In most situations, yes, you're right. Two potential situations are to ensure the individuals you must kill are captured alive, tried before the law, convicted and then sentenced to die in accordance with lawful measures so as to maintain some semblence of legitimacy. We're not suggesting you rig the courts. If they are that dangerous, a legitimate sentencing should be an incredibly easy thing.

If that doesn't work, you can always try monitoring potential new enemies, relatives and such, to make sure they behave themselves. If they live abroad, a good idea is to declare an indefinite status of personae non grata on them.

The People's Republic of Laborterra has a closed border, isolationist policy, so for a foreign terrorist to enter the state would be on the verge of impossible.
So, if the terrorist was Laborterran, somehow their life of being pumped full of propaganda and being supported by the state has failed. Yes, the Stasi or another Secret Service should have dealt with them beforehand but, should a terrorist cause terrorism, they will be "trialled", and executed without doubt.
