Hey Imagey, can you take my flag and morph it into a small ball on a rectangle, and have stars surrounding the ball and two bengal tigers; one above the ball and one upside-down below the ball

I would like to have a coat-style Soviet republic that combines these two coats with the main elements of this roundel.
