Is this like with the whole water tax issue where people are claiming the government is trying to make everyone pay for it twice?

It has always been this way for healthcare, it's accepted. Don't get me started on having to pay for e.coli infested water. "It's to improve the service!" My arse, it is.

I guess on the whole, we do have it easier in Wales on some taxation issues. However, I would happily pay if it meant I got a better/faster healthcare service.
Never had problems with water. I stayed briefly in a hard water area in England once. That was about it. The water is very good here.

Doing anything about hard water is not on the table with this tax. It's paying for the same shoddy service. If any private company sets up shop I'll happily pay them, because I'll know the water will be safe, but I'm not happy being lied to to pay off national debts.

Sort of how I feel about many councils' aggressive parking fine policies. Don't pretend like that money is going into providing more parking facilities, and not into the council coffers. Fines are meant to be a deterrent. Not a revenue source.
I pay the water company that provides my water, and that's it. I have to pay a flat daily service charge (well, two actually), and then an additional charge for the water I use, but the rates are reasonable, and I'm happy with the service. The thought of paying for it, and then being taxed for it would be a bit of an insult.

Oh, we don't currently directly pay for it at all. It's paid for through other taxes. Cold water is free, heating it just goes on the electricity bill.

Ah, so it's all based on tax. So they can then turn around and say, whoops, now we need an additional tax to pay for this other service..
Ireland seems to have it backwards. From my perspective, anyway. Private Health and Public Water.

We're semi private here in Dallas. The city charges us for the water used, and taxes subsidize the water facilities and the waterworks are on our property taxes.

Unfortunately we're all forced to participate in whatever baroque humiliation kink the OP has going on instead.
