Your economic and military might are similarly affected through issues. Your international diplomatic influence grows through your own hobnobbing with other nations. If you play your cards right, you can become a delegate for a region. The bigger the region, the more power you have to affect things in the "World Assembly" (the UN) where matters that affect all WA members are voted upon.

Thank you, by the way. I found this to be very useful information since I've recently started out, myself. I figured there was no real "leveling", though, since this can't really be classified as a game by most common definitions.
