Regrettably, this is likely true.
My experiences with family members from overseas attempting to come here were not ones that enhanced my faith in the system.

EDIT: Watching perfectly good folks be turned away, while eminently unsuitable migrants were accepted, turns the stomach, especially because the system asserts 'we aren't racist, so we have to import people from a multitude of places... according to a formula... rather than their individual merits... and the place your family is from is full up on their quota for this year'.
