That does suck. Do you have any Pokémon that could last more than five minutes stashed at your team gyms in the city? 500 stardust every 21 hours for each pokemon stashed.

The last few days I saw only one arena with cp low enough for me to take with the pokemone I have now. At the other end of the city. Most are placed by lv15+ trainers, I'm just 7 :c

Is it strange that I can tell the difference between tap water? Because the tap water here in New Jersey is different than the tap water in Pennsylvania, or at least, the tap water in/around Philadelphia. Because the water around here definitely has an almost metallic taste to it, which is... Odd.

I thought that it was because the town I'm in has a water tower for the tap. A lot of the shore towns in this part of the state have water towers.

Depends on the country. Some have bad pipes, others don't have a sufficient water treatment capability, others still don't have running water throughout forcing people to get their own from often stagnant pools full of animal dung and disease.

Water towers are there to keep pressure on the pipes, so that the water will actually run when you turn on the tap, so they shouldn't have any influence on the actual taste of the water.
