First Mandate: The life of the Imperial Citizen is a precious thing to only be spent in defense of the Empire against the warmongering hordes of inferiors and outsiders. As such, neither the Imperial Government, any Imperial Citizen nor any representative of the Imperial Government shall take the life of any Imperial Citizen without justification.

Second Mandate: The pursuit of prosperity is vital to the prosperity of the Empire and to the everlasting righteous war to rid the world of the barbarians whose mere existence infringes upon the livelihood of the superior races. Neither the Imperial Government, any Imperial Citizen nor any representative of the Imperial Government shall restrain a citizen from pursuing wealth, happiness and prosperity without justification to do so.

Third Mandate: Knowledge of protection of privacy and peace of mind is vital to the Imperial Citizen, in order to allow him to concentrate on the Empire's pursuits. As such, neither the Imperial Government nor any representative of the Imperial Government shall conduct neither search nor seizure without either a written warrant or immediate justification.

Fourth Mandate: The maintenance of a militia of the Imperial Citizenry is equal in importance to the maintenance of the Empire's regulated standing armed forces. As such, it is the right and patriotic duty of each and every Imperial Citizen to keep and bear arms in defense of the Empire, a right and duty which shall be infringed upon by neither the Imperial Government nor any representative of such.

Fifth Mandate: It is the right and duty of the mentally and physically fit Imperial Citizen, regardless of race, gender, ethnicity or creed, to serve in the Empire's standing armed forces for a period of no less than four years, or however long the needs of the Imperium or will of said Citizen dictate. It is also the right and patriotic duty of the Imperial Citizen to accept his death sentence should he or she refuse.

Sixth Mandate: Neither the Imperial Government nor any Government that derives Power from the central Imperial Government shall order a criminal sentenced to death except in the case of a Major Offense (as defined by the Ministry of Justice.)

Seventh Mandate: No Citizen of the Empire nor any person of the Superior Races shall be taken as property or be forced to perform labor without compensation, the exception being in cases where a representative of the Ministry of Justice has deemed slave labor to be appropriate punishment.

Eighth Mandate: Neither the Imperial Government nor any Government which derives power from the central Imperial Government may in any way adopt any of the following legal or government systems: Communism, Marxism, Leninism, Socialism, Shariah Law, National Socialism, Stalinism, or any similar system of government. Upon the adoption of such a system, it is the patriotic duty of any and all Imperial Citizens and the Soldiers, Sailors, Marines and Airmen of the Imperial Guard to overthrow said government and replace it with one that follows the Ten Imperial Mandates as its guide.

Ninth Mandate: No sub-human creature of the Inferior Races may seek shelter in the Empire for more than six months (except in the case of captives or slaves,) nor may any Inferior hold Imperial citizenship.

Tenth Mandate: In times of peace, no soldier of the Imperial Armed Forces nor any representative of the Imperial Government shall force an Imperial Citizen to provide quarter. In times of war, it is the patriotic duty of the Imperial citizen to give quarter to the aforementioned.

The Taehan Empire is a union of the state of Chosun (the Kel-Elysian Mainland and Korea.) All governing power in the Empire is derived from the capital in Hanseong; Imperial national law is the uniform, supreme law across the Empire.

The Empire's head of state and head of government are both positions held by the Taehan Emperor, always a well-decorated military officer who has earned the right to rule either through the favor of the previous Emperor or through a military coup. The Emperor has the power to conduct all affairs of state himself (though he mostly delegates such affairs to his subordinates,) and all government decisions on a national level must be approved by him. However, the Emperor's actions must not violate the Ten Imperial Mandates, lest the military and the citizenry be obligated to turn upon him.

Once the Taehan Emperor has obtained his position, he holds it for life, whether it ends by natural causes or is cut short by a bullet.

Legislative power is given to the unicameral Imperial National Assembly. The Imperial National Assembly works in a simple manner: in order for a mandate to be brought to the Emperor for approval, two-thirds of the Assembly must approve of it and ensure that it does not violate any of the Ten Imperial Mandates. Each of the fifty provinces in the Empire is given two representatives, military officers hand-picked by their superiors and brought before the Emperor for review and approval.

Judicial power is vested in the Imperial Ministry of Justice. The Minstry of Justice runs every single court in the Empire, and holds the authority of judge, jury and executioner. As with the other two branches of the Imperial government, the Ministry of Justice must abide by Imperial law lest they suffer a purge.

ORGANIZATION

GENERAL DOCTRINE OF THE IMPERIAL ARMY
-The Ground Force is the largest branch of the Imperial Legion, maintaining an all-volunteer manpower pool of over 2.1 million active-duty personnel and nearly 12 million trained reservists and militiamen. The Ground Force has always been massive and, despite much of its doctrine's roots in that of the Soviet Army, is on the cutting edge of land combat technology.
-The Ground Force concentrates its combat power in its Motorized Infantry, Grenadier and Armor divisions deployed under combined arms commands and subordinate to Headquarters Command. Stormtrooper (airborne) divisions are directly subordinate to the Imperial Legion's Headquarters Command.
-The Imperial Legion as a whole is concentrated on preparing an initial defense and eventual offense during a theoretical World War III, between or against the Russian Federation, the People's Republic of China or, given the current shakiness of relations, the United States of America. The Imperial Legion considers contingency operations in its doctrines as well, taking into account wars and threats to Imperial interests in the Middle East and Africa. The Ground Force, as such, is primarily trained to operate in the mountainous terrain and crowded cities of the Far East, as well as the open steppes of Russia, China and the various American terrains.
-The Ground Force operates under the assumption that nuclear, chemical or biological agents could be employed at any time during warfare. Strategic nuclear, biological and chemical weapons are placed under the Legion Missile Corps Command; tactical nuclear weapons are assigned at division level and upwards. Tactical chemical/biological weapons are assigned at battalion level and upwards.
-The basic principle of Imperial land warfare is one of violent, sustained offensive operations designed to strike deep into enemy territory. Motorized infantry, grenadier and armor formations sometimes operating with support from Stormtrooper and Marine units, with the support of artillery and aviation, seize the initiative at the outset of hostilities, penetrate the enemy's defenses and drive deep into enemy territory. Regular infantry units supported by light vehicles, armor and aviation follow to hold and defend ground, eliminate enemy stragglers, and to engage, round up and execute insurgents.
GROUPS OF FORCES
-In peacetime, the Ground Force is divided into combined arms commands called Army Groups assigned to operate in one of the four Military Districts. There are 4 army groups: the 1st Army Group operating in the western Kel-Elysian Mainland, the 2nd Army Group operating in southern Korea, the 3rd Army Group operating in the eastern Kel-Elysian Mainland and northern Korea, and the 4th Army Group operating as strategic reserves in all Military Districts.
-In wartime, Imperial ground armies are organized into Theaters, Fronts and Legions. The peacetime combined arms commands continue to function as mobilization and training bases, as well as providing logistical and support services.
-A Ground Force Theater is a large, broad area such as a continent or a sea where Imperial forces are operating in. The primary purpose of the Theater is to coordinate and orchestrate individual Fronts, Legions, Air Regiments, Air Wings, Fleets and Flotillas.
-A Ground Force Legion is the basic peacetime and wartime formation of Imperial ground forces. A Legion typically consists of three Infantry divisions (more often than not assigned vehicles and employed as Motorized Infantry,) a dedicated Motorized Infantry division, a Grenadier division, two armored divisions, a field artillery division, an engineer division, a Signal Regiment and a Security Regiment. The mix of various types of units is often altered to suit either offensive or defensive roles, operational constraints and the mission at hand.

Description
The Imperial Marine Corps is a branch of the Imperial Armed Forces responsible for power projection from the sea, employing vessels provided by the Imperial Navy to quickly deliver combined-arms task forces. The Imperial Marines have always been a component of the Ministry of Naval Forces, often working closely with their Navy brethren for training, transportation and logistics.

Colonel Chang Sung-Gi formed the first battalions of Marines in 1750, tasking them as naval shock infantry. Ever since then, the Marines have been a key factor in Imperial foreign policy, their mission evolving with Imperial military and political doctrine. The Marine Corps has served in every armed conflict involving the Empire (at times, being the only Imperial force to see combat.) The Marine Corps attained worldwide prominence in the early years of World War II during the 1942 Battle of Kangseong, when six battalions of Marine infantry (a force numbering at about 3,000 men) halted a Japanese force of at least 45,000 soldiers, with supporting tanks, artillery and aircraft, for thirteen days of brutal hit-and-run combat. By the mid-20th century, the Imperial Marines had become a dominant practitioner of amphibious warfare alongside the United States Marine Corps. The ability of the Imperial Marine Corps to quickly respond to any threats to Imperial interests has given it a key role in Imperial foreign policy.

Compared to the Imperial Army's 2,100,000 active-duty personnel, the Imperial Air Corps' 346,000 active-duty personnel and the Imperial Navy's 403,000 active-duty personnel, the Marine Corps is the smallest of all branches at just 210,000 active Marines, with 50,000 reservists.
