Piccard. Kirk was good but he had a horrible knack for getting his crewmen killed of outside of major battles. Piccard only lost a few people in 7 years compared to Kirk losing about 14% of his ships crew in only 3 years. Piccard only got his casualties booted up to Kirk when engaging opponents such as the Borg. That and Patrick Stuart is made of Pure Win.

Exactly. Picard was a much better commander. Kirk was a cowboy with a disregard for his crewmens' lives. Not good qualities in a captain. I'd rather give Kirk a shuttlecraft and send him off on his own and give Picard command of the fleet.
