I think there's a much more inherent respect for F1 drivers; it's higher profile, with higher risk, talent and less actual drivers. That's probably why the FIA have retired 17 whereas 3 is still used in NASCAR. Maybe different governing bodies too.

NASCAR owns the numbers and rents them out to teams. That's your difference.
