They do it to expose a weak spot to the person, giving them a loose permission to cut off their head if they want to. (Though this permission is probably no longer actually given :p )
I wouldn't be suprised if it started as a strictly lessers-to-superiors thing, but eventually graduated to mutual respect.

It depends on the type of bowing. Kowtowing is definitely lessers-to-superiors, but a standing bow is generally a mutual thing. It doesn't really expose any weak points when you bow standing up (unless you do so very deeply, of course,) and in kendo you're expressly told to maintain eye contact while bowing.

That was always a problem for a lot of the east Asian kids I met at university who joined the kendo club. They would stare at the floor when they bowed. Not a good idea when confronted by an angry man with a sword, even if it's bamboo. It's not really a good position to cut somebody's head off from, but you could do some pretty serious damage.

Would it be reasonable for a hospital to refuse to hire female surgeons who are unwilling to operate males ?

I actually prefer to execute a small bow instead of a handshake. One of the many thing I picked up over the years, having had the god fortune to be exposed to many different culture growing up. I will not refuse a handshake however.

ON Topic: read the OP sheeple. This specific case won because it was a Montessori school, where showing respect is a vital component of the whole system.

This is the same PC as that Islamist who got a job as a cook and demanded the right to not cook bacon, sausages, meat etc and the right to refuse to serve alcohol and the right to forbid anyone to eat during ramadan.
