Erm, just making an example, the legal protection of women in Europe has increased since WW2. And the population of Europe has constantly increased since WW2.

Honestly at this point I seriously have to ask what the hell she was doing in India in the first place. I mean it's not like she is the first tourist to be raped or worse out there. And don't get me wrong. I am not blaming the victim here. All I am saying is that maybe if people stopped going there the impact on their tourist sector would put some extra leverage on their government to grow up and step out of the middle ages. As small as that chance may be.
