Except where he explicitly states he wants civil liberties.
I'd say the state's rights is at least a small element of pandering, since with exception to abortion, he has strongly stated that he supports those civil liberties entirely, but you see him add in Republican debates "if states want it", whereas in interviews it tends to be outright.
