I think you may have a point, but the solutions you propose are impracticable.

Leather clothing is formal in the historical era in which the Game of Thrones is based. The definition of 'formal' has simply changed over time. Suits that resemble modern ones in the early 19th Century can be colourful and expressive; perhaps that definition will evolve as time goes on from now. Judges' robes (the bright red set) are based off the correct court uniform in England in the 13th Century. Leather is expensive, and requires lots of maintenance, if one stays outdoors as much as those in the story do.

China is a great counter-example to your argument; historically, she has one of the most developed uniform cultures in the world. Officials regularly count in excess of 5 sets of distinct uniforms to be used with their own peripheral garments under specific occasions. They can't even wear normal clothes at home or shopping, but the 'casual uniform'. Appearing in the wrong clothing can get an official to lose a portion of his salary.

Suits are pointless and illogical, but unfortunately changing cultural expectation is a long difficult process. Cultural practices cannot simply be legislated away. The good news is that people, particularly younger people, are waking up to the pointlessness of formal dress and moving away from such cultural practices. In a generation or two the suit and tie will likely be an extreme rarity if it is worn at all.

I don't understand why people hate suits so much? I have worn suits before, for fun. And let me remind you that women's suits are tighter, more rigid, and I wore 4+ inch heels with them. They aren't bad.

Coats, jackets and sweaters all perform this function far better and they are low maintenance.

The tie doesn't even warm your neck, you've got scarves optimized for such operations.

I wear a uniform every day. I don't get a choice on tailoring, color, shoes, or anything else. But that's the job I choose to do. And in a couple years, when my boss makes me is AROFC I will be switching from that uniform, to having to go between a suit and a different uniform.

Respectable dress is arbitrary and thus pointless.

Uniforms are a little different since they are used to identify you as an employee and thus serve a purpose.

I can't speak for everyone, but I dislike them because I overheat really easily. I can barely wear a sweater the whole day without cooking, and suits originate from way back in the dark ages before interior climate control in buildings. I can handle wearing them for about an hour or so before spontaneously combusting.

it seems decidedly obsolete by this point in history

the only thing that's still keeping it relevant is a pointless and inconvenient social expectation

We need more lightweight suits, in that case. Trust me I'm the same way, I'm a miniskirt-in-snow kind of girl, and I prefer to just be naked and submerged in ice in the summer.
