must be an example of democratic prosperity.
  • Refugees: The Republican Government accepts any political refugees and asylum seekers from any state and welcomes them to Socorra as a haven from persecution.
  • Immigration: The Republican Government maintains an open immigration policy as a means to modernisation and cultural richness.

Diplomatic Statement - General Social Republic of Questers - To: Amerigo Crespo, Secretary for Defence of the Republic of Socorra

Sir,

I am happy to present to you the formalisation of the agreement made between our respective ambassadors recently. Should the proposal be affirmed we would like to begin immediately. The proposal consists of a 'give and take' approach, with both sides benefiting mutually. The Questo-Socarran Treaty will, in our opinion, bolster the already strong relationship between our two countries in our mutual pursuit of liberty and political justice and the common defence of our citizens.

Questers shall:
  • Provide a developmental grant of $100 billion over the next four years
  • Establish, free of cost, naval training colleges, including a staff college, and to train and assist the newly acquired Socorran Navy.
  • And that this agreement shall, if desired, extent to the air force and naval air force of the Republic of Socorra.

Socorra shall:
  • Make available an amount of land to be used for the construction of a Questarian naval and air base in Socorra.
  • That said base shall exist for twenty-five (25) years before being re-negotiated.

We hope that this agreement can come to a speedy conclusion for the benefit of our two closely aligned nations.

Dear Your Excellency, Secretary Muster,

Questo-Socorran ties are undergoing a renaissance, despite its comparative brevity. Encouraged by mutual Commonwealth of Pluralistic States (CPS) membership, the Combined Services has bought over $265bn in military equipment from the CNC Group with significant Questerian subsidies. The purchased materiel will form the core of the Armada Socorrana, a navy transformed from disparate non-existence into an effective expeditionary force. The 50% subsidy of our most recent payment is substantial, and a sure indicator of the cordial Questo-Socorran relationship.

The proposed Questo-Socorran Treaty is affable to the Republican Government, bringing significant benefits to the Socorran public whilst ensuring the continuation of the current Socorran security paradigm. Praising the role of bilateral diplomacy and the amicableness of the GSR Government, the Republican Government hereby agrees to the Treaty and will immediately legally enact it. The Republican Government wishes for the agreement to extend to the Air Command and Army, and endorses this Treaty as central to Socorra's modernisation.

Mister Secretary,

His Imperial Majesty's Ministry welcomes the abandonment of isolationism on the part of the Socorran government. Emergence onto the world stage, and, eventually, the welcoming of free trade economics is an important step for any nation, and it is pleasing to see one more do so.

The State Minister has asked me to invite President Cuevas to Astralsideria for a summit with her and several of her ministerial council, including myself, at the Hôtel du Saint-Germain at some point in the coming months, in order to negotiate and conclude a bilateral treaty which will then be put to Parliament for approval. She has suggested that the eventual Sidero-Socorran Treaty would include development funds from the Siderine Treasury and an offer to train officers of the Soroccan Army at the Académie impériale de saint Sébastien, the military academy which has produced the finest Siderine officers, and those of several former colonies, for two centuries, and to construct a similar academy in Socorra, in return for the building contract for the academy and other infrastructure projects being awarded to Siderine companies. Naturally, these matters will all be discussed with the President by the State Minister, the Secretary of War, the Secretary of Business and Trade, the Secretary of International Development Aid and myself at the Hôtel du Saint-Germain, if that is agreeable to His Excellency.

The Republican Government's policy of re-engagement with the international community has evidently been well-received by HIM Government, and the Council of Ministers collectively expresses its gratitude to the Siderine state for this welcoming. Despite historic antipathy towards monarchical governments, the Republican Government believes a stable and cordial relationship with Astralsideria is feasible within the near-future.

The Republican Government encourages economic investment within Socorra, particularly in the steelmaking and textile industries due to a pan-Gothic surplus of iron and limestone and the latter as Socorran cotton production can ideally be expanded rapidly with modern production means. HIM Government's offer of a bilateral summit at the Hôtel du Saint-Germain is acceppted, both to cultivate amicable Sidero-Socorran political and economic ties.
