All teams are seeded by their ability. For example, Spain an Germany are top seeds. Top seeded teams don't get put in the same group and low team seeds don't either. This is a good thing as it means that all the good teams don't knock each other out of the competition straight away. Imagine if Spain,Germany,Italy and Portugal were in the same group and Ireland,Ukraine,Poland and Denmark were in the same group. You'd have brilliant teams getting knocked out early while the weaker nations would stay in the tournament.
