What's the retirement plan and salary like?
Also college and healthcare benefits.
Those are the four biggest things for any armed forces member IRL.

Well I still need some incentives for them to serve. I generally look for minor annoyances that add up over time. No smoking isn't bad, neither is no sex, or alcohol, or turrible food when alone, but when added together they start to make life slightly worse. In other words, I am looking more for minor discomforts.

'Cheap deal', 'Special offer' and 'Good price' shelter sheets (by that, I mean they leak reasonably easily).

So let them sleep in their combat gear.
If there is anything more annoying than the cold, it's a smelly uniform.
Besides, they are indoors so their body heat will keep the barracks somewhat warm.

Barracks buildings aren't usually insulated unless they're a permanent structure.
Otherwise they are plywood walls with dividers.
So their body heat goes out their body and outside, and sleeping in your uniform can cause fungal infection and skin disease tbh.

Meh, my bureaucratic problems generally seem to just be the fact that we need to have everything documented or standardized. Wanna shoot off some fireworks? Need a license (documentation). The military cannot afford to supply different equipment to men and women (they actually can) so in addition to male condoms men are issued tampons and female condoms, while females are issued male condoms in addition to tampons and female condoms. On the bright side, on the very few occasions when soldiers have sex with each other they have double the protection.
Also since the officers already have significant power (hell they can execute their soldiers on the spot with no immediate consequences if they are in combat not that most would) perhaps soldiers are only allowed to speak when they should be asleep, when they are on leave, and during a small free time during the day. Every other time of the day they have to request an officer for permission to speak. May may not be the most followed rule, but it still would be annoying when a very traditionalist or disciplinarian officer punishes recruits for talking.
How could I justify such a retarded level of discipline? I have been thinking of having my early military based off of crusaders, but slightly more idealistic (yes, believe it or not, I am making something in my nation less grimdark than real life). This carries over through the generations from the soldiers simply trying to avoid being too evil, to extreme levels of discipline.
