North Korea has been interested, and investing, in nuclear technology since ~1956 when it first approached China and the Soviet Union.

Meh. First blast was about 1/2 kiloton, second a little better ~6 kiloton but not to the level of the Hiroshima bomb (30-40 kt). Apparently they have the problem that is called in the trade "nuclear fizzle" where the critical mass blows itself apart faster than it assembles. If they have difficulty triggering the thing even when they assemble it at their test facility, it is unlikely they could create a warhead suitable to put on a missile, or even for delivery by bomber aircraft, or by oxcart for that matter.
