After the collapse of Mussleburgh, the local bat worshiping religon based in Torwin took over Halgrond. The man who leads this religion, The High Bat, who’s real name has been forgotten, established himself as dictator over Halgrond. Everything was immediately put under government control. There were a few rebellions, but they were quickly stamped out.

5. Government Structure and Religious Structure
Image
Halgrond is a theocratic totalitarian dictatorship. The Bat Master lives in the the capital city Torwin. He is head of the government and church of Halgrond which are indistinguishable from each other. The High Bat appoints someone to be The Lesser Bat to be his successor. Under The High Bat are 6 Wings each lead by a priest appointed by the High Bat. The Wing of Progress controls the economy (see section 2). The Wing of Defense controls the Holy Forces of Halgrond (see section 4). The Wing of Justice is the police force of Halgrond. The police are called The Holy Enforcers. There is no judicial system in Halgrond. The Wing of Worship dictates the religious laws all people are to obey. The Wing of Truth controls the media of Halgrond. Only the radio and TV stations aproved by the goverment are allowed. There are only 4 for both TV and radio. The Wing of Knowledge controls the education system. The High Bat's word is law and he can veto any decision made by others in the government.

5. People and Culture
The people of Halgrond are nearly 100% Halgrish. This is largely because Halgrond's borders are closed. The official religion of Halgrond is The Church of Halgrond. Most of daily life in Halgrond is centered around religion. The High Bat is considered to be a God. Every day speakers broadcast propaganda in public areas. Once a week there is The High Bat's Holy Message to the People, when everyone is required to watch the High Bat speak. At the end of The Holy Message everyone recites a prayer to the Holy Bat:

"We pray to you, oh lord of all,
To make the rain fall,
To make the sun rise,
To give us life,
To save us from our enimies.
To bring prosperity to all the nation.
You are the holiest.
You have the power of the bats on your side.
You alone keep Halgrond a light in a world of darkness.
All Glory to the High Bat!"

The people of Halgrond belive that the High Bat has divine power and can control the weather. They also think that they are better off than the rest of the world. In addition to worshiping their leader the Halgrish also worship the bats of The Holy Mountain. It is against the law to kill a bat. Once a year during The Week of All Bats, The High Bat visits the Bat House on the Holy Mountain. He is supposedly speaking with the bat's during his visits.
