Otagian fleets are organized around and named after a member of the Pantheon, the 13 Otagian superdreads. The structure of each fleet is pyramidal, with the amount of ships in each class being three times as many as those in the class preceding it. Thus, at full strength, Fleet Sobek would have 3 fleet carriers, nine battleships, 27 cruisers, and so on.
While a certain number of fleets will always be on hand at the Otagian home worlds, individual fleets are rotated between garrison and active duty to keep ships from becoming bored. While the Tripartite prefers to assign entire fleets to combat missions when possible (being firm believers in Maxim #37), it's often necessary to subdivide the fleets into smaller groups based on mission requirements during larger conflicts. Similarly, individual ships are assigned to matters deemed to require a more subtle hand, such as diplomatic or spec-ops work, although the much larger (mostly demilitarized and very definitely outdated) Research Fleet handles those jobs for the most part, due primarily to their plausible deniability as civilians.
