How would you equip them to better handle such a situation? What tools, be they procedures, weapons, training, etc, would you provide to better equip them for such a situation?

You're basically proposing we give cops psychic powers. You're not actually proposing anything, you're just saying "equip them better" because you seem unable to confront the reality that sometimes police officers have to kill people, both in this thread and in others.
