Not until the end of Putin and Medvedev's reign, at least - which, with the laws about elections and terms, can extend up to 2024.

It was transferred to the Ukrainian Soviet Socialist Republic in 1954, before that it was part of Russia and the Russian Soviet Socialist Republic.
