Texas has no power to declare when life begins. Federal law, for all intents and purposes, holds that life begins at birth.

And even if it did, the holding in Roe v. Wade and subsequent jurisprudence had no consideration for when "life" begins. It is about fundamental privacy rights implied by the Fourth Amendment.

Similarly, Texas and other states could only support blatantly illegal regimes like Jim Crow only so long as the federal government allowed them to get away with it.
