Not strange at all, tap water tends to taste differently from location to location even here in Europe.

Not really, every source of water tastes slightly different depending on what minerals are nearby. Could be iron, copper etc seepage from your local supply in a greater quantity than in Pennsylvania or Philadelphia.
Alternatively it could also because you have old pipes.

What is it in developing countries that makes the tap water dangerous again, the pipes?

I thought that it was because the town I'm in has a water tower for the tap. A lot of the shore towns in this part of the state have water towers.
