Punishing hate, a natural emotion, is as reductionism as punishing math, which is just a natural thought process. We do punish actions, such as assault, murder, vandalism, and rape, but we refuse to punish someone a spoken word or a sign that offends a group of people; even if they are the majority of our population.

There is no such classification as "hate crime" all crimes are equally criminal if violating a law. The closest one could get to a hate crime is the crime of griefing, or consistantly, repeated and/or continually causing grief to other citizens. Grief is defined intentionally causing harm either mentally or physically to an individual and/or group of individuals. Harm being defined as damage, either or mental or physical, done to the individual or group of individuals. Damage is defined by the trial-attending physician/psychiatrist along with the judge. Greifing charges are rare as many charges can overlap into the griefing definition and are chosen instead of a charge of griefing.

Charges of griefing are handled by the Department of Standards & Equality (DSE) a sub-divison of the Federal Security Directorate (FSD), which has delegated the duty to the Rusich National Police (RNP).

Crimes motivated by hate do occur from time to time yes, but they do not warrant specific circumstances, as each case is handled individually, nor would the death penalty ever be an option since that's unconstitutional.

The most common crime motivated by hate are crimes committed against those that consume or kill land animals, or use animal byproducts.

Famously, a Marian was once asked to fill a questionnaire while abroad. When asked of his sexual orientation, he would write "Marian". This curious incident gives an idea of how Marians regard affiliation with minorities in general.

For this reason, a more appropriate term for Terra Mariana would be "love crime", as there are many quite strict laws against Marians consorting with outsiders and "minorities" of their own kind.

I have a big problem with hate crimes. Most of it in my country is religion based, and I have harsh laws against it. We elves do not discriminate on sexuality, race, or gender. Once in a while there's elf on human violence, but most don't stoop that low. Human on elf violence is more common, but they are a minority, so it isn't a very smart thing to do.
