The [region]Australasian Democratic Union[/region] was founded by [nation=short]Rational Nobility[/nation] on May 17, 2011. Two days later, Spenzerous 2 moved in and became the region's first WA delegate at the end of the month. [nation=short]Spenzerous[/nation]'s future successor, [nation=short]Lazor Eater[/nation], moved into the region a day after him. The first embassy established by the ADU was with the now-defunct Australasian Democratic Republic Society. [nation=short]P0ptropica Forever[/nation] best summarized the growing region in his popular limerick, written on June 26, 2011:

[size=180][b][u][anchor=TDS]The Delegacy of Spenzerous[/anchor][/b][/u][/size]

Among Rational Nobility's first actions as founder was to welcome Spenzerous into his region, but he was inactive from that moment on. As the WA delegate, Spenzerous found himself in a position of great power, particularly after Rational Nobility ceased to exist on June 13, 2011. A week after the ADU became a founderless region, Spenzerous began handing out positions in the regional government, including the appointment of [nation=short]Icamera[/nation] as the first Under Secretary-General of Defense and Lazor Eater as the first Under Secretary-General of Foreign Affairs (most other government officials did not participate in regional affairs).

Icamera was rushed into duty when he received the following telegram from The Desert of Lost Laden only a day after being sworn in as the new Secretary of Defense:

[box][i]"Consider your region and mine at war. I despise your nation's utter love of justice. You shalt be conquered once the full armies of [The Shadow of] Mordor and Khand are developed."[/i][/box]

In response to the threat, Spenzerous password-protected the region, displaying the password ("democracy") to ADU residents. Further intelligence showed that [region]Mordor[/region] and [region]Khand[/region] had no WA members, and the password was lifted the next day. However, this information proved to be misleading, as it was soon discovered that the "Mordor" specified in the telegram was actually referring to [region]The Shadow of Mordor[/region], a region consisting of over 100 nations (it was later discovered that most of its population consisted of puppets). Icamera began to report on The Shadow of Mordor's raids, many of which failed due to returning founders, as well as its attack capabilities and WA membership. One such raid was the invasion of [region]Minas Tirith[region], the designated capital of the region [region]Gondor[/region], which led to Gondor declaring war on The Shadow of Mordor and provided Spenzerous and Icamera with an excuse to forge an informal alliance with them. A day after the Minas Tirith raid, a solid partnership with Gondor was created to protect the ADU from The Shadow of Mordor.

Eventually, the founder of The Shadow of Mordor, [nation=short]Mordorians[/nation], noticed the ADU's reports on his region's activity in the RMB and began peace negotiations. The talks quickly spiraled downward due to the ADU's allegiance to Gondor, and culminated in Spenzerous's decision to ban Mordorians from the region. Shortly afterwards, The Shadow of Mordor mentioned its alliances with large regions such as [region]The Greater German Reich[/region], [region]Skyrim[region], and [region]Lone Wolves United[/region] for the first time, although these claims were at first dismissed.

Unfortunately, Spenzerous was ejected from the WA for rules violations on July 23, 2011, ending the 52-day reign of the ADU's first WA delegate. Spenzerous created puppets (including The Serene ADU, his current main nation) which were able to join the WA, but all were ejected before they could be elected delegate, and the delegacy was passed on to the nation with the second-most endorsements: Lazor Eater.

[size=180][b][u][anchor=TWDLE]The Wartime Delegacy of Lazor Eater[/anchor][/b][/u][/size]

Perhaps because of his anger at being banned from the region or his hope that he could finally succeed in conquering a region, Mordorians announced his intent to invade the ADU on his regional message board soon after Lazor Eater assumed the delegacy on July 29, 2011. After being informed of this by Icamera and [nation=short]Omaland[/nation], a resident of Gondor, Lazor Eater created a password ("grunts") and displayed it to residents. That same day, Mordorians once again mentioned his alliance with Skyrim, an alliance which would play a major role in future events.

At the time the password was created, Mordorians was hiding a puppet, [nation=short]Bowow Gracefully[/nation], in the region (later developments reveal that this may not have been the case). Another puppet, British Rock Land (believed to be owned by an LWU member), was also sleeping there. Mordorians allegedly forwarded the password to Skyrim, who forwarded it to Lone Wolves United, who forwarded it to [region]The Black Hawks[/region]. The latter two major raider regions decided to take advantage of the opportunity, and a combination of LWU forces supported by members of TBH managed to successfully crash and capture the region on July 31, 2011.

All communication between members of the ADU was conducted via telegram while the raider forces gloated on the regional message board. Over 15 nations were endorsing Port Heiden, the raider point man, and the situation looked grim. Icamera got in touch with the Founderless Regions Alliance and collaborated with them to organize two liberation missions on August 1st. Unfortunately, both missions failed (the first due to an error in determining the update time, the second due to unknown causes), and more reinforcements were sent by LWU.

[b]LIBERATION ATTEMPT #2 CASUALTIES:[/b] [i]Unknown[/i][/box]

The tables turned on the raider forces when Port Heiden was ejected from the WA for rules violations, and the FRA was able to reinstate Lazor Eater as WA delegate on August 4, 2011. There had been a glitch when Port Heiden lost his WA status and he was still able to banject some of the FRA forces, but site moderators fixed it and cleared the banlist of those banned by Port Heiden during this time. The FRA team stayed in the region for a short period of time as the transitional government, with some leaving to participate in liberation missions elsewhere. The ADU formed a military alliance with [region]Westphalia[/region] on August 11, 2011 once all FRA members departed the region.

[box]"[b]Westphalia-Australasian Mutual Defence Treaty of 2011[/b]

[i]Be it resolved, by the respective governments of the Westphalian Reich and the Australasian Democratic Union, in the spirit of friendship and mutual cooperation, that the provisions of this treaty shall be effective, subject to the domestic laws of each region, by the 1st of October, 2011.
Permanent Legation to the ADU: The Westphalian Reich shall have the right to station a maximum of two members of the Westphalian Guard in the Australasian Democratic Union, who shall function to facilitate communications and military coordination between both regions. This legation shall not engage in hostile actions.

Military Cooperation: Both regions shall be pledged to aid in the defence of the other from foreign offensives.

Renewal: This treaty must be renewed every year by the governments of both regions."[/i][/box]

However, the ADU found that it was still vulnerable to attacks when its protectorate and fallback, [region]The New Australasian Democratic Union[/region] was nearly captured by LWU puppets during a period of inactivity from Spenzerous (the founder of NADU). [nation=short]LeapFroged[/nation] was elected WA delegate of TNADU, created a password, and began ejecting all residents after accumulating enough influence. TNADU ceased to exist after all residents were gone, but [nation]Frattastan[/nation] (an FRA trooper) refounded the region at the update before LWU was able to. He transferred the founding nation to Spenzerous, thus quashing the raiders' small attempt at revenge.

[size=180][b][u][anchor=TPE]The Postwar Economy[/anchor][/b][/u][/size]

A month after the ADU invasion, the FRA occupation now ended, the region began to recover. The ADU received some new immigrants, the regional message board was becoming quite active, and Icamera proposed the creation of a regional currency system. The idea, posted on the regional message board on August 29, 2011, was met with enthusiastic support by other residents. Voting began on what the new currency would be called, and the ducat (P0ptropica Forever's national currency) was chosen. A day later, the 'eth' was selected as the symbol of the currency. The draft of the currency system was revealed by Icamera a day before the 7 businesses in the draft were put up for auction on September 11, 2011. After several notable bidding wars between [nation=short]Homelands Our[/nation], Icamera, and [nation=short]Ceator[/nation], the auction ended on September 21st.

Ceator became the first business owner, opening the Casino shortly after winning it in the auction. This kicked off the regional economy, consisting of the 5 original Ducatzone members (Icamera, Homelands Our, Ceator, The Serene ADU. On September 23, 2011, Homelands Our proposed the creation of a Bank, and Ishabad proposed the creation of an Embassy. Two days later, Ceator proposed the creation of an Auditor, leading Icamera to come up with the idea for a tax system. Ceator suggested a progressive tax on September 29, 2011, which was accepted by the Ducatzone and put into place on October 4th. November 11th saw the creation of 10 functioning businesses as Ishabad's proposed Embassy became a reality following the Homelands Our's suggestions of a Bank and Sports League a month earlier.

The first edition of the ADU Times went into circulation soon after the tax system was instituted. Despite its massive popularity, the regional paper would only print a single issue, a sign of things to come for the economy. The loss of The Serene ADU to inactivity was felt not only in homage to his past delegacy, but to his present involvement in the economy. The subsequent departures of Ishabad, [nation=short]Rogue Sharks[/nation], and Homelands Our sealed the fate of the Ducatzone, effectively ending the short-lived idea.

[size=180][b][u][anchor=FGSI]Fear, Growth, Scandal, and Interregionalism[/anchor][/b][/u][/size]

Meanwhile, the ADU's post-invasion sense of security was shattered when Pioneers 555 sent a telegram to Lazor Eater warning of a possible raid from [region]The Axis of Evil[/region] on September 30. Remembering the mistakes that allowed the region to be raided by LWU, Lazor Eater created a password that was withheld from most residents of the region. Secretary of Defense Icamera began looking into this, and the Threat Level was gradually lowered from HIGH to LOW as investigations found the threat to be minimal and likely nonexistent.

After over three months of peace, the ADU was forced to increase its vigilance one more as Mordorians was revived after having CTEd for a sizeable period of time. As if the return of the ADU's worst enemy was not enough, [region]Bobs Raider Puppet[/region] arrived in the region following a raid in one of Gondor's allies. Icamera consulted the well-known defender [nation=short]Mahaj[/nation] before suggesting the courses of action that could be taken. In the end, Lazor Eater opted to ban the suspicious newcomer, who lived up to his name by joining the occupation of Stargate upon being sent to The Rejected Realms.

A day after the banjection of the unwelcome visitor, Icamera began experimenting with NationStates' "new nations" API. With this new tool being used to improve the efficiency of telegram ads, recruits began pouring into the ADU, starting with Manchuriland on the 5th of January and resulting in a 150% increase in membership, a record of 8 recruits in a single day, and a swell in the population which peaked at just under 40 nations. The new arrivals were treated to the ADU's unofficial [url=http://www.youtube.com/watch?v=0AK-C0ujQck]regional anthem[/url], which was created a week after the first flood of immigrants. However, either the recruits' aversion to banjos or more likely, their inactivity, most wound up CTEing. This, combined with a frustration over being forced to compete with auto-TG scripts, resulted in a decline in population to what it once was, albeit with more WA members. It was at this time that the Spenzerous returned from inactivity to give a sobering announcement:

[box][i]"I must be true to the people... I was The Desert of Lost Laden, and I instigated the war between Gondor and The Shadow of Mordor. I essentially owned TSoM, more or less was Mordorians's comrade. I was the one who instigated the raiding of our region, by giving away the password. I was basically the ruler of multiple regions, involved in countless NS governments. You must realize my actions were not in vain. I did what I needed to do in order for our region to get the publicity it needed. It certainty worked as well. I understand I may be thrown from this region, but I thought you should know the true history. If you have specific questions, message me. I'm just saying, our history may not be what you all think it to be..."[/i][/box]

Although the stunning turn in events left ADU old-timers shocked at the former delegate's actions, as well as shed light on certain curiosities (such as Spenzerous's ejection from the WA at the same time as The Desert of Lost Laden and Icamera's discovery that Emuhlee, later found to be Spenzerous's puppet, was controlled by Lost Laden), the region expressed its forgiveness towards Spenzerous, whose importance to the region's history and growth far outweighed his controversial under-the-table activities.

Meanwhile, the ADU was beginning to develop an increased presence on the interregional stage. The Westphalian-Australasian Mutual Defense Treaty was not renewed, nor was the invitation to a roleplay run by [region]Renaissance[/region] accepted, but the ADU's first true ally (aside from perhaps Gondor) was finally found in [region]The Allied Republics[/region]. Following an offer from an ambassador of TAR, Secretary of Foreign Affair Icamera began seeking tighter relations with the region for the purpose to improve regional security. He and [nation=short]Tatu Rama[/nation], TAR's Secretary of State, immediately began working on a treaty to cement the alliance, and the ADU's first self-driven effort to form an interregional partnership succeeded.

[b]ADU-TAR Treaty[/b]

[i]To whom it may concern or to whom it may belong, it is hereby and formally announced that the regions Australian Democratic Union and The Allied Republics have joined into this binding military and economic partnership designed with the paramount goal of diffusing the tenets of good-will and freedom to all nations that fall under our respective banners.

I.   An eternal and universal Peace shall settle between the Australian Democratic Union and the Allied Republics and a perpetual and sincere amity. No invasion or attack shall be waged between the two regions. Each respective government shall refrain from organizing, preparing, and inciting acts of hostility and threats between all nations that fall under this treaty.

II.   Each Party shall view probable attacks and threats to their own sovereignty as extensively shared with the other region and shall maintain timely communication with each other in accord.

III.   Either Party may construct Embassies with any other Regions they wish, without seeking approval from the other. These secondary alliances shall viewed as the promotion of democracy and free will.

IV.   Each Party shall fully recognize this Treaty and the bond of these Regions publically in their World Factbooks. Each shall establish and keep each other's Embassy in one of the top 3 positions of all Embassies.

IV.   In times of conflict and/or peace, nations from either party shall be allowed and accepted as visitors in friendship and good will, all when circumstances are permitting.

V.   Economic endeavors with other regions shall be respected, receiving no intervention from naval forces belonging to either party. Trade between the Australian Democratic Union and the Allied Republics shall be invited by a discounted tariff price starting at 5%.

VI.   This treaty will be renewed annually, on the first of January, as well as renewed with any change in leadership within each Party's respective governments.[/i][/box]

In order to avoid a repeat of the cooling of relations which occurred following the Westphalian-Australasian Mutual Defense Treaty, Icamera maintained an ADU presence in The Allied Republics by stationing the puppet ADU-TAR Ambassador there and continuing to participate in its RMB conversation. It was this that resulted in the ADU's subscription to the [url=http://forum.nationstates.net/viewtopic.php?f=12&t=164955&p=8461054#p8461054]Scribian Journal[/url], a newspaper reporting on the various current events of The Allied Republics. TAR reciprocated four days later, as its founder [nation=short]Ucinple[/nation] sent a puppet of his own to keep tabs on the ADU's internal affairs.

Unfortunately, the alliance did nothing to prevent raider puppets from using the ADU as a launch point, a large number of which began doing so after the regional update times were re-jiggered such that the ADU became one of the latest updaters. In addition, a vicious and brutally swift raid was executed by [region]The Anti Joke Army[/region], and the region was once more forced to deal with the pains of occupation by foreign forces (Note: This happened on April 1st. Just saying...). Despite these minor annoyances, the ADU's history was changed forever as the return of its founder, Rational Nobility, ushered in a new age of peace and security.

-Puppets may be used so long as you confirm that it is your puppet



Rules for proposing new businesses:

1. You must describe the services it provides, prices, etc.
2. It must be approved (ideally by the entire region, but maybe just by the Minister of Finance).
3. It must be easy to participate in, and it'd be nice if it were easy to run, too.
4. After the business is approved, it can be bought for Ð150, with the proposer having first dibs. If the proposer is inactive for a week after the business is approved or declines to buy it, it will be put on auction. 50% of the winning bid goes to the proposer and 50% goes to the tax fund.
5. No duplicates.
6. Once you own a business, you may do what you like with it. Feel free to change prices and rules, as well as create new products (so long as they are related to your business)

Questions about the Tax System

-Amount: % of money or a flat tax? How high or low should it be?
-Frequency: Once every week, month, year, decade...?
-Size of Tax Fund: Should tax days be skipped if the tax fund is at a certain level (Ð1000, for example)?
-Uses: Will be used to pay Tourist Agency, but should it be used to give new arrivals the starting Ð1000 (example: Ð450 in the tax fund and a new member arrives; Ð300 goes to the Tourism Agency and the rest is given to the new member, who then receives Ð850 in "magic money")?
-Inflation Control: If we get new arrivals, should some of the tax ducats be destroyed or kept in the fund? Similar question to last one.
-CTEs/Left Region: What should be done with the funds of nations no longer in the region? Should they be taxed, should they be taxed at a higher rate, should all their money go to the tax fund?



-Taxes collected once a month
-Takes 0.1-10% of all Ducatzone members' total money
-Puts the money into a tax fund
-Taxes will not be collected if the tax fund has Ð600 or more
