The Vanloan are a long forgotten race of beings that once existed as a major galactic spanning empire. Around the height of their expansion into new space the Vanloan came into contact with a race known only as "The Founders". Up to this point the Vanloan had been a militaristic and technologically superior alien race, yet after attempting to conquer a Founder world the Vanloan Empire soon realized that it was a mistake. The Founders were on par with the technological mastery of the Empire and were able to match the Vanloan in every situation.
The war lasted millenniums causing nothing but strife and destruction across the entire known series of galaxies in which the Vanloan had been expanding. The Vanloan soon made a feigned plan to build and deploy a void originator, that would cause the entire universe to collapse upon itself, but lost a strategically important battle in the Andromeda galaxy, losing precious resources required for the weapon. The Founders fought on, pushing the Vanloan back into their own territory, while taking considerable losses. The empire system the Vanloan crumbled quickly as the Vanloan emperor died leading the last defence of Maron 43 in the alpha quadrant of the Andromeda galaxy, right after the grand loss at Jurek. This caused the empire to quickly crumble in terms of order, and chaos spread throughout.
Soon the Founders, finding the upper hand had repelled the Vanloan to their home world, yet the Vanloan pulled out a dimensional exporter and deployed it, throwing their solar system into another dimension entirely. Then the Vanloan deployed their last hope of survival, the swarm. The swarm is what most now believe to be the Vanloan, yet they are not Vanloan specie at all. They merely think they are, yet what is left of the Vanloan can barely be seen or found and as for the Founders. During the war the considerable losses had weakened the Founder army. In a last ditch effort to repel the combined Vanloan fleet and the Swarms that they had made the Founders killed off only the Vanloan and let the swarm run wild in their systems, determined to leave no trace of the Vanloan.
Even going as far as to enter the dimension where the Vanloan had run and using several technologies they made it a prison so that the remainder of the two factions would be forced to fight it out. The Eye, or what is known as The Eye, was all that was left after the large conflict. In fact contrary to what The Eye was thought to be, The Eye turned out to be the last remaining Vanloan, who had survived the battle only to find both the founders and his own race extinct. The Eye used the technology that he could find and built a complicated system that allowed him to see anywhere in the universe, and to be able to deploy the swarm that his faction had given birth to a long time ago. Having gone stir crazy in the dimension where he existed The Eye believed that through the use of the swarm he could rebuild the Vanloan Empire. The Eye however upon freedom from his prison regained sanity and developed out of the remenant Void technology a restarter beacon, and then sacrificing himself, died. Giving birth to the true Vanloan race,which he so often referred to as the Perfect.
Now the Vanloan have slowly rebuilt using what technology they could scrounge out of the once prison dimension, and yet have decided to no longer be an Empire. The Hierarchy that the swarm uses, seemed to work well, and so now the Hierarchy of Vanloan will rise once again.

What happened to the Swarm?
The swarm dissipated and destroyed itself as well when the restarter kicked in, it will be a long time before the Vanloan rediscover how they made such weapons.
