Rules and Regulations of the Embassy Program
As a faithful member of the WA, this program is strictly outlined and is in compliance with General Assembly Resolution #22. This resolution defines the protection of diplomats, as well as the parameters of extraterritoriallity for embassys. We ask that all nations oblige these rules as well as the traditions of Embassy Programs. Whether you are a WA nation or not, you are obliged to follow the precedents set by national and international Legislation. In the Islands of St. Louis, every ambassador and senior diplomatic staff member, in accordance with WA #22 and the table shown below, will receive full diplomatic Immunity. This means that they will be protected within the parameters of the above legislation. The Waterford Act of 1925 specifically states this intent.
Diplomatic Staff
As mentioned above, every senior diplomatic staff member and ambassador will be offered diplomatic immunity. Diplomatic staff are defined as attaches, secretaries, personal servants, and members of the mangement staff of the embassy (excludes service staff). Diplomatic staff ARE NOT permitted to carry weapons of any kind, for any reason whatsoever. This is seen as a violation of the Waterford Act and WA #22. Diplomatic Staff MAY NOT leave the Embassy and its premises without the express written consent of the DIPLOMATIC OFFICE.
Security Staff
Security staff's diplomatic status are defined in the table below. Security Staff is defined as any member of a uniformed or plainclothed serviceman/woman or member of a private security firm that are legally permitted to carry weapons on diplomatic properties. Security staff may not carry weapons outside of the embassy and may only use weapons which the DO permits. In applications, there MAY NOT be more weapons than there are security personnel. All security personnel will undergo a background check. All weapons will be checked by the RCS (Royal Customs Service) upon entrance into Louisian soil. The weapons and they're aforementioned containers will also be checked twice per year to keep up with the latest in safety standards.
Service Staff
Service Staff are defined as members of the janitorial staff who care for the physical and hygenial needs of the embassy and its chancery. They're protection is defined in the chart below. Service staff are not allowed to carry weapons. If hired locally, the aforementioned chart does not apply.
Vehicles
Vehicles are defined as a device or console which is used to carry the diplomat and his/her personnel. All vehicles are subject to safety, inspection, security, and permit tests to ensure that they fall within the confines of the Waterford Act and the WA #22. These vehicles have diplomatic immunity, but must be checked as mentioned beforehand. Vehicles are not permitted to carry weapons of any king for any reason whatsoever. Narcotics, Plants, Animals, and Alcohol
Plants
All plants entering the ISL will be checked so that they meet environmental standards. This includes checking for disease and invasive species.
Animals
All animals will be checked upon entrance into Louisian soil, and will be given annukl checkups to maintain safe veterinary practices. Animals that are known to be malicious, carnivorous(such as pirhanas), or dangerous will not be permitted to enter the country and will be deported to the country of origin.
Alcohol
Alcohol is defined as any beverage that is intoxicating. This includes beer, wine, whiskey, port, gin, rum, tequilla, madeira, sake, moonshine, and other alcoholic beverages. They will be checked and registered at the DO. if you wish to make purchases of alcohol, you must fill out the required permit, hich can be obtained at the DO. If alcohol is to be imported from another country directly to your embassy, the host nation will be charged the amount for which it cost to deliver the cargo.
Narcotics
Most medical narcotics are permitted within the ISL, however, you must obtain a certificate from the said person's physician saying that this drug must be used by the said person. Failure to do so or illegal smuggling of narcotics is forbidden and may result in the said Embassy/Consulte's closure. A list of Banned substances follows:
Miscellaeneous
We reserve the right to close any embassy, for any reason or without reason whatsoever. Countries that violate diplomatic laws and have been warned of the consequences will have they're embassies closed IMMEDIATELY. There will be no exceptions to that rule. We also reserve the right to declare any employee of an embassy "Persona non Grata", which means they will have 36 hours to leave the country or face:
- Possible closure of the embassy/consulate
- Arrest warrant pursuant to the said person REGARDLESS of diplomatic rank.
Special Requests
Please be reasonable with your special requests. Nothing over-the-top, such as a Boeing Dreamliner or an aircraft carrier.
Consulate Program
Consulates are buildings similar to embassys. They are set up for the specific purpose of aiding your nation's tourists. They may also issue visas, renew passports, or help tourists who have gotten into legal trouble. Consulates do not need the same level of protection or staff as an embassy, but they need to be maintained. PLEASE PUT THE APPLICATION AS AN ATTACHMENT TO YOUR EMBASSY PROGRAM.[

Special
Chateau de Fonteville-Embassy of San Pellegrino Romana
The Chateau de Fonteville was named after a close ally of this nation, (which sadly went extinct.) It was built in 1794. It sits on 22 acres of land shortly outside of St. Louis, in the suburb of Garon. The Chateau has over 200 rooms and most of it's original furniture, gardens, paint, masonry, and decorations are still intact. It also includes a solarium, 12 foot long telescope, staff cottages, and an olympic sized pool. It was renovated in 1899 to replace candles with lightbulbs. The Chateau also has a state of the Art security system and is protected by the St. Louis Police 24 hrs. a day. The Chateau was inhabited by the Dukes of Gettania until 1870, when the ISL lost the position to the Romans, this title connected the royal houses of Bourbon and Cartelli, which still continues today.
