You make a fair point, however the fact that we don't know how or where we will be attacked does not mean we cannot use our time to take general precautions such as informing civilians about the danger, and mobilizing reserves so that they can respond more quickly and effectively upon confirmation of the attack.
As for your food scenario… that's why we have self destruct mechanisms for our bunkers.

Personally, the UN cease-and-desist non-prank remains one of my favorites in terms of player reaction, minimal mess to clean up, and successfully fooling the most people. Don't get me wrong, stuff like the IPO and the zombie attack were a lot of fun and are also up there among my favorites, but there was just something magical about how successful the no-prank was. ;)
