smart dealers don't use their own product. more to the point, small time dealers are a symptom, not the disease. to destroy the illegal drug trade, you need to take out the supply.
The only way to take out the supply is increased border security, since most drugs are produced outside the US and then smuggled into the country. (you could also go hunt down the drug producers, but that would end badly.)

I believe that if you get good enough at catching them and imprisoning them, people would eventually stop dealing. For example, why would you deal if you face certain life imprisonment?
We have not yet maxed out on enforcement capabilities and that's why some people still find it profitable to deal.

At which point we skin the dealers and hang them from the flagpole, because we won't tolerate drug dealers at our schools. Across the street is fine, though. :sarcasm:
You really expect a dealer to avoid a potential market because of risk? These are criminals we're talking about here. They aren't scared of a little prison time, and even if you do put one away, they'll just be replaced by someone else.
