You can get insurance cover for it, yeah. Ireland's healthcare system is more like the US than the UK. You get free healthcare if you're retired or close to the poverty line and we pay taxes for the hospitals, but everyone else pays through insurance or out of pocket for hospital stays and procedures.

Is this like with the whole water tax issue where people are claiming the government is trying to make everyone pay for it twice?

We're semi private here in Dallas. The city charges us for the water used, and taxes subsidize the water facilities and the waterworks are on our property taxes.
