Information: The Empire, guarantees free, universal health care for all citizens, through it's National Health Service. While the Empire has more physicians, hospitals, and health care workers than almost any other nation in the galaxy on a per capita basis, since the implementation of the 1st Imperial Constitution the health of the Tierran population has declined considerably as a result of social, economic, and lifestyle changes; the trend has been reversed only in the recent years, with average life expectancy having increased 2.4 years for males and 1.4 years for females between the years 2700 - 2734.

As of 2734, the average life expectancy in the Empire is 314 years for males and 320 years for females. The biggest factor contributing to the relatively low male life expectancy for males is a high mortality rate among working-age males from preventable causes. As a result of the large gender difference in life expectancy and because of the lasting effect of high casualties in all three Ceren Wars, a large gender imbalance remains in the Empire to this day, currently there are 0.859 males to every female.

The Empire under Grand Chancellor Alan Lewinsky has changed to a mixed model of health care with private financing and provision running alongside state financing and provision. The Imperial Constitution confirms a citizen's right to healthcare and medical assistance free of charge, this is achieved through tax funding. This and the introduction of new free market providers was intended to promote both efficiency and patient choice. A purchaser-provider split was also expected to help facilitate the restructuring of care, as resources would migrate to where there was greatest demand, reduce the excess capacity in the hospital sector and stimulate the development of primary care. Finally, it was intended that insurance contributions would supplement budget revenues and thus help to maintain adequate levels of healthcare funding.

The Imperial Health Department reported that fortunately, all of this has worked out as planned and the reforms have in many ways made the system better. The population’s health has increased on virtually every measure. This is all due to the changes in health care structures, the reforms have proven now to be more than adequate at meeting the needs of the Empire. Private health care delivery has not managed to make much inroads though and public provision of health care still predominates. The resulting system is overly complex but efficient. It has a lot in common with the model envisaged by the reformers.

Information: Between 2661 and 2700, all agricultural land in the Empire was exclusively in state ownership and the transition to a market-oriented economy had to start with privatisation of land and farm assets. The Empire's agricultural privatisation programme can be traced back to 2698, when Imperial legislation under Emperor Alexander Borischenko I allowed, first, the creation of non-state business enterprises in the form of co-operatives; and second, legalized private ownership of land by individuals. While household plots cultivated by employees of collective farms and other rural residents had played a key role in Imperial agriculture since the 2670s, legislation enabling independent private farms outside the collectivist framework was passed only in November 2701. This legislation provided three means for the formation of so-called peasant farms. One was that a member of a collective farm could claim a share of land and form a small independent farm outside the collectivist framework. Another involved a requirement that collective farms turn over a portion of their "underutilized" land to the local council as a reserve for distribution to outsiders who wanted to become peasant farmers. The last allowed prospective peasant farmers to lease land from the state, and other landowners. In addition to enabling legislation, the Tierran government also provided subsidies for private farmers.

The Law on Peasant Farms adopted in December 2701 was followed by laws and decrees that defined the legal organizational forms of large agricultural enterprises, the legal aspects of land ownership, and the procedures for certifying and exercising ownership rights. Specifically, agricultural land was denationalized and its ownership was legally transferred from the state to the ownership of it's workers. The new legal environment created expectations among foreign scholars and Tierran reform advocates that family farms would emerge in large numbers and that the large-scale collective farms would be restructured. But as it turned out, however, few peasants were interested in establishing individual farms, and management and operating practices inside large agricultural enterprises remained largely unchanged despite formal reorganization. The lack of enthusiasm for the creation of private farms was attributed to inadequate rural infrastructure, which did not provide processing and marketing services for small producers, and also to the fear that families striking out on their own might lose eligibility for social services that were traditionally provided by the local corporate farm instead of the municipality.

The privatized farm became a “corporate farm”. These farms were legally reorganized as common stock companies, limited liability partnerships, or agricultural production cooperatives and turned over, usually in their entirety, to the joint ownership of agricultural workers and pensioners. These farms continued to operate largely as they had done under the old Tierran system. Today, the term “corporate farm” is an all-inclusive phrase describing the various organizational forms that arose in the process of privatisation without involving distribution of physical parcels of land to individuals. In diametric opposition to corporate farms is the individual farm sector, which consists of the traditional household plots and the newly formed peasant farms.

The Empire has achieved tremendous progress with land privatisation, as the share of state-owned agricultural land declined from 100% in 2699 to less than 11% in 2724. Unfortunately, privatisation of land ownership so far has not resulted in transfer of direct control to individuals, and most land privatised by the state is managed and cultivated by large-scale corporate successors of former collective farms.

Tierran agriculture today is characterized by three main types of farms. One of these farm types, the household plot, existed all through the state control period, although only in small numbers. The other two types, corporate farms and peasant farms, began to emerge only after 2701, during the transition. The evolution of Tierran agriculture since 2701 shows a significant shift of resources and production from the formerly dominant corporate farms to the individual farming sector. As of 2734 household plots and peasant farms combined control about 20% of agricultural land and 48% of cattle, up from 2% of agricultural land and 17% of cattle in 2733. The share of the individual sector in gross agricultural output has increased from 26% in 2701 to 59% in 2734. Producing 59% of agricultural output on 20% of land, individual farms achieve a much higher productivity of land than corporate farms.

Information: Keroslav is the unusual but high tech Capital City of the Empire. Constructed from 2661 - 2674, Keroslav is built over the remains of the old city, which was destroyed by the Ceren during the Second Ceren War. The site of the old destroyed city was hit with a turbolaser shot during Alexander's 2261 coup, creating the large creator that the city is now built in. The Junon Proton Beam Cannon was mounted on the city shortly before the Third Ceren War in July 2718. It failed to stop the Ceren despite it's power and the city was invaded and destroyed. Keroslav was rebuilt after the Great Liberation of the Empire in 2719.

Keroslav is a very unusual city, as cities go. It is suspended over two hundred meters in the air on two large plates supported by several support pillars and is comprised of eight inner city sectors and sixteen outer sectors. Located between the inner and outer city plates are eight Solar Ionization Reactors which provide more than enough power to keep the huge metropolis running. The Inner City is the rich part of Keroslav where the Elite of the Empire live. Because of this, many mansions and business Headquarters are located around the eight sectors that comprise the inner city. The Outer Plate is the suburbs area of the City, most of it is still under reconstruction. The Cities two Landing Ports, Military Bases and three hospitals are located on the few finished parts of Outer Plate due to the fact it has a lot of room.

In the centre of the city is sector 0, the location of the massive three hundred and forty eight room Imperial Palace that acts as the official residence of the Emperor, his family and the headquarters of the Imperial Government. The palace is equipped with it's own food production facility, water purifier, and hospital, making it essentially self sufficient. A huge, very well defended Military checkpoint currently separates the Palace from the rest of the City, this checkpoint makes sure that no uninvited guests or would be assassins can gain access to the Imperial Family and Government. The city is equipped with a powerful defensive shield to ward off attack and several grounding stations as Tierra Prime is prone to massive electrical storms. The city is also equipped with a number of extremely powerful weapon systems, including drone bays, plasma cannons and flak cannons. Other systems include a beam transporter system and sensor array. The city is covered with the same Hoffenslav Armour that the Imperial Military uses on it's ships, aircraft and vehicles.

Underneath the city is the secret Deepground Facility, a massive underground bunker and science experimentation complex. Most of the Empires genetic research and war control is located here, a good idea considering the bunker is protected against all-most anything. In the lower levels of the facility is Solar Ionization Reactor 0, this powers both the facility and the Imperial Palace. On the ground underneath the plate the city is the remains of the old city. These runs where kept by Alexander Borischenko I to act as a memorial to those who died when the city was bombarded by the Ceren during the Second Ceren War. This area is heavily guarded, as it is where the cities support pillars are located. Visitors must book tours to the old city at last three weeks in advance, and stay with their tour group at all times, anybody who attempts to enter the ruins illegally is shot on sight.

Chapter I - The Beginning: In 2065, on an Earth like planet called Terra Dominate, an Alliance of three technologically advanced nations, the Gothican Empire, the Aorro Federation, and the Ira Republic, known as the Tripate Alliance, launched an Interstellar Ship named Tierra to colonise a nearby star system. The Ships powerful Hyperdrive, the only one of it's kind, suffered a miss jump that destroyed it and sent the ship half way across the Quadrant to a previously unknown System, called the Beta Vega System. The crew of the ship attempted to call for help, but failed, they where just too far away for a transmission to be sent. Against all odds they landed on the planet, named 'Tierra Prime' after their ship and the planets class, and set up a temporary Colony, one that would sustain them until their people could send out another ship. Twenty years later, the crew finally received a transmission from their home nations, it wasn't the one that they where expecting however. According to the transmission, which had been sent by a damaged Tripate ship, Terra Dominate had been invaded and completely destroyed by a hostile machine race known as the Ceren. The Crew was devastated, their home was gone and they where the last of their people. For awhile they taught about returning, to see was the message true. An attack by a Ceren scout ship ended this idea though. In order to safeguard themselves from the Ceren, and rebuild their civilisation, they formed a Republic on Tierra Prime and set up a Military called the Grand Military.

Chapter II - The First Ceren War: The peaceful Republic prospered until the 4th of January 2558, on that day the Ceren invaded the nation with a full battle fleet, starting the First Ceren War. The Republic fought back but could not stop the Ceren from penetrating deep into the Empire and attacking Tierra Prime itself. The Republic eventually defeated the Ceren, but at a high cost. Tierra Prime was devastated and the Republic lost over twenty billion people. The Republic eventually recovered, but Tierra Prime didn't. The once lush planet could not be repaired and remained a desert world. Despite this, the Republic recolonized it and rebuilt it's devastated infrastructure.

Chapter III - The Second Ceren War: The Ceren returned again on the 15th of March 2661, over one hundred years later, beginning the Second Ceren War. The Ceren attacks where stopped everywhere but Tierra Prime. A Ceren Battle Fleet broke through the planets defenses, which the idiotic leaders of the Republic hadn't prepared due to the fact they believed the Ceren would not reach that far into the Republic. The Republic's Grand Military eventually repelled the Ceren, but only after their bombardment had killed four billion people and destroyed the Capital City, Keroslav. The wife of the Commander General of the Grand Army Alexander Borischenko, General Olga Borischenko, was killed in the Ceren attack. Alexander, successfully couped the weak Republic on the 8th of September 2661, four months after the attack, for it's failure to protect both the Tierran people and his wife, and established Tierran Empire, led by him as Emperor, in it's place. Under Emperor Alexander, the Empire quickly recovered, and made first contact with a lot of nations, such as with Mewsland, which was discovered on the 14th of June 2699.

Chapter IV - A New Emperor: Emperor Alexander Borischenko I was assassinated on the 15th of November 2699, by Rebels in the service of the old Tierran President, James Morgan, who managed to escape Tierra Prime with most of his government during Alexander's coup. Emperor Alexander's son, Crown Prince Dimitri Borischenko I, was crowned Emperor in his place ten days later on the 25th of November at his Coronation that was held at the newly completed Sudentor Rally Ground. Despite encouragement from his advisor's, he let the rebels be and decided against a revenge attack on their headquarters located on the barren former Imperial planet of Tectona, this was a smart move as it firmly turned the population against the rebel movement, which apparently broke up in early 2700 due to infighting.

The Empire changed greatly under Emperor Dimitri in the first months of his rule, an Imperial Constitution was introduced, as was low level Private Business and a small Free Market. The Empire was also made a lot less authoritarian and a lot more Liberal.

Chapter V - The Great Crusade: Emperor Emperor Dimitri introduced the 2nd Imperial Constitution on the 17th of October 2717 and transformed the Empire into an Elective Monarchy. Dimitri held the 1st Emperor Election ten days later on the 28th of November. Emperor Dimitri lost this election to his opponent, Alan Derenkov, the former Imperial Minister of Public Maintenance, who had defrauded it to make sure that he won, the real winner was infact Dimitri by far. Emperor Alan invaded the planet Hollow, which belonged to another nation, called The Ben Boys, along with his Ally, the Empire of Karaig, a few weeks later on the 18th of November, starting The Great Crusade. Dimitri found out about Alan's fraud, and devastating war during the crucial stages of the battle, and launched a coup. Despite victory, Alan escaped before Dimitri could capture him, and fled the Empire. Shortly after this, Emperor Dimitri ended the war, apologised to The Ben Boys, and introduced the 3rd Imperial Constitution, which made Tierra Prime a hereditary Monarchy once more. The election of Alan and The Great Crusade had convinced him that the Tierrans where not yet ready for Democracy to be returned to them.

Chapter VI - The Third Ceren War: A Ceren scout ship attacked Hoffburg, an Imperial Forge World, in November of 2717, during a state dinner with President Mew Mæow XVI. The ship was destroyed and it's data core was recovered. What it revealed shocked Emperor Dimitri, the Ceren where preparing to invade the Empire in 2718. With no other options available Emperor Dimitri deployed the Imperial Military, declared a National Crisis, Military Situation and suspended the Imperial Constitution.

The Ceren arrived in force on the 14th of July 2718. Emperor Dimitri led the defense of the Javieron line, the Empire's border perimeter, with his ally Mew. Despite fierce resistance from the Imperial Military, the Ceren broke through on the 17th and invaded the Empire's outer worlds. While this was going on, the Imperial refuge fleet, consisting of several city ships that Mewsland had built for the Empire, launched and left Imperial space for Mewsland under the command of Emperor Dimitri's wife, Empress Svetlana, and son, Crown Prince Mikhail. Untold numbers of people where saved because of them. Despite Emperor Dimiri's best efforts, the Ceren conquered most of the Empire. Seeking to protect the Gothic line, the last defensive line before the Imperial homeworld of Tierra Prime, he retreated and assembled the remains of his forces at the line. The Ceren broke through the line after sustaining massive losses on the 27th of July and invaded Tierra Prime later that day.

Grand Admiral Lewinsky, the head of the Imperial Navy, led the defense of Tierra Prime along with Emperor Dimitri, President Mew and the forces of Karaig, an ally of the Empire who had shown up to assist shortly the invasion of the planet. Fighting raged all over the planet for weeks until it finally fell on the 14th of August 2718. Emperor Dimitri, Grand Admiral Lewinsky and most of their Imperial forces managed to escape before the Ceren could cut them off. The rest of the Empire was occupied the next day, on the 15th. The Empire had finally been conquered by it's arch enemy.
