The world of the TBRE and its region, the Toy Islands, began as an independent government simulation game between friends, some of whom did not choose to go onto Nationstates. As such, the Toy Islands exists simultaneously in the game and on Nationstates. Though efforts have been made to reconcile these two worlds, some discrepancies still exist due to the fundamental natures of each. For instance, roleplayed wars on Nationstates are not recognized to be part of the regular game canon, since some countries party to the conflict do not exist in the game.

Where a discrepancy arises, game canon takes precedence, so most sources of information on Toy Islands countries (such as the Wiki) are geared more towards the game. Hence, the editing of information on a particular Toy Islands country should be left to their respective player. Nevertheless, game canon should only be seen as a reference, and can be set aside in the interests of a good Nationstates-based roleplay.

In order to preserve this thread's tidiness, please don't post questions on this thread. Simply telegram me, and I'll reply and update any thread that needs to be updated.

Introduction
The Teddy Bear Republic Empire (Tedofian: ), commonly known as the TBRE or Toyland after its capital city, is a sovereign state of the Toy Islands. With the exception of a few territories, it is mainly situated on islands in the middle of the region, resulting in its extensive coastline and varied climate. Its capital city is Toyland.

Nordica province is situated on the island of Nordica, while Toylando province is situated on the Ursa Group of Islands to its south. To its east lies the Mersonnian Chain of Islands, which connects the Ursa Group with the province of Grenatia, on the islands of Putee and the Melanmesto Chain of Islands. Its northeast is Nordwerbaren province on the Archipelago of the same name. The TBRE also has two Overseas Territories in the region and one in the Arctic; it also has a protectorate to the east of Nordica. The TBRE has a primarily naval border with its surrounding states, though it does share a land border on the islands of Mersonn, Ausberg, and Tonka, and with East Valreșia through West Valreșia.

The modern day teddy bear diverged from other bear species several thousand years ago during a radiation event. Hunter-gatherer tribes evolved into bear clan groups, held together by a warrior code and family loyalty, fighting amongst each other and regional neighbors for the majority of ancient and medieval ages. The discovery of these clans by the outside world in the 700CE, and the teddies' subsequent position as a prominent trading post led to economic propserity and considerable peace in the region, resulting in alliances and supernations being formed from the bear clans. In 1905, the Federation of Bear States was founded as an experimental state to unite teddy bear states in the region, in 1911 the unitary TBRE was established.

The TBRE is a unitary constitutional republic, with elements of geniocracy, non-partisanship, and direct democracy. The head of state is Elder-General Benjamin Vuener, and the executive head of government is the President-Minister, currently Kelly Tobruina. It is a unitary state with administrative subdivisions on three levels - provinces, counties and cantons/municipalities. The TBRE is a member of many international organizations, notably the regional Alliance of Toy Islands, the Laltofian Commonwealth and the Barbergen Community. Key current domestic issues include the liberalization of the economy, determining the extent of its Laltofian identity, and managing regional security with its politically diverse neighbors.

The TBRE's main industries are that of science, technology, education and research, with the finance, tourism, shipping and fishing industries forming a smaller part of the economy. The country is a Nordic welfare state, with universal education and healthcare. It generally advocates low barriers to free trade given the importance of exports to its economy.

Etymology

The TBRE is one of the few countries in the world not to have a name per se, and therefore must be referred to in full as the Teddy Bear Republic Empire (or simply, TBRE) as it does not have a name to which the full title can be shortened to. The reason for having no name was that during discussions in the Federation of Bear States, nobody agreed on a possible name. As a result, the committee responsible decided to simply adopt the TBRE, as it was neutral towards all the teddy countries.

The word “Teddy” was the nickname from the name Edward, who was the first king of the Puteeland Empire. As his followers were the modern-day teddy bear, the were nicknamed “Eddies,” which was mispronounced by various other cultures, until they became to be known as Teddies around 200AD. The earliest record of the word “Teddy” is in the Picarderry Stories, published around 250AD in the sentence:
“And the followers of King Edward, the savage and wild Teddies, cried out ... and with great relish, charged down from the hill.”

Bear is believed to have come from King Baren, who also lived around 200AD, and was a fierce foe of Edward, with his followers called “BarkEn” in Teddy Script. After their kingdoms united, the names “Teddy” and “BarkEn” were combined to form “Teddybar,” or later, “Teddy Bear.”

It has long been a source of controversy as to why two contradictory words, republic and empire, was included. The government stated that as the TBRE is indeed a republic, and hence the word was included. The empire part is derived from the fact that some of the states that united in 1905 were kingdoms (especially the Nordic Countries), who had an Emperor as their leader. In addition, the idea that the TBRE was a nation that now composed of several united territories led to the idea that it was an empire, which is further reflected in the fact that bears occupy all continents of the world, spread as far away to places like the Arctic.

Symbols

The flag of the TBRE, called the Tetracolore after the Tricolore of France (due to there being four sections in the TBRE flag, not three), was created in 1910 for the transition from the Federation of Bear States to the TBRE. The Tetracolore features three colors, representing the four superstates at the start of 1905 - yellow for Putee and Nordica, Blue for Nordwerbaren, red for Toyland. The colors are also symbolic, as red represents the blood shed in defense of the nation, yellow for knowledge and wealth, and blue for the sea (the TBRE being an island nation). The state flag is flown at government offices, and is used to represent the government of the TBRE. It is essentially a the Tetracolore, except with that it ends with a swallowtail.

The flag of the TBRE replaced the Federal Flag of the Federation of Bear States, which had four stars on a blue background (representative of the idea of the TBRE being an island state). The stars were colored red, blue and yellow, representing Toyland, Nordwerbaren and Putee and Nordica respectively.

The coat of arms was created a compilation of the coat of arms of the four super states. The shield feature a montage the four escutcheons from each four superstates. The two supporters are both bears, armed with a halberd and pollaxe. The helmet is a bear’s head, and the crest is a fleur-de-ils, reflecting the European (especially French) origins of bears.

The wordmark of the Government of the TBRE was created in 2002 in order to identify government programs and also to serve as a seal for official documents. Although a red-and-white version exists, the most commonly seen one is grey and white. It features the words TBRE, with the R being shaped to look like a bear.

The Roundel of the TBRE is also used to identify TBRE aircraft, especially those of the air Force. It features a circle divided into four quadrants, with two opposing ones being grey and the other opposing ones being red.

50 000 - 3000 BC - Evolution of the Teddy Bear, turning more and more society-based and less animalistic.
3000BC - 5BC - City-states period - constant warring, ancient period of TBRE.
5BC - 600 AD - First Half of Warring Teddy Period - characterized by several larger city states invading and annexing others, mostly focused on building empires.
600-1500 AD - Second Half of Warring Teddy Period - characterized by the breakdown of the Innate Teddy Complex, the cause of Teddy's civility. Random inter-city fighting.
1500AD - 1700AD - Renaissance - Korber Wuffles the Creator led a creative revolution following the invention of lemonade, which kept the Innate Teddy Complex intact, hence preserving bear’s civility.
1700 - 1905 - Industrial Revolution, seven major countries spring up.
1905 - 1911 - Transitional period, formation of the TBRE as a federal experimental state, the Federation of Bear States

Early History

Present day Toy-Islands are believed to have broken off from China after the deformation of Pangea. Due to the Toy Islands Disproportional Size phenomenon, the islands, despite being the size of Hainan to the rest of the world, was actually the size of Asia.
Bears evolved from dogs who were stuck on the islands, and developed thicker fur due to the cold climate of modern-day Nordica, and went upright in order to see above the snow, and reach honey. These became known as Ursus Teddius, or the Teddy Bear.
At this point, around 50 000 years ago, there were, and still are, three types of teddy bears - Nord, Gratskaila and Toylandrei.

By the ancient periods (3000 BC), there were around 1500 city-states, some ranging from city blocks to whole mountains range. The first known war was the War of the Northern Seas, between two city states fighting for control of an important trade passage. The most famous kingdoms were those of King Edward (in Bruinsted) and King Baren (Nordica, Toylando). Their kingdoms united in 250AD, and led to successful conquests by their descendants who united most of Grenatia and all of Nordica, which meant that by 500AD, there were only 50 city states. Rodyrick the Uniter united the various kingdoms in Nordwerbaren in 550AD, and also occupied Grenatia in 600AD.

In 570AD, the first humans arrived. The Chinese explorer Lü Mang arrived near Gunndes in Centralle County. Although China initially had a trade monopoly for the region, European powers such as the Netherlands, Spain and England managed to trade with parts of the Toy Islands for their own purposes. They did not attempt to build colonies or annex parts of the Toy Islands (except in Natureland), as was common, as they recognized the warlike nature of the Toy Island people and determined that, should they fight them, they would have a severe tactical disadvantage due to their locatio nso far away from home.

The constant warring between states and Natureland called the Warring Teddy Period (partly due to the Innate Teddy Complex, which called for blood and war) was only stopped in 1501, when Korber Wuffles the Creator (1471 - 1527) led a renaissance revolution. Art, poetry and academics all became the focus of society. This could be due to the Innate Teddy Complex being resolved and the teddy bear’s constant warring attitude being pacified with the arrival of lemonade, which was invented by Vladmir Polus (1429-1469) in 1459. To this day, bears still drink it to pacify the Innate Teddy Complex. Whatever the reason, this period led to a rapid interest in culture which still exists today.

By 1700, there were seven supercountries (Kingdom of Putee, Republic of Toyland, various Nordic States, and the Republic of Northwerbaren).

Modern History

The TBRE also had its own industrial revolution around 1850, which resulted in vast urbanization, especially in the centre of Toylando County and Nordwerbaren. By 1905, only four were left - Putee, Toyland, the Allied Nordic Kingdoms and Nordwerbaren. It was these four that signed the Treaty of Toylando and Polus, which founded the Federation of Bear States, a transitional government to the TBRE, on the 29th April, 1905. The province Nordica retained its name from 1869, before being formed into the Allied Nordic Kingdoms, a federal country. Grenatia was the anglicised version of Teddy Script for Putee, and Nordwerbaren was split in Northeast Province and Nouvelle. Counties were decided by going back to the former nations that had existed in 1699.

It was led by Sir Frederick Warco (1st HM President, from 1905 - 1923) is generally credited as the father of modern TBRE and was the HM President through the early days. He also came up with many systems that still exist today - the National Geniocratic Council, for one. He also came up with the idea that the capital city - modern day Greater Toyland - should be a planned city on several barren rocks in the Toylando. He planned Operation Great Movement, which blew up the large mountains in the way of the construction from 1907 to 1911.

From 1911 to 1942, the TBRE was a quiet country, which in essence went about its business without much foreign contact. In 1929, the depression hit the TBRE, due to its complex global relations with the United States.

The TBRE invaded Natureland in 1942, having amassed vast quantities of armor and weapons from both the Allies and the Axis. It is believed that the Innate Teddy Complex was broken down by the Teddy’s new diet, which included imported mushrooms from England, and encouraged this new attitude. They reached New Persis in 1943, but the overwhelming Natureland forces meant that they were pushed back until Novaica. The Treaty of Sjoke was signed, which in effect ended in the war, on 16th July 1944. Natureland Forces were to occupy the TBRE indefinitely, but then pulled back to defend the nation against the Rebellion promoting the Shahshanshanna, also known as the Divine Leader. During this period, the TBRE was called The Soviet Socialist Republic of Teddyland until 1945.

HM President Vikronym Vawae was elected HM President from 1945 onwards, and the TBRE spent the next 20 years redeveloping its economy, military and national structure.

In 1949, many pandas fled the Communists in China and immigrated back to the TBRE, which saw a population growth of around 1 million. This is partially why pandas are now a rare sight in China. For a year, the TBRE government was swamped, before rebouncing and recovering.

In 1954, historic legislation passed stated that pandas were officially bears, and hence were given full benefits, similar to that of other bears. This also ended around a century of segregation, and pandas started to move away from their place of immigration, Grenatia Province to other places. In 1958, Bob the Bear was created, part of a Ministry of Health program to encourage youngsters not to drink or smoke. In addition to this role, Bob the Bear became a popular figure as a role model in general, and even got his own TV show which lasts

The Labour-Worker governments in the 70s contributed to the development of the welfare state in the TBRE, with free education, healthcare, housing, the creation of organizations such as MINAHIK and Air Toyland, and the National Parks system.

The first female TBRE Elder-General, Geraldine Flansveld, was inaugurated in 1973. Bjorn Von Arkov, a Baren Party member elected President-Minister in 1978, led the TBRE to a much more capitalist path following the Loiwick Economic Miracle, while improving the TBRE's military capability through the development of Laltofian nuclear weapons in 1979 and the construction of a nationwide system of nuclear bunkers. The early 80s led to the Toy Island Cold Dilemma, when Bordoris decided to invade Krakozhia, and tensions in the Toy Islands were further exacerbated by the development of EM weapons by Tabi'atstan and the public assassination of Von Arkov. Under President-Minister Patrick Helark, tensions were defused and a demilitarized zone set up. The 80s also saw the TBRE transform its economy to take advantage of the Digital Revolution of the 80s, leading to the tecnological edge that the TBRE has today.

Edward Farnell of the Teddy Social Democrats became President-Minister in 1990, overseeing the creation of the Protectorate Republic of Valreșia, and the deployment of Laltofian troops to Rhandona to tackle the extremist Human First Party. In 1991, Farnell negotiated a Memorandum of Understanding between the TBRE and Tabi'atstan, leading to arms control and economic ties. This resulted in the "Friendly Times" which marked the end of large-scale hostility and social relations being improved.

In 1993, the National Liberals won the majority in the Chamber of Representatives for the first time, and simultaneously Rudy Schoener won the popular vote to become President-Minister, developing the island of Refugia as initially a refugee camp, and then later developing its industry and business. The first non-Teddy to become Elder-General was Frank Denvin, a human who was inaugurated in 1994.

On 2nd May 1996, led by Rudy Schoener, the TBRE, McFluffle Bunny Empire, Drondaria, Svaltestein, the Laltofian Confederation and Poldovia signed the Treaty of Barbergen, which set up the Barbergen Community that coordinates economic and defense policies. In 1997, the TBRE took part in the first ever Regional Games in Svaltestein.

Modern 21st Century Events

In 2002, the election of Mikhail Palchensky to the post of President-Minister resulted in significant social reforms, including the introduction of gay marriage and reform of the military into a purely professional force.

In 2004, the Baren Party proposed a government review on Ausberg Island, where the lack of jurisdiction due to territorial conflicts with Mountainland had led to a rise in national crime rates. On 9th November 2004, admist outrage by the Mountainland government and a breakdown in communication, the Ausberg Campaign began, with the Teddy Armed Forces supported by the National Police moving into the area. They met heavy resistance from local and mercenary forces. Fighting ended on the 29th November. In December, diplomats from both sides met and defined a border for Ausberg.

In 2005, the first bear and third Laltofian in space, Peter Deioek, reached the International Space Station on a shuttle provided by the United States. 3 years later, StarLand spaceships approached Earth on 12th June 2008, when they were intercepted by Teddy Air Armed Forces. They eventually landed at NATO Barentinvargen, where they were greeted by an international delegation, marking the first time Earth had encountered extra-terresterials. The TBRE subsequently signed the Treaty of Archiva, which limited the sharing of "future technology."

The TBRE electorate voted to join the new Alliance of Toy Islands in a referendum on 28th January 2013, and the subsequent approval led to the National Government signing the Charter on the 6th February; this marked the cullmination of the work of the Designated Transitional Authority for the Alliance of Toy Islands that had started in late 2010 to begin this process.

The TBRE is located in the region of the Toy Islands, situated to the west of Japan's Ryukyu Islands and surrounded by the Northern Pacific Ocean. The country lies between latitutes, and longitutudes. Due to the Toy Islands Disproportionate Size Phenomenon, the internal territories of the region are perceived to be roughly the size of Asia when viewed from inside the region, while any observer looking into the region from the outside perceives it to be roughly the size of Hainan.

The TBRE's "Home Territory" - referring to the territories encompassing its provinces, specially administered counties, and free city - stretches through the middle of the region in a U-hook shape. Consequently, it has a varied geography due to the extent to which its [x] main islands are spread across the region. The TBRE's total area (including its waters) is , while its land area is. Its coastline has a total length of . The TBRE's population density is inhabitants per square kilometre. Most of the populace are situated in major urban centres around the region, the most densely populated of these is the Toyland Municipal Area, around the capital Free City of Toyland.

The island of Nordica leads to the Ursa Group of Islands to its south, making up the provinces of Nordica and Toylando, respectively. The capital city, Toyland, is located in the Ursa Group of Islands. The Mersonnian Chain of Islands connects these islands with Putee and the Melanomesto Chain of Islands to the east; these collectively make up the province of Grenatia. The Nordwerbaren Archipelago is located to the northeast of these islands; making up the province of Nordwerbaren.

The TBRE shares a naval border with the Laltofian Confederation, Svaltestein, Tabi'atstan and Trevallyland to its north, its protectorate of West Valresia to the east of Nordica, the McFluffle Bunny Empire to its west, and Natural Green Land and Mountainland to its south. It also shares a land border with East Valreșia through West Valreșia, Tabi'atstan on the island of Mersonn in the Mersonnian Chain, Mountainland on the island of Ausberg as part of the Nordwerbaren Archipelago, and the McFluffle Bunny Empire on the island of Tonka.

The northmost part of Nordica, around Barentinvargen and and Actrophski county, is covered in glaciers and permafrost. The rest of Nordica is dominated by the Nordic Alps mountain range, the highest point of which is Daronalles Peak, part of the Armer-sur-vorkayre Range, at 6,532 (?) m. Only 129 people have attempted to scale it. The sea around Nordica island is the Nordican Sea; to its south is the Passage Sea and the Toke Sea with the Ursa Group in it.

Both the Ursa Group of islands and the Nordwerbaren archipelago are composed of forested islands, often with fjords cut into them. Around the Nordwerbaren archipelago is the Inner Dragon Sea.

Grenatia has rolling hills, flatlands and sparse pine forests. During the Ice Age, glaciers in Grenatia were thicker, and hence their eroding effects left the province with more flatter hil;s than in the rest of the country. The longest river in the TBRE is in Grenatia. The Vanhichen River is [x] long, with a catchment area of and discharge of at its mouth in the Grenarta Delta at the south of the island. Its source is at the Archiva Rolland Hillscape on the north of Grenatia. It passes by the Thibanus Stream, which has been developed as a canal. Surrounding Grenatia is the Putee Sea.

The TBRE land is not resource rich. Only the land in central Grenatia is arable, with the rest being too forested or soil erosion. ?

The TBRE also has two Overseas Territories in the region and one in the Arctic; it also has a protectorate to the east of Nordica. The Overseas Territory of Bah Island is in NGL's territorial waters and has a , while Dhambia and Gavinsky is located in Drondaria's territorial waters and is . The Arctic Overseas Territory is the TBRE's northernmost settlement, located on Island (coordinates), some from the North Pole. The protectorate of West Valreșia shares Valreșia Island with East Valreșia.

Climate

The climate of the TBRE's Home Territory is as diverse as its geography. Nordica has a Köppen Climate Classification of ET, while the extreme north, near Barentinvargenville, have near glacial conditions (with a Köppen Climate Classification of EF). Toylando, and Nordwerbaren are more temperate, but have more precipitation, with the highest average rainfall and constant dark, cloudy weather (and a Köppen Climate Classification of Dfa or Dfb). Grenatia and its surrounding islands have an overall Köppen Climate Classification of C, and have the warmest summers in the TBRE.

The temperature ranges for the TBRE is -30ºC in Barentinvargen, to 31ºC in Graskii. Snowfall is from 41cm to absolutely none in the southern parts of Grenatia. The average annual precipitation is 830mm.

Biodiversity

The TBRE is occupied by the three species of Ursa Teddius, or the teddy bear: Nordic bears are larger and generally white, and may be compared to the polar bears, Toylandreic bears are less furry, and may be compared to the brown and black bears, and Gratskailian bears are a mixed group of bears. 80% of the population are bears.
Of the 25 million people in the TBRE, 19% are Ursa Teddius Nord (Polar bears) (15.2% of total population); 47% are Ursa Teddius Toylandrei (Brown/black bears) (37.6% of total population) and 34% are Ursa Teddius Gratskaila (Others) (27.2% of total population).
Also, 20% are humans (Homo Sapiens, who mostly immigrated to the TBRE during the 19th century in order to do business with the new nation.

The TBRE is home to a wide variety of exotic animals. For example, the Swepartre (classification: Tritylodontidae Strodeiuma), which has been described as a “furry legged snake with the head of a dragon”, is a loyal common pet in the TBRE. There are two subspecies of the Tritylodontidae Strodeiuma: Dragonus, with a dragon shaped head with a longer snout, Rodunus, with a smaller snout.

Vorkfish is the most common fish in the Toy Island waters, and therefore is also a major delicacy. There are three species, of which only one is edible (the other two having poisonous flesh: Tahrikarnus, a very small vorkfish that live in small groups and are unsuitable for eating, Farinhanus, a larger vorkfish that is much larger, yet are still very thin, and are therefore unsuitable to be eaten. They are identifiable by the long, cartilleged antennae (an appendage) on their head that sometimes extends to their tails and their long jaws, similar to that of a sawfish. The last variety, Yakarivonia, is edible due to the lack of poisonous flesh. It is more abundant than the other two, and is also found on fish farms as a major source of food.

Ladybugs and Brocollian Beetles (Scarabaeidae Broconnian) are very common insects in the TBRE.

Politics
The TBRE has often been described as a unitary constitutional presidential republic; however, the validity of these terms have been disputed and debated by political scientists. Other elements that have been identified include geniocratic rule, nonpartisanship, consensus and direct democracy.

The government of the TBRE can be divided into four branches. Executive power is functionally exercised by the National Government, led by the directly elected President-Minister as the head of government and the Cabinet. It is aided in this task by technocratic ministry staff, the Chancellery, and the civil service.

The tricameral Congress of the TBRE makes up the legislature, responsible for law-making and review of government actions. The Council of Sages is a quasi-judicial academic upper chamber, the Chamber of Clan Seniors (or Senclan) is a nonpartisan upper chamber representing the regions and different sectors of society, and the Chamber of Representatives is the proportionally elected partisan lower chamber.

The independent judiciary, of which the highest court is the Supreme Court, enforces the Constitution, which is the supreme law of the land detailing the TBRE's system of governance and rights of citizens, and other laws. The Independent Commission audits the government, serves as the ombudsmen and runs regular elections to public offices. Senior members of these four branches make up the Elder Council, who advise the ceremonial head of state, the Elder-General, in exercising their constitutional duties. The Council also provides a forum of dialogue for working out political gridlock and matters of emergency or constitutional affairs.

The electorate of the TBRE is also able to directly present petitions, initiatives and proposals to the legislature for consideration. Both the electorate and the legislature may also call for referendums on significant issues, and refendums are required for issues such as the declaration of war.

Some executive and legislative powers have been conferred on local governments (see below), as well as international organizations such as the Barbergen Community and Alliance of Toy Islands.

The TBRE has a strong multi-party system, with three main parties throughout history: the center-left Teddy Social Democrats, the center-right Baren Party, and more recently, the centerist Teddy National Liberals. Smaller parties with representation in the legislature include the Teddy Greens, the Teddy Labour-Worker Party, the Pan-Laltofian Bloc for Teddy Nations, and the Party for a Teddy Homeland.

Administrative Districts
The TBRE is a unitary state, with any devolved power ultimately coming from the authority of the central National Government. There are a number of different types of first-level administrative subdivisions:

• 4 Provinces (Nordica, Toylando, Grenatia, Nordwerbaren), governed by First Minister in charge of a provincial Executive with limited delegated power and elected by a provincial Assembly. These are the former bear states that existed pre-Federation. Provinces are divided into (22+12) counties, which are further divided into 107 cantons / regions. [420 municipalities].
• 3 Overseas Territories (the Arctic Overseas Territory, Dhambia and Gavinsky, and Bah Island), functionally governed by an Executive Governer. The central government is represented through a Lord-Resident.
• Specially Administered Counties (Ausberg, Mersonn and Refugia) that are directly governed by the National Government.
• 1 Free City (City of Toyland), governed by a Mayor and City Council. It is a municipality independent of any other governing authority that reports directly to the National Government.
• 1 Protectorate (West Valreșia), functionally governed by a President in charge of a Cabinet. The TBRE is responsible for its defense and foreign affairs, but not internal affairs in practice. The TBRE is represented by a local Lord Protector standing in for the Protector-Regent, and is advised by a Teddy Lieutenant Protector liason.

Of these, only the provinces, specially administered counties and the free city are considered part of "Home Territory".

Judicial System and Law Enforcement

The legal system in the TBRE is the sole responsibility of the National Government, which has its basis in the Laltofian common law where the interpretation of laws are derived from ???. The Constitution of the TBRE is the supreme law of the country, detailing the functioning of the government and the basic rights of people in the TBRE.

The judiciary of the TBRE is an independent branch of government. It is responsible for regulating the judicial system and apply the law in the TBRE. It is also allowed to conduct judicial reviews to determine the legality of government actions. Its highest court and final court of appeal is that of the Supreme Court of the TBRE, which is empowered to interpret and test laws against the Constitution. It has 17 judges, including the Chief Justice, appointed by the Elder-General on consultation with legal panels, the President-Minister, the Minister of Justice and the legislature. A similar system is used to appoint judges to lower national / appellate courts and district courts, except it involves local government officials.

Law enforcement in the TBRE is primarily the responsible of local and auxiliary police bureaurs that report to their respective local governments, including provincial and city-level police. The paramilitary National Police Bureau under the Ministry of the Interior, primarily responsible for investigating and preventing large-scale crimes, and domestic intelligence gathering. The Independent Commission audits the government, investigates government corruption and enforces electoral law, with the Independent Commission Police Bureau. Other specialized agencies, such as the Border, Customs and Excise Department and the Environment and Conservation Enforcement Police, are responsible for enforcing particular areas of law.

The death penalty was abolished in 1965, revived in 1992, and re-abolished in 2011. There has only been two cases of the death penalty being handed out since 1992, both which were later repealed. Currently, the maximum punishment is 30 years, in compliance with the Rome Statue. However, if a suspect is still considered a threat to society or themselves, they may be kept for an indefinite number of five year terms.

Convicted offenders generally serve their terms in prisons are run by the Prison Service of the TBRE or in community service. Prisons are divided into low, medium and high security facilities, and are further divided into closed and open prisons. Efforts have been made in recent years to move away from a punitive system of justice to a rehabilitative one, and the reoffending rate has dropped to some 20%.

Foreign Relations
Due to the relatively small size of the country, the TBRE favours multilateral action, and as such is a member of a number of international organizations, including the United Nations, the Alliance of Toy Islands, the Barbergen Community and the Laltofian Commonwealth, NATO, and the WTO, among others. Its historical position as a major trading post between the region and the outside world means that is traditionally more friendly and externally minded than other countries; moreover, it is a recognized middle power due to its influence in interregional affairs.

The TBRE has significant ties with its fellow Laltofian states, with a particularly amicable relationship with the Laltofian Confederation and Svaltestein, thought it has a more tense relationship with Bordoris as their political views differ widely. Given the volatile nature of the politically diverse region, it also shares major social and economic ties with its fellow regional democratic states.

The TBRE has a complex relationship with Tabi'atstan and other CCS nations. The two disagree frequently on matters of foreign policy and sapient rights and are traditionally warring enemies, and yet have maintained friendly relations since the end of the Cold War and significant economic ties, with the TBRE being one of the few sources of western technology under various agreements.

Military
Main article: Military of the TBRE

The Teddy Armed Forces and the Home Guard are the military forces of the TBRE. They are responsible for protecting and asserting the sovereignty of the TBRE, defending and advancing its own and allied interests against both foreign and domestic threats, contributes to international peacekeeping and humanitarian projects , and works domestically in times of national emergencies. The Armed Forces consist of Land Armed Forces, the Naval Armed Forces, the Air Armed Forces and the Space Armed Forces, as well as the Electronic Armed Forces in theory; the Home Guard constitutes a separate branch of service, manned by conscripts and is only activated during an attack on "Home Territory".

Historically, regional stability has been volatile, leading to an emphasis on military spending and training that culminated in the effective military control over the government during the Second World War. Since then, the military has gradually been downsized and placed under civillian control, the most recent change being at the end of the Cold War when the conscript Home Guard was transferred out of the jursidiction of the Armed Forces. The Armed Forces are under the control of the Armed Forces Office of the Ministry of War, who are advised by the Chiefs of Staff. Although theroetically led by the Elder-General, it is functionally commanded by the President-Minister. It is an active participant in NATO and the defense component of the Barbergen Community. It maintains overseas garrisons in a number of locations, notably West Valreșia, Rhandona and Bordoris. Moreover, there is a NATO base in Barentinvargenville.

The Armed Forces have around [x] active personnel, with a total strength of [y] personnel, excluding the Home Guard. Conscription into the Home Guard is mandatory for both males and females with few exceptions. Training lasts up to 6 months, and up to another 30 weeks if they wish to go into another specialized unit. Conscripts retain their weapons at the end of their service. TBRE defense expenditure runs up to US$, some 2.5% of its annual GDP in 2013.

The TBRE's only weapons of mass destruction are its nuclear missiles. As a member of the Laltofian Nuclear Defense Agreement, it has been allocated a total of 70 deployable active Leviathan nuclear warheads, all of which are submarine launched. Under the principle of "parallel defense", it has not signed military treaties that Tabi'atstan have not signed concerning the use of biological and chemical weaopns, citing the right to defend itself against a much larger enemy.

The current Armed Forces are supplied by a significant and technologically advanced Laltofian military industry, exporting native equipment and technologies, although it also imports equipment from allied countries.

Economy

The TBRE has a mixed economy, a successful example of how capitalism can work in a socialist state, and is known for its highly skilled labor force thanks to education reforms.

Various products from the primary industry (like GM timber and fish) and scientific and technological (such as aerospace, computer systems etc) products constitute the great number of exports, and therefore a sizable share of the GDP. Major imports include rubbish, to which the TBRE is well known for converting into more useful products, various ores and weaponry. Finance, agriculture, shipping and tourism are also highly important TBRE industries.

Due to policies implemented by the Communist Party, income is relatively evenly distributed, and the Gini Coefficient is low at 0.27. The economy is characterized as one with a large public service sector, community-based private sector, and only a few large corporations.

It also has a highly-skilled workforce, with very little people opting for low-income jobs. This resulted in Employment Act Number 1849, which stated that, all people aged 18-24 must become part of the National Workforce for up to a year, and are presented with a low-skill, although necessary job, like a construction worker. The government had stated this was the only way to ensure that the TBRE keeps running on a basic level. However, following the creation of multi-tasking jobs, volunteer workgroups and incentive programs, the government repealed this controversial Act in 2012.

During the Communist Party rule, many companies were brought under or created by the government. Since 2002, many former public companies have now been privatized, especially the transport and banking industry, although some of their shares are still in government control. Most industries are not monopolies in the TBRE, something which comes in part due to government regulation. The few sectors with monopolies tend to be out of chance or a government-financed institution, such Teddy Aviation Industries.

Some 15 million people are working, around 97% of which have had a tertiary education or higher. Deregulation and privatization of economy are key driving factors of the economy, according to the OECD. Pensions are mostly public ones, and are paid through via tax. Private ones are also available as a complement of the public ones
The TBRE economy has been slowly growing, from the 50th most competitive economy in 1995 (when the crash was), to 26th in the world.
The TBRE has its own currency, the Tolar (Teddy Dollar Mark 4). The Central Bank of the Ministry of Treasury is focused on maintaining the Tolar’s competitiveness through rigid regulation, and hopes to be able to partially float it when the economy stables. The current exchange rate is currently T$1 to US$0.15.
The largest trade flows are with NGL, Starland, Natureland, Stormland and Mountainland (in that order) for the Toy Islands Region, and with USA, the European Union as a whole, the United Kingdom and Russia (in that order) for the rest of the world.

Transport and Infrastructure

The TBRE, being in the centre of the Toy Islands, is a major transportation hub.
Motorway networks, or the Teddy Autobahns, are some of the longest in the region, linking together provinces. The road network is 918 759km long.
Which side of the road people drive on vary - in Toylando and Grenatia, people drive on the left, and on the right in all other places. This is due to both cultural differences, as well as species differences (polar bears are left handed, for example).
High-speed rail which mirrors the roads Autobahn, the Teddy High-speed Express, also operates across the nation. Run in part by the government (being a shareholder), the rail service is operated by three companies to avoid a monopoly - Teddy Train Service (which consist of Transit for Toyland), Nordic Express Trains, and Teddy National Rail. In addition, high speed rail has been constructed between the various islands, and the Inter-Toy Express is linked between major cities on the west of Starland, Natureland, the TBRE, and NGL.
Water, which comprises a lot of the TBRE’s territory, provides an interesting problem. The solution has been solved by taking either small regional floatplanes, or larger turboprop aircraft. There are also high-speed jet boats and larger ferries, both operated by Teddy Water Linkways, National Boat Service or Toylando Ferry Service.
There are also several bus services, including the Nordic Coach Company, which operates long distance coaches, the Toyland Bus Group, which tends to operate municipal buses, and the Blue Bear Bus company, which is a competitor of the Toyland Bus Group.
There are several airlines in the TBRE - Air Toyland (flag carrier), Ladybug Airlines (subsidy of Air Toyland and Natureland Air), Nordic Air (mostly around Nordica and Russia), Air Bear and Bear Bear Airlines (Both which are part of the Bear Flight Group).
The largest airports in the TBRE are (in order): Poleemonland International Airport, Toyland International Airport, and Novaica International Airport.

Public Policy

The TBRE is one of the most developed welfare states in the world, with a highly efficient healthcare, education and social security net for all. The TBRE’s role as a welfare state has only come about during the Communist Party era, where, with a mixture of social and educational reforms, the TBRE has become one of the most equal and developed countries in the world, ranking highly on international tables for health, literacy etc. However, the current government, running on a semi-socialist and capitalist platform, has scaled back government spending in recent years in order to tackle rising government debt - something which came under control in 2011.

The TBRE’s stance on free trade has been somewhat undefined - although the current government still retains policies from the previous ones, for example imposing tariffs to protect vulnerable industries in the TBRE, it has adopted a policy of free trade for the most part.

Taxes in the TBRE are some of the highest in the world, up to 64%. Income tax (44%) (which pays for the use of government services (health, education)) aside, there are also several opt in and out systems, such as pension plans, transport benefits and a new system which enables participants to download as many songs and movies as they like for an extra 3% of their money. There is currently no tax on any luxury items.

Around 70% of the workforce is currently in a trade union of some kind. As a result of trade union demands and government policy, major companies tend to have some sort of government oversight representative on their executive board, which ensures that the company remains loyal to their values and main aim, rather than be focused on making money alone. In addition, around one in five people are employed in the public sector working for the government.

Energy

The TBRE’s energy market is one of the largest in the region, if not the world. Energy exports account for a sizable portion of the economy of the TBRE.

Out of a total electrical production of 259 800 GWh, around 60% is generated by hydroelectric plants, which are numerous thanks to the many hills and mountains the TBRE. A further 30% are generated by geothermal stations, 7% is either solar, wind or wave turbines and the remaining 3% are coal or gas powered stations. Fossil fuel technology is currently being scaled back in favor of greener energy solutions. In several referendums, citizens of the TBRE have rejected nuclear energy, believing nuclear power to be too dangerous to set up, with major concerns over used rods.

The TBRE has a vast amount of natural resources, such as oil and natural gas, but environmental regulation and general lack of interest means that most foreign and domestic business do not harvest such resources with the ferocity that one usually finds in other nations. However, oil rigs exist in the Toylando area to extract oil, which is mainly exported due to lack of use in the TBRE, whereas metals are hardly exported at all and are retained for domestic use. In addition, the TBRE claims sovereign territory over parts of the Arctic, and as a result has also made resource ventures into that area.

Most vehicles in the TBRE use alternative fuel sources, such as biofuels, fuel cells or electrically driven cars, and so petrol is not commonly used.

Science, Technology and Research

The TBRE’s economy is mostly sustained by its science and technology businesses. There are a great many companies which are based in the scientific and technology fields, and with the increasingly strict environmental laws, most factory companies turned to such fields as well. The TBRE is especially focused in developing electronics and green energy, which it exports to various countries for use. It has also started to delve into the areas of molecular construction, developing new stronger and safer materials and chemicals.

The TBRE is also well renowned for its academia, and there is a wealth of academics (especially scientists) in the TBRE. The Ministry of the National Archives and History Keeping is the science, technology and research Ministry of the TBRE, and is well-renowned for its National Archives, one of the largest in the world. They are host to a variety of Teddy and international artifacts in an area covering most of Northern Archiva County. The National Archives are generally closed off, and a academia can visit if their application is successful. A general tour is also held for the general public, and some parts of the National Archives are open to the public on various days.
MINAHIK also funds several international scientific projects, such as a telescope array in Nordwerbaren.

The Space Agency of the Ministry of the National Archives and History Keeping is also involved in various space programs. They are active members of the International Space Station program, and currently have 14 satellites in orbit (in association with various private companies).

There have been a number of famous scientists in the TBRE. Dr. Arkos Uzumati (1898 - 1967) was a famous scientist who lead a group of researchers in discovering the Innate Teddy Complex, which explained why teddy bears transitioned into more civilized beings. In addition, Artur Benet (1914 - 2001)help come up with the initial cure for Benway’s disease (better known as fur cancer), which affects thousands of bears a year, and Bjorn Gerben (1966 - present), who has created several new substances (efficient oil and plastics) which are integral to manufacturers who use such materials in their work. Cody Tatum (1967 - present) is a climate change scientist who has helped develop various green technologies, and Cornelius Nanook (1959 - present) is an astronomer who has participated in international space programs.

Education

Public education is provided by the Ministry of Education for free, although private institutions (the only difference usually being that the school follows a different curriculum) do exist.
There is no requirement to wear a school uniform, although many schools do have uniforms for sports and academic teams.
The national curriculum, operated by the Ministry of Education and assessed by the National Examination Board, focuses not only on hard skills, but also on soft skills. These are marked through various methods, especially coursework (such as in the form of projects).
Public kindergartens are free starting from the ages of 1 - 5. Education in the form of primary school is provided from the ages of 5 - 11, starting from Year 1 to Year 6. Primary school focuses on preparing students to develop a wide skill set, and also to develop interests in subjects proper. It also begins providing some foundation-level hard skills in various subjects, like English and Maths. Secondary school is also free, from the ages of 11 - 18 from year 7 - year 13. In Year 11, students generally undergo Teddy Certificate of Secondary Education (Tedcse) course, with examinations throughout the course. In addition, in year 13, students take the Teddy Secondary School Diploma (Tedsod) course, again with examinations throughout the course.
Although it is not compulsory to go to a public kindergarten, it is law for children (unless in special circumstances) to attend Primary School and up to the Tedcse level.

Public Holidays
The TBRE has 20 days of bank holidays, which makes it one of the countries with the most off-days in the world. In addition, it officially has Sundays (and practically Saturdays) off. The reasoning behind this was that the Teddy Communists, when they were in power, believed that more frequent rest would be beneficial to the general working attitude of the populace. As a result, some holidays were created to ensure that around two were in each month, and evenly spaced out.
If a holiday falls on a Thursday, the nation takes Friday off, similarly, if a holiday falls on a Tuesday, the nation takes Monday off as well.
