Languages used in official situations

Postby Merfurian » Sat Feb 11, 2012 3:02 am

What languages can be used in official situations in your nation - for example, in National Parliaments, in National Courts or in other such situations?

In our nation, all the following languages are recognised as co-official languages:
English
French
Spanish
German
Galician
Thai
Traditional Chinese
Russian
Hindi
Arabic

In Parliament, a Representative may use any of these languages, however, English is the common language between Representatives. This means that where a Representative's chosen original language cannot be translated into another official language, then the language will be translated into English. Thus, all Parliamentarians must have a good knowledge of English
The Code of Languages states:
Section 125 - Languages in Parliament
In both Houses of the Union Parliament, a Representative may use any of the following languages:
a) English
b) French
c) German
d) Spanish
e) Galician
f) Thai
g) Russian
h) Traditional Chinese
i) Arabic
This right shall be inviolable, and therefore, appropriate provision of interpreters and translation services shall be provided by the State. To ascertain the required amount of interepreters and which languages will be used, all Members must complete a Languages Declaration before each term of the Parliament. Where such provision is impossible, then Section 125bis shall apply.
Section 125bis - Where a language cannot be used
Where, after being reasonably proven on the balance of probabilities by the Registry to the Parliament, it is impossible to provide one language because of a lack of interperters or translation services, then the English language shall be used instead

In Courts, participants may use any of the above languages, but the common language shall be Law French. Defendants also ahve the right to use a language of their own choice, so long as they provide notice to the Registry at a minimum of two months before the scheduled start date of trial.
Relevant section of the Federal Rules of Criminal Procedure
Rule 34 - Languages
All Participants shall be entitled to use any of the co-official languages. The Courts shall therefore ensure that there is interpretation and translation available for these languages. In order to ascertain the required number of interpreters required, as well as to ascertain which languages other than Law French shall be used, a Languages Declration shall be completed by all Participants (except the Registry, who shall use Law French) and submitted to the Registry a minimum of one month before the scheduled beginning of proceedings. For languages not on the list, please see rule 34ter
Rule 34bis
Where a Language cannot be used due to an inability to provide adecuate language services, Law French shall be used in its place for counsel and judges, and the defendant shall receive translation into one of the nine official languages of their choice
Rule 34ter - languages not on the List of co-official langauges
The list of co-official languages does not represent the only languages permitted in procedings. Should the defendant or his counsel opt to do so, they may use their own language, so long as notice is given to the registrar a maximum of three months preceding the scheduled start of proceedings, in order that adecuate staff may be trained in the requisite language

With our president and the Ministers, they all understand each of the nine languages, so any of them can be used. Translation services are provided by the State.

The language declarations that are often mentioned are the following

The official language is English, which means that all official legal documents must be printed in the language. However, this does not mean other languages cannot be used: politicians may give speeches in their native language (provided it is translated) and a court proceeding may be printed in English and the languages that the parties involved speak, for example.
Regional recognized languages (not necessary for legal purposes, though) include French (Toylando Province, Nouvelle Province), Russian (Nordic Province), German (Northeastern Province) and Chinese (Grenatia Province).

Legal documents are always printed 3 times: in English, Scottish Gaelic and Tamaer. Our judicial system provides judges speaking each of those 3 languages and if translation is needed, the government will attempt to provide a translator.

The official and preferred language is Yiddish. However, there are minority languages with co-official status which can be used in official situations as well: English, Russian, French and the native languages.

The language of the court is the older Amtspreuss dialect of the High Prut language, a language genetically related to Low Prut, but specifically created for clear, straightforward and comprehensive communication - e.g. no word in High Prut has a synonym or double meaning. The Amtspreuss, literally Bureaucratic Prussian or Bureaucratic Prut is a very, very formal and exact language, which ironically can't even be properly understood by a good part of the populace without training. While training in the language is freely available, few people choose to voluntarily learn it properly if it's not required by their profession. Generally, Amtspreuss isn't that much different from the sociolects of other official "languages" which are seldom understood properly by those who are not active in the field where the sociolect is used, Law in this case.

However, Amtspreuss is mostly used for speedy communication and archiving. Most public court proceedings are done in Low Prut, the official lingua franca of Neo Prutenia. In specific areas of Neo Prutenia a different language may be used in court. In example, in the Hesperia area, Catalan is used far more commonly, since that's the native language of the area. Further, in the field of economics and diplomacy, German is often used as well, since it's the official language of trade and negotiation and French, in modern times French of the Ardan dialect, is a language often seen in court and there are several loanwords and expressions used officially in court which are entirely in French - e.g. Une dame d'un certain âge (A lady of certain age), in a Prut court, the age of a lady is never publicly stated - and it's pretty much requirement and a point of honour for a judge to speak French.

All in all, here's the language list:

High Prut, Amtspreuss dialect - Preferred choice of language
Low Prut, Aschenkeiler dialect - Common choice of language

Catalan - common in Hesperia area, acceptable everywhere else
Raionese - common in Raion no kuni area, acceptable everywhere else
Serbian - common in Veleslavia area, acceptable everywhere else

German - acceptable in context of economic and diplomatic laws, preferred by Hansa and other Corporate groups
French - de facto acceptable everywhere out of tradition

For every other language a translation must be officially requested and often paid for by the requester.

Mediterran is used nationwide. English, as the secondary language, can be used along with Mediterran. However in certain cantons regional languages can be used, depending on the situation, and in some regions where there is a majority that speaks another language, that language can be used, again depending on the situation (e.g. a canton with an Italian majority in the population may use Italian, depending on the situation).

Mediterra is divided into 12 cantons, including the Capital Area of Mediterränea.

Pucklish and more

Postby Western Puckland » Sat Feb 11, 2012 5:36 am

Legislation recently adopted in the Democratic Republic of Western Puckland reiterates that pucklish is the official language of Puckland, but that all other languages are to be taught in school starting at the fourth level of primary.

While official communications and national cultural events are conducted in pucklish, English and French are the two languages mostly used in business and crime.

In Patria Nueva the official language is Spanish and Portugese, Spanish though is the dominant language in the most provinces but in provinces like Paraná, Santa Catarina, Rio Grande do Sul and Minas Gerais the biggest language is Portugese. Because of that all national documents must be translated into both Spanish and Portugese and if you want to be for example a teacher, police officer, doctor, soldier or a goverment official you need to be fluent in both languages.

A new law in Patria Nueva is that all schools must be able to teach both children with spanish as their mother tounge and those with portugese as their native tounge. By that the language of education changes by weeks, for example, one week every teacher speaks spanish to the children, next week only portugese is allowed, and so on. The goal is to make the coming young generation 100% fluent in both languages.

All official documents, court trials, street signs, and schools, along with anything done at federal level is done in Radiatian.

However states with another official language will often do things bilingually, or give the option of using the local language.

Yannian, or Yannslands as it's locally known, is Yannia's official language, and is used in all official situations.

However, the official minority languages (Salish, Icarian, and Cwamish) are also used where appropriate, but only alongside Yannian.
Yannia's nation page contains an error. The population should be in millions, not in billions.

The official languages are English, French and Spanish and all business is carried out in one of those languages - although English is most commonly used, with translators provided if one party is unable to speak that language.

All official documents have to be simultaneously released in all three languages.
Please note: Central Lothian is the direct successor to Mid Lothian*. As a result, I am still called Rebecca, I am still a Grammar Nazi and most information pertaining to ML also applies to CL (although I will be taking this time to change a few things).
