If the guy's name is Ahmad (he must be pretty mad to set off a bomb) and the guy was born in Afghanistan, there's a high chance it was motivated by religion.

Pretty good chance it was just mental insanity, given that a good portion of attackers in the past decade weren't devout Muslims (or observant Muslims at all).

There's a high likelihood that the bombings and stabbings and whatelse were caused by lone-wolf Islamic extremists. High likelihood isn't the same as 100%.

It could be different cells. Just because the same person wasn't facilitating both doesn't mean they can't be traced back to ISIS. If ISIS was responsible for the NYC/NJ bombs at all.

If ISIS are responsible why haven't they claimed responsibility or inspiration?

Keeping in mind that incidents such as the Brighton Bombing shows that terrorist organisations do claim attacks that failed to achieve their objectives.

If they were even remotely connected, they'd claim responsibility even if it was a partially failed attack. No point in terror attacks if you don't use them to further your own agenda.
